  35. <p>JACKSON &#8211; Today State Auditor Shad White announced his office has been conducting a detailed investigation into unemployment compensation fraud called Operation Payback and has secured their first indictment associated with the operation.<br><span id="more-2941"></span></p>

  39. <p>“My office found that during COVID, Mississippi handed out over half a billion dollars in illegal unemployment compensation payments,” said White. “It’s tragic to think about what that money could have gone to instead. And much of it went to out-of-state fraudsters that we’ll never catch. But for the criminals who can be identified, we’re going to drop the hammer.”</p>

  43. <p>Operation Payback is different from most other investigations in the State Auditor’s office because of a unique data analytics tool that auditors used. With advanced machine learning, auditors were able to track some of the misspent unemployment funds and identify suspicious activity.</p>

  47. <p>“For example, advanced software tools combed millions of unemployment compensation payments and identified perpetrators who may have close associations,” said White. “When we dug into these, it was obvious some had conspired to defraud the system.”</p>

  51. <p>On May 15<sup>th</sup>, Kenjarell Thomas was served with a 59 count indictment. That includes 19 counts of identity theft, 20 counts of fraudulent representation to defraud the government, and 20 counts of wire fraud. Thomas was in prison while allegedly applying for unemployment benefits using multiple other prisoners personal information and using his mother’s address to receive the payments.</p>

  55. <p>All persons arrested by the Mississippi Office of the State Auditor are innocent until proven guilty in a court of law.</p>

  80. <p>Williams made numerous phone calls from prison to Trulove, his wife at the time, requesting that she help him apply for unemployment benefits. Allegedly, Williams received the illegal benefits via a Way2Go debit card. The unemployment card was then used by Trulove on numerous occasions.</p>

  84. <p>“These are the latest arrests we’ve made for unemployment fraud,” said State Auditor Shad White. “We will continue to use the latest technology and investigative techniques to uncover fraud, which is how we’ve been able to recover more money in the last five years than any other five-year period.”</p>

  88. <p>If convicted, Williams and Trulove could each face up to 5 years in prison and $1,000 in fines. All persons arrested by the Mississippi Office of the State Auditor are presumed innocent until proven guilty in a court of law.</p>

  109. <p><strong>JACKSON, Miss. – </strong>Mississippi should consider funding an Inspector General (IG) for the Governor’s office according to a new report from State Auditor Shad White.<br><span id="more-2935"></span></p>

  113. <p>“My office audits state funds, and that means we are often just doing autopsies—looking at a broken government program and trying to answer what went wrong after a bunch of taxpayer funds were stolen or misspent,” said White. “Mississippi could consider adding an Inspector General to the Governor’s staff to help prevent fraud schemes from happening before big money is paid out. That’s something I cannot do.”</p>

  117. <p>There are currently nine statewide Offices of Inspector General around the country, and these offices have already seen major success at stopping potential fraud. Last year, for example, the IG in the state of Georgia managed to put an end to a nonprofit CEO’s scheme to claim over $800,000 in fraudulent reimbursements for providing meals meant for low-income children that were never given out. As a result of this investigation from Georgia’s IG, the state managed to prevent over $800,000 of taxpayer money from being taken.</p>

  121. <p>“The idea of the IG in Mississippi first arose in the early ‘90s when Governor Fordice signed an executive order creating the position,” added White. “Our report lays out some of the IG’s responsibilities if the Legislature wanted to actually fund that position in the Governor’s office, creating another good watchdog for taxpayer money.”</p>

  125. <p>The report details several recommendations for the Legislature, including granting subpoena power to the IG and making the position appointable/removable by the Governor and confirmed by the Senate.</p>

  154. <p>Abney joined the Office of the State Auditor through the “Stay in the ‘Sip” program, a program launched in 2022 to recruit talent to the Auditor’s Office and combat brain drain. This program pays for an accounting student’s tuition, books, and related fees throughout college on the condition that the student comes to work for the Office of the State Auditor for at least two years.</p>

  328. <p>Wuertz is guilty of altering customers&#8217; payments to their water accounts to embezzle funds meant to pay their water bills. Wuertz would delete a customer’s cash payment after it was entered and take the cash.</p>

  336. <p>Wuertz was sentenced by the Jones County Circuit Court to 8 years with the Mississippi Department of Corrections, with 4 years in the full-time custody of the Mississippi Department of Corrections and the remaining time suspended on condition of the successful completion of 2 years of post-release supervision and the successful completion of the Circuit Court’s Community Service Program.&nbsp;&nbsp;</p>

  340. <p>A $50,000 surety bond covers Wuertz’s employment as an Ellisville Deputy City Clerk. Surety bonds are similar to insurance designed to protect taxpayers from corruption. Wuertz made a full payment of $43,955.45 at the time of her sentencing, which covers restitution, court costs, and fines.&nbsp;</p>

  360. <p>JACKSON, Miss. – Yesterday State Auditor Shad White announced Special Agents from his office have arrested Christy Gomez, Larry Hodge, and Michael Norman for their involvement in an organized fraud enterprise. Gomez is accused of conducting or managing a fraud enterprise, in which she, Hodge, and Norman are alleged to have fraudulently received proceeds between January 1, 2020, and December 31, 2022, from the Rental Assistance for Mississippians Program (RAMP) at the Mississippi Home Corporation and the Mississippi Department of Employment Security. Gomez was served with a $108,851.33 demand letter at the time of her arrest. Larry Hodge was served with a $26,565.70 demand letter at the time of his arrest.<br><span id="more-2909"></span></p>

  364. <p>“Our team of investigators dug deep to unearth this conspiracy,” said State Auditor Shad White. “We’ve put a stop to some massive schemes because of their efforts, and we can now add this one to the list.”</p>

  368. <p>Gomez faces up to 80 years and $100,000 in fines and Hodge and Norman face up to 20 years and $25,000 in fines each if convicted. All persons arrested by the Mississippi Office of the State Auditor are innocent until proven guilty in a court of law.</p>
