44.
A 25-square-kilometre park in the Queenstown-lakes district of Otago has been announced as the latest internationally certified “dark sky park” according to non-profit organisation Dark Sky International.

 47.
“This is not about astronomy, this is something from the heart, because it comes from our ancestors. It’s what our ancestors saw hundreds of years ago. That’s the incredible thing.”

 90.
David Seymour is up 4 points to -7 percent, while Winston Peters is up 13 points to -5 percent.

 91.
The poll comes after a turbulent time for the Greens, following MP Julie Anne Genter being referred to the Privileges Committee this week, accused of threatening and intimidating National Minister Matt Doocey after she yelled in his face during a debate in the House.

 92.
It is the fourth scandal to hit the Green Party in less than a year.

 93.
Last year, Dr Elizabeth Kerekere quit the party after bullying allegations surfaced about her behaviour towards other Green Party MPs, staff and members.

 94.
Then, at the start of this year, Golriz Ghahraman resigned after she was caught shoplifting. She has since pleaded guilty to four counts of shoplifting in Auckland District Court.

 95.
Darleen Tana has been stood down pending an investigation after her husband’s company was accused of migrant exploitation.

 96.
Curia Market Research Ltd conducted the poll for the NZ Taxpayers’ Union. Curia is also the company that does National’s internal polling.

 97.
It is a random poll of 1000 adult New Zealanders and is weighted to the overall adult population. It was conducted by phone (landlines and mobile) and online between May 5 and May 7, 2024, has a maximum margin of error of +/- 3.1 percent and 4.2 percent were undecided on the party vote question.

 179.
The law change was part of ACT Party’s coalition deal with National.

 180.
The tribunal said there were clear breaches of the guarantee to Māori of self determination and the Treaty principles of partnership and active protection.

 181.
It also found that prejudice would arise from the rushed and arbitrary repeal of the section of the Act.

 182.
Minister for Children Karen Chhour said, in a statement, that the repeal of 7AA “has no effect on the need for Oranga Tamariki to keep children in state care safe”.

 183.
“The repeal of section 7AA does not prevent the consideration of the cultural wellbeing of children in state care, and existing partnerships between Oranga Tamariki and iwi and Māori organisations will continue.”

 184.
Some had raised concern with her that 7AA “has led Oranga Tamariki to focus more on a child’s cultural needs rather than their immediate safety, stability, and wellbeing”, Chhour said.

 185.
“Section 7AA was a measure introduced to address Treaty obligations. My concern is that it has taken the focus away from the best interests of the child.”

 251.
But the main event was her announcement of an additional $571 million for Defence at this year’s Budget.

 252.
Of that, $408 million is going towards equipment and infrastructure. Subject to a final greenlight from Cabinet, it will include replacing the Unimogs and Pinzgauer trucks – the NZDF’s workhorses.

 253.
Also in for an upgrade are the NH90 helicopters – they’ll get improved navigation and radio systems. There’s money for a new maritime threat system that shows what’s happening across our waters and the Pacific. And 35 homes will be built at the Devonport Naval Base.

 254.
Officials have also been warning for years about the number of people leaving the Defence Force. In June last year, the attrition rate sat at about 14 percent – but it’s now down to less than 10 percent.

 255.
“I would like to see around 7 percent. That would be a great target to get,” Collins said.

 256.
To help, $163 million over four years will go to improving the pay of uniformed personnel. That pales in comparison to the roughly $420 million over four years injected by the Labour Government last year.

 257.
Asked by Newshub why there was such a bigger difference, Collins said it was the amount the Government could afford and it was a “significant improvement” on what Defence currently have.

 258.
Labour leader Chris Hipkins said: “This is business as usual. It is less than the investment we made in Defence last year.”

 259.
About $100 million of the funding boost comes from savings found at the Defence Force as part of the Government’s savings programme.

 260.
Newshub asked Collins how close the NZDF got to the 6.5 percent savings target it was given.

 261.
She said, “they did well”. Asked what “well” meant, she said: “Look, you can’t get blood out of a stone.”

 262.
The minister’s expecting to receive a defense capability plan next month which will signal where further investment is needed.

 263.
Many of our international partners are spending 2 percent of their GDP on defense, whereas we’re only slightly over 1 percent. The minister says she would like to see it lifted, but there’s only so much money.

 264.
“It would be a lovely thing wouldn’t it. “

 284.
The Public Service Association (PSA) says a proposal to halve the Department of Conservation’s Chatham Islands staff risks impacting front-line conservation efforts.

 285.
DOC has proposed to cut year-round staff on the islands from 11 to five, and merge the office with the Wairarapa district.

 286.
A boosted summer staff was also included in the proposal, which would see the on island team swell from five to 20 from October to April.

 287.
“Our members are feeling shocked and completely undervalued by this proposal,” said Duane Leo, PSA national secretary.

 288.
“The staff are a passionate group of workers, who work all year round to support and protect more than 40 species that are on the endangered list Chatham Islands animals,” he said.

 289.
Some of those species included the black robin, the Chatham Islands tūī, tomtit and warbler, and the Forbes’ parakeet.

