  66. <p class="mol-para-with-font">Michael Gove yesterday accused Labour of ‘using Big Brother tactics’ to hike up council tax on people’s homes.</p>
  67. <p class="mol-para-with-font">The Housing Secretary hit out after it emerged the Labour-run Welsh Government was using satellites to spy on homeowners living in properties with large gardens or that have undergone renovations and extensions.</p>
  68. <p class="mol-para-with-font">As well as aerial and street view photography, data from planning applications, information about energy efficiency and statistics on school performance and crime rates are also being assessed as part of an overhaul of council tax bands being drawn up by the Senedd.</p>
  69. <p class="mol-para-with-font">It means families who live in bigger, better insulated homes, in areas with good schools or lower incidence of crime, could be hit with higher council tax bills.</p>
  70. <p class="mol-para-with-font">Although Sir Keir Starmer has insisted that a Labour government will not raise taxes, he has also described the Welsh Government as a ‘blueprint’ for ‘what Labour can do across the UK’. </p>

  83. <p class="mol-para-with-font">Mr Gove said: ‘Sir Keir Starmer is using his ‘blueprint’ Labour government in Wales to road test his plans to hike up council taxes on people’s homes.</p>
  84. <p class="mol-para-with-font">‘Straight from the same old Labour playbook, these Big Brother tactics will punish families with higher bills simply for having good schools or lower crime.’</p>
  85. <p class="mol-para-with-font">According to the Sunday Telegraph, the Valuation Office, an agency of HMRC, has been commissioned to build an ‘automated valuation model’ to update the value of the 1.5 million homes in Wales.</p>
  86. <p class="mol-para-with-font">The Welsh Government say higher council tax bands are needed to address ‘property wealth’ and ‘rebalance’ the current system.</p>
  87. <p class="mol-para-with-font">Jim McMahon, Sir Keir’s shadow local government minister, has also spoken previously about the need to modernise council tax, describing the current valuation system as ‘unfair.’</p>
  88. <p class="mol-para-with-font">But any attempt to change council tax bands in England and Scotland, where valuations have not been updated for 33 years, would be hugely controversial as millions of homeowners would end up paying more.</p>
  89. <p class="mol-para-with-font">Asked if the party plan to revaluate council tax, a Labour spokesman told the Sunday Telegraph that it had ‘no plans’ to do so, but declined to categorically rule out such a move.</p>

  96. <p class="mol-para-with-font">The Senedd has not publicised details about their plans to revaluate properties across Wales but they emerged in answers to parliamentary questions, tabled by Tory MP Paul Howell.</p>
  97. <p class="mol-para-with-font">The Valuation Office Agency denied that ‘Big Brother’ tactics are being employed.</p>
  98. <p class="mol-para-with-font">A spokesman said: ‘We are simply accessing freely available information so that any new valuations are based on the most up-to-date information.</p>
  99. <p class="mol-para-with-font">‘The valuation methods we are using are internationally recognised as best practice.’</p>
  100. <p class="mol-para-with-font">A spokesman for the Welsh Government said: ‘We are listening to communities while considering options for reform of council tax in Wales. </p>

  154. <p class="mol-para-with-font">George Kambosos has challenged American boxer Ryan Garcia to a street fight after the Australian suffered a loss to Ukrainian Vasiliy Lomachenko in a world title showdown in Perth.</p>
  155. <p class="mol-para-with-font">Lomachenko controlled Sunday&#8217;s bout in front of 14,147 fans from start to finish, with the fight brought to a halt with 21 seconds remaining in the 11th round after Kambosos suffered a battering in the corner.</p>
  156. <p class="mol-para-with-font">But the drama was far from over, with superstar boxer Ryan Garcia taking to social media to say that Kambosos &#8216;sucks&#8217;.</p>
  157. <p class="mol-para-with-font">The remark wasn&#8217;t missed by the Aussie, who fired back at Garcia, who recently tested positive to a performance-enhancing drug before his bout with Devin Haney.</p>

  173. <p class="mol-para-with-font">Garcia responded to Kambosos&#8217; attack by posting a video of the tropical destination that he is currently visiting &#8211; but this only gave &#8216;Ferocious&#8217; more fuel.</p>
  174. <p class="mol-para-with-font">&#8216;You should be in the Bahamas hiding away but you ain’t getting away from them enhancement charges princess,&#8217; he wrote on X.</p>

