160.

161.
YOUNGSTOWN, Ohio (WKBN) - Ohio Governor Mike DeWine visited the Valley Thursday to announce which communities were getting Appalachian Community Grants to fund their projects.

162.
163.
164.
165.
Lowellville, Struthers, Youngstown, Niles, and Warren received grants for projects along the Mahoning River focusing on beautification, kayak launches, pavilions, and shelters.

166.
167.
168.
169.
DeWine made the announcements at the Warren Amphitheater surrounded by several of the area's mayors.

170.
171.
172.
173.
While some people were pleased, others in the Valley were disappointed by DeWine's visit.

174.
175.
176.
177.
The Youngstown area's economic development community and its stakeholders put together the plan to get money from Ohio's Appalachian Community Grant program in early December. They hoped for $154 million for 41 projects in Ashtabula, Trumbull, Mahoning, and Columbiana counties but they ended up with $21 million for only nine projects.

178.
179.
180.
181.
"We're disappointed that we weren't able to secure all the funding we asked for. We knew some were a stretch. We do believe that some of our projects, cutting-edge transformational, really could have made a difference in the area," said Jim Kinnick with Eastgate Regional Council of Governments.

182.
183.
184.
185.
Kinnick was also disappointed that other Appalachian regions received the bulk of the money.

186.
187.
188.
189.
"The two southernmost districts of the four received larger chunks, $150 million each I believe in those regions," said Kinnick.

190.
191.
192.
193.
Warren Mayor Doug Franklin was hoping for $20 million for his Peninsula Project along West Market Street but instead, he received $4.3 million for a pedestrian bridge over the Mahoning River and to fix up some parks. Now, Franklin is hoping the state will let him use that $4.3 million for the Peninsula Project.

194.
195.
196.
197.
"I'm a little disappointed in the amount because we asked for a lot more, but I've done this several times and we're very grateful to the governor for giving us at least that seed money," said Franklin. "It's in our DNA. We know how to take whatever we're given and leverage that with private dollars and other grant requests. We've gotten very skilled at that over the years because that's always been the hand we've been dealt."

198.
199.
200.
201.
While there was disappointment over some of the grants, Niles Mayor Steve Mientkiewicz was thrilled. He asked for $3.5 million and he's getting the total amount to repurpose where the Robins Theater once stood and to build a kayak launch under the viaduct.

202.
203.
204.
205.
"We were one of the only projects selected in Trumbull County, us and the city of Warren, so we're very happy that this funding is coming into the city of Niles to better the downtown area," said Mientkiewicz.

206.
207.
208.
209.
The Eastgate Regional Council of Governments said that 85% of the Appalachian grants went to areas south of Interstate 70, which they said was not a good result for upper Appalachian Ohio.

210.
211.
212.
213.
The Riverview Project, the renovation of the 100-year-old Riverview Florist Shop in East Liverpool which requested $6 million of the funds, was another project to be denied.

214.
215.
216.
217.
Also during Thursday's visit, DeWine gave Warren $5 million to demolish Warren's Main Street Dam located across from the Cleveland Cliffs Coke plant and next to the former Republic Steel plant.

218.
219.
220.
221.
The only dam left without funding is the Girard Dam and officials are working to get money to fund the project.

236.
HERMITAGE, Pa. (WKBN) - This is the fifth month since Hermitage absorbed the borough of Wheatland. It's already been recognized by the state.

237.
238.
239.
240.
Hermitage picked up the Governor's Award for Local Government Excellence earlier this year and the administration took a look at the progress Thursday.

241.
242.
243.
244.
Lt. Governor Austin Davis got a front-line tour of Wheatland Tube. The plant has been around since 1931. It makes 286,000 tons of pipe a year for fire sprinklers and other uses.

"We saw is a great company that's investing in American workers and investing in American steel," Davis said.

245.
246.
247.
248.
Wheatland has a new galvanizing line that was a $100 million investment and is building a $50 million automated warehouse. It will be capable of holding 15,000 bundles of manufactured steel.

249.
250.
251.
252.
Davis also saw a big benefit from Wheatland merging into the city of Hermitage.

"I take back what happens when communities come together to help move their community forward," Davis said.

253.
254.
255.
256.
The Lieutenant Governor heard plenty about the successful merger. He was also encouraged to keep fighting for Western Pennsylvania.

"The Governor and I are tired of losing to Ohio, which is why we proposed a $500 million Pennsylvania SITES program (Pennsylvania Strategic Investments to Enhance Sites)in this year's budget to help refurbish sites that have been left and abandoned for years to get them ready for economic development," Davis said.