 290.
Protecting endangered species was not just a summer job, Leo said.

 291.
“Workers are concerned that this proposal puts vital work at risk. DOC staff also undertake much work co-ordinating volunteers, and others who are working to save endangered species and now that won’t happen year round.”

 292.
The proposal as it stood would undermine conservation efforts on the island, he said.

 293.
“While changes may be needed, these are wholesale changes, without consultation with interest groups who understand the challenges on the island.”

 294.
Budget savings were not a factor in the change, DOC said.

 295.
Instead, it was in response to feedback from staff on the Chathams who had indicated their well-being was being negatively impacted under the current operational model, said Henry Weston, DOC’s deputy director-general of regional operations.

 296.
Staff and the PSA now had until May 22 to explore alternative proposals with DOC during a consultation period.

 297.
A final decision would be made by the end of the month.

 330.
He said Auckland officers carried out seven search warrants this week.

 331.
“Today, our teams executed a search warrant at a residential address in Glendene where a 17-year-old was arrested in relation to an aggravated robbery at a Hillsborough bar on Thursday 25 April,” Det Insp Baldwin said.

 332.
The teen appeared in the Waitākere Youth Court on Friday, charged with aggravated robbery and unlawfully getting into a stolen vehicle.

 333.
Another 17-year-old, who was previously arrested over the same Hillsborough robbery, has since been charged too.

 334.
Two other youths allegedly involved in the Hillsborough robbery were also arrested, Det Insp Baldwin said.

 335.
“A 12-year-old was also located at the address today and arrested in relation to an unrelated matter.”

 336.
Police have also charged three youths, all aged 17 or 18, over a separate alleged robbery at a Newmarket jeweller’s on April 12, Det Insp Baldwin said.

 337.
“A fourth person, aged 14, has since been referred to Youth Aid.”

 338.
And following an alleged third aggravated robbery at a Manurewa jeweller’s, Police have referred a 14-year-old to Youth Aid.

 339.
Detectives are “following positive lines of enquiry” to find others believed to be involved in the Manurewa robbery, said Det Insp Baldwin.

 340.
“I am proud of the progress the team has made thus far and they continue to work hard to hold offenders to account for this awful and alarming series of offending,” he added.

 341.
Further arrests haven’t been ruled out, as police look into other robberies at St Lukes, Ōnehunga, and another in Newmarket.

 342.
Det Insp Baldwin said police will maintain a presence “in and around shopping malls across the region”.

 343.
“To date, our teams have conducted hundreds of patrols and are visible in our communities,” he said.

 363.
The Government this morning announced it will launch an inquiry into the development of a climate adaptation framework for New Zealand.

 364.
A Notice of Motion giving the Finance and Expenditure Committee the power to carry out the inquiry received cross-party support in the House.

 365.
“An enduring and long-term approach is needed to provide New Zealanders and the economy with certainty as the climate continues to change,” Climate Change Minister Simon Watts said.

 366.
“Here in New Zealand, we are feeling the impacts of climate change and we are seeing more frequent and severe damaging natural events such as flooding, storms and landslips.

 367.
“Natural disasters are costly, and we need to take steps to safeguard against loss and ensure the things we value most – our communities, jobs, industries and homes – are prepared to withstand the impacts of climate change.”

 368.
The purpose of the inquiry is to develop and recommend guiding objectives and principles for the design of a climate adaptation framework for New Zealand.

 369.
The framework “will set out the Government’s approach to sharing the costs of preparing New Zealand for the impacts of climate change”.

 370.
“It will help communities and businesses understand what investment is planned in their area, for example whether the council will build flood protection infrastructure, and what support will be available to help with recovery from events like slips or floods. It will also seek to improve the way we share information, so everyone can make informed decisions about how they manage risks,” Watts said.

 371.
It will also guide decision-making before a severe event and the response afterwards, “meaning we won’t have to start from scratch every time”.

 372.
“To find solutions which will be long lasting, we need broad agreement. That’s why I am delighted to have support from across the House for this motion, and a commitment to work together on this issue.”

 373.

 374.
Labour, Greens respond

 375.
Labour climate spokesperson Megan Woods welcomed the move, saying the impact of climate change knows “no partisan politics”.

 376.
“It is imperative we build enduring and long-lasting policies that outlast any one government,” she said.

 377.
“To do that we have to work across the House. We’ve done it before and can do it again.

 378.
“I welcome the conversation on climate change adaptation and look forward to cross-party work on this important issue.”

 379.
Greens co-leader Chlöe Swarbrick agreed, saying the party was “ready and willing to work with all political parties” to continue the critical climate adaptation work started by her predecessor, James Shaw.

 380.
“Just over a year ago our North Island was hammered by deadly and devastating climate-change charge weather events. Many are still grappling with the clean-up, insurance issues and infrastructure gaps. These are the consequences of a warming planet and we must do everything we can to both mitigate climate changing emissions and adapt. Good policy does both,” she said.

 381.
“We commend Minister Watts for picking up the mantle from Hon. James Shaw to progress critical climate adaptation work in a cross-party manner.”

 382.
Swarbrick encouraged “everyone and their communities, hapū and iwi to get involved with the Inquiry to have their say”.

 383.
“Let’s get on with this critical work for people and planet.”