  177. <p class="mol-para-with-font">Since his positive tests came to light, Garcia has been protesting his innocence on social media, insisting he has never knowingly taken performance-enhancing drugs.</p>

  247. <p class="mol-para-with-font">When combined with those who are obese, it means up to 60 per cent of the nation may be taking sick leave because of weight-related issues, such as diabetes or heart disease.</p>
  248. <p class="mol-para-with-font">The data showed people with obesity are up to twice as likely to be off sick than those of a healthy weight. In the first detailed breakdown of how sick days vary according to weight, researchers revealed the UK is &#8216;among the worst&#8217; of 28 countries examined for obesity absenteeism.</p>

  258. <p class="mol-para-with-font">Long-term sickness is the main reason women are out of the labour market, with poor mental health up by more than a quarter in five years.</p>
  259. <p class="mol-para-with-font">The number of women who are economically inactive due to long-term sickness soared to a record 1.54million in 2023.</p>
  260. <p class="mol-para-with-font">This is up 48 per cent since 2018, according to the Office for National Statistics.</p>
  261. <p class="mol-para-with-font">The number of women aged 16-to-64 who are economically inactive due to depression, anxiety and mental illness has increased by 69,000 (27 per cent) over this period, to 326,000, according to analysis of the figures by the Trades Union Congress.</p>
  262. <p class="mol-para-with-font">The umbrella organisation blamed the rise on issues such as long NHS waiting lists and cuts to preventive services.</p>
  263. <p class="mol-para-with-font">Paul Nowak, general secretary of the TUC, said: ‘We need a proper plan for dealing with the sharp rise in long-term sickness.’</p>
  264. <p class="mol-para-with-font">A Government spokesman said its £2.5 billion Back to Work Plan will help women with long-term health conditions.</p>

  267. <p class="mol-para-with-font">Experts said the findings, which are being presented at the European Congress on Obesity in Venice, reinforce how obesity has become the driving force behind &#8216;sick note culture&#8217;.</p>
  268. <p class="mol-para-with-font">They warned it was one of the &#8216;gravest fiscal risks&#8217; facing the UK economy, cementing our reputation as the &#8216;sick man of Europe&#8217;.</p>
  269. <p class="mol-para-with-font">The Health Economics and Health Policy Research Group, Institute for Advanced Studies, Vienna, Austria, looked at national survey data from a sample of 122,598 people.</p>
  270. <p class="mol-para-with-font">It asked those employed for details of work absence due to ill health over the past year.</p>
  271. <p class="mol-para-with-font">Data for the UK showed that those classed as obese, with a BMI over 30, were almost a quarter (23 per cent) more likely to be absent from work for any period of time. Severely obese people – with a BMI over 40 – were more than twice as likely (118 per cent) to take time off.</p>
  272. <p class="mol-para-with-font">Dr Thomas Czypionka, study co-author, said: &#8216;The problem with obesity is that there are so many health consequences that branch from being obese. </p>
  273. <p class="mol-para-with-font">&#8216;I don&#8217;t think that it is a good idea to just wait and let people get obese and then pay for the treatment and face all the consequences of them leaving the labour market.&#8217;</p>
  274. <p class="mol-para-with-font">Last month, the Prime Minister announced plans to tackle a &#8216;sick note culture&#8217; with sweeping reforms to the benefit system. But experts said the plans stand little chance of success unless ministers tackle obesity.</p>
  275. <p class="mol-para-with-font">A report in December showed the UK has the third highest proportion of people with obesity in the Organisation for Economic Co-operation and Development, with an estimated yearly cost to the UK economy of £98billon.</p>
  276. <p class="mol-para-with-font">Meanwhile, the latest data shows the number of sick notes issued by the NHS has doubled in a decade to 11 million last year. </p>

  370. <p>Sir Steve Webb, a  partner at LCP (Lane Clark &amp; Peacock) and former Liberal Democrat MP who served under the Coalition Government, is warning of the &#8220;shocking&#8221; number of deals which run past the retirement benefit&#8217;s age threshold.</p>