257.
258.
259.
260.
Wheatland and Sharon Tube have 462 workers who pay an earned income tax on roughly $39 million in compensation, but the city is careful to reinvest it in services and is able to help the city grow.

261.
262.
263.
264.
"So we'll go out as a city and partner with them and help them grow and expand. We think great things can happen here in the Wheatland neighborhood of Hermitage," said Mark Longietti, director of business and community development.

291.
"What we are seeing across Ohio is more and more communities are I wouldn't say discovering the river but rediscovering and kind of provisioning," DeWine said. "We focused this money on our 32 Appalachian counties. I think these are counties that get neglected by Columbus, and I think there is some truth to that."

292.
293.
294.
295.
The grants all come from the Appalachian Community Grant Program's Wonderful Waterfronts Initiative, focusing on funding projects along Ohio's rivers and lakes.

296.
297.
298.
299.
Thursday's announcement was one of two from DeWine's office. The second takes aim at removing dams along the Mahoning River, providing an additional $5 million to open up 32 miles of unobstructed river.

300.
301.
302.
303.
"As soon as the dams come down, the river is going to be restored to its natural flow. It's going to move those core sediments out, they wash downstream. They wash away. So you're going to see an improvement in water quality immediately," said Ohio EPA Director Ann Vogel.

304.
305.
306.
307.
By the time it's all said and done, nine dams will be taken down.

308.
309.
310.
311.
DeWine's initiative pumps about $14.2 million into Mahoning and Trumbull counties alone, hoping to revitalize the riverfronts, attract visitors ans support local businesses.

312.
313.
314.
315.
"It's really a great asset that we have is our water. It's one of the great things we have. It's great for recreation, it's great for tourism. It's great for getting people into our local communities. It's just great for the quality of life," DeWine said.

334.
WARREN, Ohio (WKBN) - The man who prosecutors have said may be "the most prolific serial rapist in Trumbull County history" was back in court Thursday morning.

335.
336.
337.
338.
Former Warren police officer Michael Edwards Jr. was back in court where his attorney and Assistant Prosecutor Gabe Wildman argued the three pending motions in his case.

339.
340.
341.
342.
Edwards is facing 24 counts, accused of sexually assaulting six women while he was on the job. The motions argued were all filed by Edwards' attorney Dominic Vitantonio and centered around Edwards' bond, disclosure of grand jury proceedings, and a request to have separate trials for each of the alleged victims.

343.
344.
345.
346.
A majority of the time in the roughly 45-minute hearing was spent arguing whether or not to separate the cases.

347.
348.
349.
350.
"We have to sever some of these things because otherwise, we're not going to have fairness," said Vitantonio.

351.
352.
353.
354.
Wildman disagreed saying, "It's the defendant's burden to demonstrate actual prejudice. He can't do that. He's failed to do that and that's because there is no actual prejudice from keeping these charges joined."

355.
356.
357.
358.
"The jury deserves to know all of the illegal conduct that Mike Edwards committed in this case. Joinder is the rule, not the exception," said Wildman.

359.
360.
361.
362.
"I argue that he is a serial rapist. I don't say that to be mean to him and call him names. I think the facts bear that out. He has raped multiple women. That is the state's position. I think he's a danger," Wilman stated.

363.
364.
365.
366.
Judge Cynthia Westcott Rice continued Edwards' bond at $750,000 with a condition of electronically monitored house arrest at Edwards' expense should he post it and took the other two motions under advisement.

367.
368.
369.
370.
Edwards is due back in court next month for another pretrial hearing in Warren.

385.
(WKBN) - As the Biden Administration does what it can to encourage Americans to start using electric vehicles, Ohio Senator Sherrod Brown wants them to be made in this country.

386.
387.
388.
389.
The senator said he is concerned about the influx of so-called internet-connected EVs -- those that can collect and store a wide range of data and information that are coming into the U.S. from China.

390.
391.
392.
393.
He's even calling on the Biden Administration to ban all-electric vehicles coming from China to stop those companies from becoming too widespread in this country.

394.
395.
396.
397.
"I have called for that to stop. I wanna make sure that people's privacy is protected, which it won't be with all these Chinese vehicles. I wanna make sure that our national security is protected, and it won't be if these vehicles come into the country," Brown said.

398.
399.
400.
401.
Brown has also criticized the decision to allow EV buyers to obtain tax credits on vehicles made with certain parts from China.

466.
467.
468.
469.
Tullio was accused of raping three young children over a period of several years. He has been in the county jail since he was arrested following his October 2022 indictment.

474.
475.
476.
477.
Assistant Prosecutor Caitlyn Andrews asked for a sentence of 35 years to life. Andrews said Tullio abused the victims, three young girls, for years.

