JACKSON – Today State Auditor Shad White announced his office has been conducting a detailed investigation into unemployment compensation fraud called Operation Payback and has secured their first indictment associated with the operation. 
“My office found that during COVID, Mississippi handed out over half a billion dollars in illegal unemployment compensation payments,” said White. “It’s tragic to think about what that money could have gone to instead. And much of it went to out-of-state fraudsters that we’ll never catch. But for the criminals who can be identified, we’re going to drop the hammer.”
Operation Payback is different from most other investigations in the State Auditor’s office because of a unique data analytics tool that auditors used. With advanced machine learning, auditors were able to track some of the misspent unemployment funds and identify suspicious activity.
“For example, advanced software tools combed millions of unemployment compensation payments and identified perpetrators who may have close associations,” said White. “When we dug into these, it was obvious some had conspired to defraud the system.”
On May 15th, Kenjarell Thomas was served with a 59 count indictment. That includes 19 counts of identity theft, 20 counts of fraudulent representation to defraud the government, and 20 counts of wire fraud. Thomas was in prison while allegedly applying for unemployment benefits using multiple other prisoners personal information and using his mother’s address to receive the payments.
All persons arrested by the Mississippi Office of the State Auditor are innocent until proven guilty in a court of law.

JACKSON, Miss. – Today State Auditor Shad White announced Special Agents from his office have arrested Brandon Williams and Miranda Trulove for conspiracy to defraud the State of Mississippi to obtain illegal unemployment benefits from the Mississippi Department of Employment Security (MDES) while Williams was incarcerated and therefore ineligible to receive unemployment benefits. 
Williams made numerous phone calls from prison to Trulove, his wife at the time, requesting that she help him apply for unemployment benefits. Allegedly, Williams received the illegal benefits via a Way2Go debit card. The unemployment card was then used by Trulove on numerous occasions.
“These are the latest arrests we’ve made for unemployment fraud,” said State Auditor Shad White. “We will continue to use the latest technology and investigative techniques to uncover fraud, which is how we’ve been able to recover more money in the last five years than any other five-year period.”
If convicted, Williams and Trulove could each face up to 5 years in prison and $1,000 in fines. All persons arrested by the Mississippi Office of the State Auditor are presumed innocent until proven guilty in a court of law.

JACKSON, Miss. – Mississippi should consider funding an Inspector General (IG) for the Governor’s office according to a new report from State Auditor Shad White. 
“My office audits state funds, and that means we are often just doing autopsies—looking at a broken government program and trying to answer what went wrong after a bunch of taxpayer funds were stolen or misspent,” said White. “Mississippi could consider adding an Inspector General to the Governor’s staff to help prevent fraud schemes from happening before big money is paid out. That’s something I cannot do.”
There are currently nine statewide Offices of Inspector General around the country, and these offices have already seen major success at stopping potential fraud. Last year, for example, the IG in the state of Georgia managed to put an end to a nonprofit CEO’s scheme to claim over $800,000 in fraudulent reimbursements for providing meals meant for low-income children that were never given out. As a result of this investigation from Georgia’s IG, the state managed to prevent over $800,000 of taxpayer money from being taken.
“The idea of the IG in Mississippi first arose in the early ‘90s when Governor Fordice signed an executive order creating the position,” added White. “Our report lays out some of the IG’s responsibilities if the Legislature wanted to actually fund that position in the Governor’s office, creating another good watchdog for taxpayer money.”
The report details several recommendations for the Legislature, including granting subpoena power to the IG and making the position appointable/removable by the Governor and confirmed by the Senate.

JACKSON, Miss. – Mississippi State Auditor Shad White is proud to announce that Abney Brewer, an employee in the state agency audit division of the Office of the State Auditor, has received the highest cumulative score in the state of Mississippi on the 2023 CPA exam. 
“We’re keeping the best young auditing talent in the state at home, here in Mississippi, and Abney is proof,” said Auditor White. “I’m overjoyed Abney chose to use her skills to serve the taxpayers of Mississippi and incredibly proud of her for her achievement.”
Abney joined the Office of the State Auditor through the “Stay in the ‘Sip” program, a program launched in 2022 to recruit talent to the Auditor’s Office and combat brain drain. This program pays for an accounting student’s tuition, books, and related fees throughout college on the condition that the student comes to work for the Office of the State Auditor for at least two years.
“If people wonder how we’ve recovered more money in the last five years than any other five-year period in the history of the Auditor’s Office, it’s because we’re recruiting top-tier auditors and investigators to work here,” said White. “Abney didn’t choose to go to Dallas, Nashville, or Atlanta. She chose to protect taxpayer money here at home.”
Abney joined the Stay in the ‘Sip program in the fall of 2022 before coming to work at the office as an intern in the summer of 2023. She finally joined as a full-time employee in October of 2023. Abney received her accounting degree and master’s from the University of Mississippi.