  376. <p>A Freedom of information (FOI) data supplied by the Bank of England found 42 per cent of new mortgages in the last quarter quarter of 2023 had terms going past the state pension age.</p>
  377. <p>In the same period, 38 per cent of new deals had terms ending beyond 66 with 32 per cent of new terms exceeding past this threshold in Q4 of 2021.  According to Sir Webb, one million new mortgages have been issued with end dates past the state pension age over the last three years, based on these figures.</p>
  378. <p>He said: &#8220;The challenge of getting on the housing ladder is forcing large numbers of young home buyers to gamble with their retirement prospects by taking on ultra-long mortgages.</p>
  379. <p>“We already know that millions of people are not saving enough for their retirement and if some of that limited retirement saving has to be used to clear a mortgage balance at retirement they will be at even greater risk of poverty in old age.</p>

  396. <p>In the fourth quarter of 2023, homebuyers aged 30 to 39 made up 30,943 new mortgages lasting beyond state pension age and people aged 40 to 40 accounted for 32,305.</p>
  397. <p>Younger borrowers aged under 30 came to 3,676 of these mortgages, people aged 50 to 59 accounting for 18,854, 60 to 69-year-olds taking out 4,955 and people aged 70-plus making up 661 deals.</p>
  398. <p>Sir Steve noted that many Britons may be unable to service a mortgage once they finally retire and will raid their pension savings to clear their mortgage which will result in them having less money in old age.</p>
  399. <p>According to the retirement expert, even if mortgage deals run up to pension age, it stops Britons approaching retirement of enjoying a period of time where they are mortgage-free and able to boost their pension savings.</p>

  406. <p>Last autumn, the Bank of England’s Financial Policy Committee (FPC) revealed that since the first quarter of 2021, the proportion of new mortgage lending with a term of 35 years or more has risen by eight percentage points.</p>
  407. <p>As of the second quarter of 2023, these mortgages made up 12 per cent of new deals with the FCP noting they could increase debt burdens on homeowners over the long term.</p>
  408. <p><span></span>According to financial information website Moneyfacts, the average two-year fixed homeowner mortgage rate on Friday was 5.94 per cent, up from 5.93 per cent on Thursday.</p>
  409. <p>Savills, the property firm, recently shared that property values across the UK are expected to go up by 21.6 per cent on average by the end of 2028.</p>

  451. <p class="mol-para-with-font">The venom was so intense that Eden Golan, the 20-year-old representing Israel, was confined to her hotel under police protection until she was due to perform.</p>
  452. <p class="mol-para-with-font">As she took to the stage, there were boos from some in the audience. In the UK, pro-Palestine groups intimidated some pubs and bars into cancelling screenings.</p>
  453. <p class="mol-para-with-font">How shameful that these people stood with Hamas, rather than the Jews murdered, raped and kidnapped by the terror group at another music festival on October 7.</p>

  472. <p class="mol-para-with-font">Echoing the mood, the professional judges awarded Israel a paltry 52 points, putting them well down the leaderboard.</p>
  473. <p class="mol-para-with-font">Then something remarkable happened. In the public vote, Israel was the overwhelming choice. An extraordinary 323 points – including a maximum 12 from the UK – propelled Ms Golan in to fifth place.</p>
  474. <p class="mol-para-with-font">Eurovision is hardly a scientific poll but it does give an intriguing snapshot of public opinion. It&#8217;s clear the protesters running amok in London and our universities do not represent the silent majority.</p>
  475. <p class="mol-para-with-font">Unlike the sanctimonious demonstrators and the woke establishment that panders to them, ordinary people believe Israel is right to defend itself against a deadly enemy. Nor do they like anti-Semitism, bullying or the glorification of terrorism.</p>
  476. <p class="mol-para-with-font">That&#8217;s why people voted in their droves for Ms Golan (who is a good singer, too).</p>
  477. <p class="mol-para-with-font">It would be gratifying if certain politicians took note. They should stop equivocating over their support for Israel – and start taking firmer action against Hamas apologists staining our streets with racism.</p>