478.
479.
480.
481.
One of the victims in the case is now 34 years old, Andrews said.

482.
483.
484.
485.
Andrews said Tullio violated the trust the victims and their families put in him.

486.
487.
488.
489.
“The things he did when no one was around [were] heinous and disgusting,” Andrews said.

490.
491.
492.
493.
The crimes took place over a span of 25 years, which shows the abuse was repeated and warrants a lengthy sentence, he said.

494.
495.
496.
497.
One of the victims, whose hands were shaking as she read from a statement, said she was silent for years because she wanted to protect her brother.

500.
501.
She said the case and the trial has made her stronger and she will move on and tell her story.

509.
She asked that the judge give Tullio a sentence of life with no parole because of the pain he caused and the effects his abuse would have on her and the other victims for the rest of her life.

510.
511.
512.
513.
Another victim told the judge that she is still trying to process all that happened to her.

514.
515.
516.
517.
She said the abuse started when she was 10 years old.

518.
519.
520.
521.
“I didn’t know that I was being groomed,” she said.

522.
523.
524.
525.
She said Tullio told her he loved her and bought her things while the abuse was going on, which helped lead to confusion.

526.

528.
529.
“When I think of my childhood, I think of a scared little girl that’s crying for help,” she said.

531.
532.
533.
“It will take time to recover emotionally and psychologically but I thank you and the jury for hearing our stories.”

534.
535.
536.
537.
Defense attorney Mark Lavelle said he will be filing an appeal. He advised Tullio to watch what he said because Tullio maintained his innocence.

538.
539.
540.
541.
Lavelle also said prosecutors want to punish Tullio for exercising his constitutional right to take his case to trial by asking for a lengthy sentence.

542.
543.
544.
545.
Tullio did not speak “on the advice of my counsel.”

546.
547.
548.
549.
Judge D’Apolito said during the trial he was “struck by what they went through.” He said he does not hold a defendant’s right to have a trial against them, but he also can not ignore what the testimony in the trial shows.

550.
551.
552.
553.
He also said a jury found Tullio guilty of several counts after hearing all the evidence.

569.
570.
571.
572.
On Thursday, Mahoning County Commissioners presented a plaque to Duane Piccirilli, director of the county's Mental Health and Recovery Board. He says 54 suicides were recorded in the county last year, and numbers are climbing again this year

573.
574.
575.
576.
Piccirilli believes the problem worsened during the COVID-19 lockdowns.

577.
578.
579.
580.
"We all have to be gatekeepers; people have to start looking after their neighbors, calling on their neighbors," Piccirilli said. "The pandemic, I always say was the perfect storm. People isolated, people stopped talking to their neighbors. We have to start being aware of our community, and if you see something, say something."

581.
582.
583.
584.
Piccirilli hopes a series of new programs, such as the 988 crisis lifeline, will help ease problems the area is experiencing.

857.
Reports said the man told police it was Pusey who stabbed him three times in the leg with a kitchen knife. He was bleeding heavily when police arrived. They provided aid before paramedics arrived.

858.
859.
860.
861.
Pusey has been free on $10,000 bond.

862.
863.
864.
865.
Defense attorney Frank Cassese said it was the victim who triggered the incident when the victim threatened the daughter of a woman Pusey was in a relationship with who was at a nearby dental office.

866.
867.
868.
869.
Pusey then went to the parking lot “in a fit of passion,” Cassese said.

870.
871.
872.
873.
Pusey was originally charged with felonious assault and failure to comply with the order or signal of a police officer. Those charges were dropped in exchange for Pusey’s plea.

874.
875.
876.
877.
Cassese said the charge his client pleaded guilty to is an appropriate one because his client is accepting responsibility for causing the victim’s injuries.

878.
879.
880.
881.
The victim told the court that he thinks Pusey should have been charged with attempted murder.

882.
883.
884.
885.
Assistant Prosecutor Katherine Jones said the stabbing stemmed from a dispute between the victim, the woman whom Pusey was in a relationship with, and the woman’s former boyfriend.

886.
887.
888.
889.
The woman Pusey is in a relationship with has a protection order against the victim.

890.
891.
892.
893.
Pusey apologized.

894.
895.
896.
897.
“I just want to move on with my life,” he said.

898.
899.
900.
901.
Judge D’Apolito said the case is an example of what happens when people take the law into their own hands.

902.
903.
904.
905.
Even though Pusey felt threatened, Judge D’Apolito said that was no excuse for his actions.

906.
907.
908.
909.
“You do not do what you did. Ever,” Judge D’Apolito said.