Thomas is guilty of embezzling tax disbursements issued to the town by the Bolivar County Tax Collector.

JACKSON, Miss. – Today State Auditor Shad White announced that Bertha Thomas, the former Mayor of Beulah, has pled guilty to Embezzlement. Bertha was arrested by agents in February of 2024 and served with a $12,573.42 demand letter. 
Thomas is guilty of embezzling tax disbursements issued to the town by the Bolivar County Tax Collector.
“Thank you to the investigators who worked this case and the prosecutors who chose to bring charges,” said Auditor White. “Working together with prosecutors, my office has recovered more money for the taxpayers in the last five years than any other five-year period, and we stay true to our most fundamental promise: zero tolerance for theft of taxpayer money.”
Thomas was sentenced by the Bolivar County Circuit Court. Thomas’ sentencing order has been filed with the Bolivar County Circuit Clerk’s office for public inspection.
A $10,000 surety bond covered Thomas’ employment as the Beulah City Mayor. Surety bonds are similar to insurance designed to protect taxpayers from corruption. Thomas will remain liable for the full amount of the demand in addition to criminal proceedings.

JACKSON, Miss. – Today State Auditor Shad White announced Special Agents from his office have arrested Sharccara McNair for submitting fraudulent certifications to the Mississippi Department of Employment Security (MDES). She was issued a demand letter upon her arrest for $31,763.85. 
McNair is self-employed and a co-owner of Excellent Tax Pros in Hattiesburg. She allegedly submitted fraudulent certifications to the Mississippi Department of Employment Security (MDES) so she could receive unemployment benefits while employed as a tax preparer.
“Thank you to the staff of the Department of Employment Security for alerting us to this scheme and to the investigators and prosecutors holding McNair accountable,” said State Auditor Shad White.
If convicted, McNair faces up to 18 years in prison and $30,000 in fines. All persons arrested by the Mississippi Office of the State Auditor are presumed innocent until proven guilty in a court of law.

Summers is guilty of reversing transactions for vehicle registration and renewals and then taking the cash payments for herself.
“Thank you to our dedicated team of investigators and to the prosecutors who chose to indict,” said Auditor White. “We’ve recovered more taxpayer money in the last five years than in any other five-year period, and we’re going to keep going.”
Summers was sentenced by the Lawrence County Circuit Court to 5 years with the Mississippi Department of Corrections, with 1 year of ISP House Arrest with the remaining 4 years suspended and 4 years to be served on Post Release Supervision. Summers was also ordered to pay restitution in the amount of $21,710.
A $50,000 surety bond covers Summers’ employment as a Lawrence County Tax Collector Clerk. Surety bonds are similar to insurance designed to protect taxpayers from corruption.

Wuertz is guilty of altering customers’ payments to their water accounts to embezzle funds meant to pay their water bills. Wuertz would delete a customer’s cash payment after it was entered and take the cash.
“Thank you to the investigators who worked this case,” said State Auditor Shad White. “My office will always hold the line on illegal spending and hold accountable those who don’t follow the rules.”  
Wuertz was sentenced by the Jones County Circuit Court to 8 years with the Mississippi Department of Corrections, with 4 years in the full-time custody of the Mississippi Department of Corrections and the remaining time suspended on condition of the successful completion of 2 years of post-release supervision and the successful completion of the Circuit Court’s Community Service Program.  
A $50,000 surety bond covers Wuertz’s employment as an Ellisville Deputy City Clerk. Surety bonds are similar to insurance designed to protect taxpayers from corruption. Wuertz made a full payment of $43,955.45 at the time of her sentencing, which covers restitution, court costs, and fines.

JACKSON, Miss. – Yesterday State Auditor Shad White announced Special Agents from his office have arrested Christy Gomez, Larry Hodge, and Michael Norman for their involvement in an organized fraud enterprise. Gomez is accused of conducting or managing a fraud enterprise, in which she, Hodge, and Norman are alleged to have fraudulently received proceeds between January 1, 2020, and December 31, 2022, from the Rental Assistance for Mississippians Program (RAMP) at the Mississippi Home Corporation and the Mississippi Department of Employment Security. Gomez was served with a $108,851.33 demand letter at the time of her arrest. Larry Hodge was served with a $26,565.70 demand letter at the time of his arrest.
“Our team of investigators dug deep to unearth this conspiracy,” said State Auditor Shad White. “We’ve put a stop to some massive schemes because of their efforts, and we can now add this one to the list.”
Gomez faces up to 80 years and $100,000 in fines and Hodge and Norman face up to 20 years and $25,000 in fines each if convicted. All persons arrested by the Mississippi Office of the State Auditor are innocent until proven guilty in a court of law.