  642. <p class="mol-para-with-font">They found that life satisfaction across all nations was 8.5 per cent higher for those who had access to the internet and their positive experiences were 8.3 per cent higher.</p>
  643. <p class="mol-para-with-font">Across more than 33,000 different statistical models and subsets of data, the researchers found that 84.9 per cent of associations between internet connectivity and wellbeing were positive.</p>

  650. <p class="mol-para-with-font">Andrew Przybylski, professor of human behaviour and technology at the Oxford Internet Institute, said: &#8216;Overall we found that average associations were consistent across internet adoption predictors and wellbeing outcomes, with those who had access to or actively used the internet reporting meaningfully greater wellbeing than those who did not.</p>
  651. <p class="mol-para-with-font">&#8216;We hope our findings bring some greater context to the screen time debate, however further work is still needed in this important area.&#8217;</p>
  652. <p class="mol-para-with-font">He added that he believed a time would come when people would no longer be worried about social media and internet use in young people because they would be concerned about the next thing that comes along.</p>
  653. <p class="mol-para-with-font">Assistant Professor Matti Vuorre from Tilburg University, and previous research associate at the OII, said: &#8216;We were surprised to find a positive correlation between wellbeing and internet use across the majority of the thousands of models we used for our analysis.&#8217;</p>
  654. <p class="mol-para-with-font">In the study, wellbeing was measured according to eight indicators &#8211; life satisfaction, daily negative and positive experiences, two measures of social wellbeing (wellbeing attached to liking where you live and feeling safe there), physical wellbeing, community wellbeing and experiences of purpose.</p>

  662. <p class="mol-para-with-font">In the study, published in the American Psychological Association&#8217;s Technology, Mind and Behaviour journal, the researchers used data from the Gallup World Poll, from 2,414,294 people from 168 countries, from 2006-2021.</p>
  663. <p class="mol-para-with-font">The poll assessed wellbeing with face-to-face and phone surveys which included questions like &#8216;Does your home have access to the internet?&#8217;, and asked about positive or negative experiences and life satisfaction.</p>
  664. <p class="mol-para-with-font">Whilst the associations between internet access and use for the average country were consistently positive, the researchers did find some variation by gender and wellbeing.</p>
  665. <p class="mol-para-with-font">They found that 4.9 per cent of associations linking internet use and community wellbeing were negative, with most of those observed among women aged 15 to 24 years old.</p>
  666. <p class="mol-para-with-font">Professor Przybylski said: &#8216;It&#8217;s a bit cliche, but extraordinary claims require extraordinary evidence.</p>
  667. <p class="mol-para-with-font">&#8216;And if we&#8217;re to make the online world safer for young people, we just can&#8217;t go in guns blazing with strong prior beliefs and one-size-fits-all solutions.</p>

  705. <p class="mol-para-with-font">&#8216;It&#8217;s no surprise that avocados are popular throughout the world, from Brixton to Burundi,&#8217; said Mariana Paoli, global advocacy lead at Christian Aid. </p>

  737. <p class="mol-para-with-font">Depending on future temperatures, overall areas deemed highly suitable for growing avocados are expected to decline by 14-41 per cent globally by 2050, it found. </p>
  738. <p class="mol-para-with-font">For example, Michoacán, Mexico’s key avocado growing region, faces a reduction in its potential growing area by 2050 of 59 per cent, even if global average temperatures are kept under 2°C. </p>
  739. <p class="mol-para-with-font">Aside from their intense need for water, swathes of land in Mexico have been cleared to grow the fruit to keep up with demand from the nearby US. </p>
  740. <p class="mol-para-with-font">Currently, Mexico dominates the avocado export market, with a 44.5 per cent market share, worth $3.25 billion, ahead of Peru, Spain, Chie and Colombia, according to the new report. </p>

  748. <p class="mol-para-with-font">Richer importing countries may be affected by higher prices as availability of avocados goes down and demand rises, the report adds. </p>
  749. <p class="mol-para-with-font">It calls for more support for avocado farmers and faster emission cuts, which can largely be done by replacing &#8216;dirty&#8217; fossil fuels with clean energy methods.</p>
  750. <p class="mol-para-with-font">The report describes avocados as &#8216;something of a controversial fruit&#8217;, not only because of their environmental impacts.</p>
  751. <p class="mol-para-with-font">Down under, the avocado is enormously popular smashed on toast and has been &#8216;forced into in intergenerational culture wars&#8217;, it claims.</p>
  752. <p class="mol-para-with-font">Back in 2017, Australian millionaire Tim Gurner caused controversy when he claimed millennials could get on the housing ladder if only they didn’t spend their cash on avocado toast. </p>

  803. <p class="mol-para-with-font">Its move up in price range now brings it closer to the Ferrari Roma &#8211; arguably its biggest competition. </p>
  804. <p class="mol-para-with-font">In truth, I never really took to the look of the last Vantage which divided opinion as markedly as Marmite following a bold decision to ditch the iconic Aston grille &#8211; akin to the team behind Dr Who messing with the design of the Daleks. </p>

  824. <p class="mol-para-with-font">So I&#8217;m really glad they&#8217;ve brought the grille back big time as the new Vantage reverts to a more muscular and traditional Aston Martin &#8216;face&#8217;.</p>
  825. <p class="mol-para-with-font">Both the sexy exterior and the sumptuously sporty interior are a step-change improvement and uplift from an already high bar as the Aston team continue on their mission to create a Britain&#8217;s Ferrari, or rather a British Ferrari-beater.</p>
  826. <p class="mol-para-with-font">Aston, based at Gaydon in leafy Warwickshire, says their new front-engined rear-wheel drive road-car is the fastest and most driver-focussed in the Vantage name-plate&#8217;s 74 year history, is &#8216;engineered for real drivers&#8217;, and remains &#8216;a hard-core sports car at heart&#8217;. </p>

  879. <p class="mol-para-with-font">That is why I was pleased to have my first experience behind the wheel of the new Vantage during a morning spent doing hot laps at the Monteblanco racing circuit on the outskirts of Seville in southern Spain.</p>
  880. <p class="mol-para-with-font">Here I could experience the full potential of the car (though to be fair, I didn&#8217;t get close, but gave it a fair old go), driving both solo and with the expert help and patient tutoring of three times Le Mans 24-hour winner Darren Turner riding shotgun alongside me.</p>
  881. <p class="mol-para-with-font">Crash helmet on, I was off onto the serpentine Spanish circuit and thundering down the long home straight the pulling-power of the 665 horsepower 4.0-litre V8 twin-turbo petrol engine at its heart. </p>
  882. <p class="mol-para-with-font">To be fair, as the first few hairpin bends loomed large ahead of me, it really was the high-speed track experience about which I was obsessing – rather than the bald performance figures which the Aston Martin team had urged me and others present to chuck away.</p>
  883. <p class="mol-para-with-font">But for the record, and to put it in context, the new Vantage does accelerate from rest to 62mph in just 3.5 seconds up to a top speed of 202mph. </p>
  884. <p class="mol-para-with-font">But that doesn&#8217;t even begin to convey the experience, which was awesome.</p>
  885. <p class="mol-para-with-font">That power output is up by 155hp, or nearly a third, on the equivalent outgoing 510hp Vantage, and an increase of 130hp or a fifth on the Vantage F1 edition&#8217;s 535hp. </p>
  886. <p class="mol-para-with-font">That helps shave a second off the existing car&#8217;s acceleration, while adding 7mph to the top speed.</p>
  887. <p class="mol-para-with-font">The engine is linked to a rear-mounted 8-speed automatic transmission (with carbon fibre prop shaft) with slick manual gear-changes possible via paddle-shift.</p>
  888. <p class="mol-para-with-font">With such rapid acceleration I was thankful for the stopping power of equally powerful carbon ceramic brakes when I slammed on the anchors ahead of tight turns and cornering.</p>
  889. <p class="mol-para-with-font">For the record, I have no pretentions to being a racing driver – quite the opposite – and I always have all the safety options switched on. I am a journalist first and I know my limitations. </p>
  890. <p class="mol-para-with-font">But I could not fail to be impressed at just how good a driver this car made me feel – even on a race track. </p>
  891. <p class="mol-para-with-font">The more I drive it, the more confident I felt.</p>
  892. <p class="mol-para-with-font">Racing champion and Aston Martin Racing factory driver Darren was a delight in helping me squeeze even more out of the car than I might otherwise have dared – either following him at speed to match his superb racing lines in his own car, or having him alongside to take that next turn even tighter and closer to the apex.</p>

  905. <p class="mol-para-with-font">As sweaty palms swiftly gave way to cool hot-laps, it gave me an enhanced appreciation of what this new Vantage as capable – without putting my own driving licence at risk.</p>
  906. <p class="mol-para-with-font">That meant when I did go out on the public roads – for which it is designed to spend most if not all of its life &#8211; I could relax and appreciate the more refined features of the cars well as the intense dynamic performance.</p>
  907. <p class="mol-para-with-font">That racing pedigree performance translates seamlessly onto the highway where, intriguingly, metallic green has taken over from silver as the most popular Aston colour. </p>
  908. <p class="mol-para-with-font">It has a cossetting cockpit with a good mix of touch-screen, steering wheel commands, and proper buttons, though one of the slider controls on the steering wheel is a bit fiddly.</p>

  926. <p class="mol-para-with-font">With its more classic Aston Martin styling, the new Vantage is 30mm wider with a more muscular stance.</p>
  927. <p class="mol-para-with-font">The completely redesigned front end with a veined grille that is 38 per cent larger to boost cooling air intake. It also marks a return of the signature Aston Martin side-strake.</p>
  928. <p class="mol-para-with-font">Styling elements of the One-77 supercar have also been included. There&#8217;s a wider rear bumper with side vents and larger diameter quad exhaust tailpipes to make it &#8216;look as dramatic from the rear as it does from the front.</p>

  949. <p class="mol-para-with-font">The new Vantage follows the introduction last year of the DB12 Coupe and Volante in what it terms the &#8216;ultra-luxury, performance sports car market&#8217;.</p>
  950. <p class="mol-para-with-font">It continues a lineage that can be traced back to 1950, when the Vantage name was first used to denote an uprated engine package for the race-proven DB2 model.</p>
  951. <p class="mol-para-with-font">The first time the Vantage name was applied as a model designation was in 1964, when a high-performance Vantage-badged version of the DB5 became the new flagship of the range.</p>
  952. <p class="mol-para-with-font">A standalone Vantage model was introduced in the early 1970s, and since then the nameplate has played an increasingly prominent role in Aston Martin&#8217;s model line-up.</p>

  960. <p class="mol-para-with-font">The vigorous new Vantage gives Aston Martin a clear advantage in the competition to attract customers who enjoy real driving pleasure above bragging rights about Top Trumps statistics.</p>
  961. <p class="mol-para-with-font">Aston Martin bosses under chairman Lawrence Stroll are clear they want to move the firm&#8217;s positioning from the sphere that includes luxurious sporty brands like Britain&#8217;s Bentley and more into the domain of performance supercars like Ferrari, Lamborghini, and McLaren, while still retaining levels of comfort and luxury that their well-heeled customers demand. </p>
  962. <p class="mol-para-with-font">So that will be a key challenge for former Bentley chief executive Adrian Hallmark when he takes over at Aston in the Autumn.</p>
  963. <p class="mol-para-with-font">Aston Martin said of their new Vantage: &#8216;The quintessential Aston Martin sports car and the most driver focused and fastest Vantage in the famous nameplate&#8217;s 74-year history, it is an authentic, unadulterated celebration of pure performance, engineered to deliver &#8216;maximum thrills with maximum confidence&#8217; in keeping with &#8216;the most dynamic period in Aston Martin&#8217;s 111 year history.&#8217;</p>
  964. <p class="mol-para-with-font">And it&#8217;s hard to disagree.</p>
  965. <p class="mol-para-with-font">With the new generation Vantage they&#8217;ve made impressive headway towards their ultra-luxury British performance ambitions. </p>
  966. <p class="mol-para-with-font">Ferrari has already given an unacknowledged nod to Aston Martin with the styling of their own Roma model, which I cheekily refer to as an &#8216;Aston Ferrari&#8217;.</p>
  967. <p class="mol-para-with-font">I suspect the Italian team in Maranello will be keeping a constantly close eye on their rear mirrors looking out for those impertinent Brits stealing up to them on their blind side. </p>
