  43. <p>SECRETARY BLINKEN:  Thank you.  Good afternoon, RSA Conference.  (Cheers and applause.)  Wonderful to be with all of you today.  And now we finally know what Ferris Bueller did on his day off.  (Laughter.)  To all of the cyber practitioners, the innovators, the researchers who are here, the business leaders, thank you for welcoming us to the RSA Conference.</p>
  44. <p>Now, it’s true that “move fast and break things” is literally the exact opposite of what we try to do at the State Department.  (Laughter.)</p>
  45. <p>But it’s also true that when it comes to our mandate to try to deliver on the priorities that matter most to our fellow Americans, the issues that are the bread and butter of this conference are increasingly a major focus of our diplomacy.  And that’s really why I’m here today.</p>
  46. <p>Today’s revolutions in technology are at the heart of our competition with geopolitical rivals.  They pose a real test to our security.  And they also represent an engine of historic possibility – for our economies, for our democracies, for our people, for our planet.  Put another way:  Security, stability, prosperity – they are no longer solely analog matters.</p>
  47. <p>The choices that we make today, that you make today, will be decisive and they will reverberate for generations.  That’s why it’s important for me to be here with you – and to share how, under President Biden’s leadership, our administration thinks about this inflection point and to talk about some of the steps that we’re taking to advance our technological competitiveness, to safeguard our democratic values, and to maximize the potential and minimize the risk of critical and emerging technologies.</p>
  48. <p>Now, I think if you step back for a moment, there are three novel developments that have led us and led President Biden to elevate technology in our national security and in our diplomacy.</p>
  49. <p>First, a new generation of general purpose “foundational” technologies are transforming our world.  And it’s no surprise we see six as particularly consequential for our national competitiveness and our national security: microelectronics, advanced computing and quantum technologies, artificial intelligence, biotechnology and biomanufacturing, advanced telecommunications, and clean energy technologies.</p>
  50. <p>And these six are, increasingly, converging.  Semiconductors are powering progress in artificial intelligence and quantum computing.  AI is enabling new developments in synthetic biology.  Digital technologies are driving advancements in clean energy technologies.  The resulting breakthroughs are rewiring every aspect of our lives.</p>
  51. <p>Second, the distinction between the digital and the physical realms is eroding.  Today, our cars, our ports, our hospitals are giant data storage and computing machines vulnerable to cyber hacks.  And the digital forces that drive our modern lives are dependent on scarce physical goods – from critical minerals to semiconductors.</p>
  52. <p>The third big development is this:  Technologies increasingly need to be understood as “stacks” – and we have to be competitive up and down that stack.  That includes hardware, software, talent, and the norms, the rules, and structures which govern how technology is used.</p>
  53. <p>So the test before us is whether we can harness the power of this era of disruption and channel it into greater stability, greater prosperity, greater opportunity.</p>
  54. <p>President Biden is determined not just to pass this “tech test,” but to ace it.</p>
  55. <p>At home, we’ve made historic investments in our technological competitiveness.  The total public capital and private investment generated by the President’s agenda, led by the Inflation Reduction Act and the CHIPS Act, will amount to $3.5 trillion over the next decade – the biggest investment in our economy and our competitiveness since the New Deal.  These investments enable U.S. businesses to do what we, what so many of you, do best: innovate, scale, compete.</p>
  56. <p>Our ability to design, to develop, to deploy technologies will determine our capacity to shape the tech future.  And naturally, operating from a position of strength better positions us to set standards and advance norms around the world.</p>
  57. <p>But our advantage comes not just from our domestic strength.</p>
  58. <p>It comes from our solidarity with the majority of the world that shares our vision for a vibrant, open, and secure technological future, and from an unmatched network of allies and partners with whom we can work in common cause to pass the “tech test.”</p>
  59. <p>We’re committed not to “digital sovereignty” but “digital solidarity.”</p>
  60. <p>Today, the department that I lead, the State Department, is unveiling the U.S. International Cyberspace and Digital Strategy, which treats digital solidarity as our North Star.  Solidarity informs our approach not only to digital technologies, but to all key foundational technologies.</p>
  61. <p>So what I’d like to do now is share with you five ways that we’re putting this into practice.</p>
  62. <p>First, we’re harnessing technology for the betterment not just of our people and our friends, but of all humanity.</p>
  63. <p>The United States believes emerging and foundational technologies can and should be used to drive development and prosperity, to promote respect for human rights, to solve shared global challenges.</p>
  64. <p>Some of our strategic rivals are working toward a very different goal.  They’re using digital technologies and genomic data collection to surveil their people, to repress human rights.  Weaponizing dominance in critical supply chains to coerce other governments.  Employing AI-based tools to deepen polarization and undermine democracies.</p>
  65. <p>Pretty much everywhere I go, I hear from government officials and citizens alike about their concerns about these dystopian uses of technology.  And I also hear an abiding commitment to our affirmative vision and to the embrace of technology as a pathway to modernization and opportunity.</p>
  66. <p>Our job is to use diplomacy to try to grow this consensus even further – to internationalize and institutionalize our vision of “tech for good.”</p>
  67. <p>Let’s look at artificial intelligence.  AI holds, of course, exhilarating potential for many of the goals of our foreign policy.  Today, the world is on track to achieve just 12 percent of the Sustainable Development Goals.  These are benchmarks that we’re trying to get to, like eradicating hunger and poverty, improving gender equality, expanding access to quality education and clean energy, protecting the environment.</p>
  68. <p>Progress has recently plateaued on half of these goals.  On nearly a third, it’s actually regressing.  It’s going backward.</p>
  69. <p>Now, studies suggest that AI could accelerate progress on a full 80 percent of these goals, in part by automating and improving decision making.  AI can map soil, leading to bigger crop yields for farmers and less hunger in communities.  It can dig through data to predict future threats to public health.  It can synthesize massive amounts of knowledge to improve the quality of everything from our kids’ education to our cities’ infrastructures.</p>
  70. <p>The United States is working to build global momentum around harnessing AI for good.  Just over a month ago, we led the passage of the first-ever standalone resolution on AI in the United Nations General Assembly.</p>
  71. <p>We worked with over 120 co-sponsors, 120 other countries, to craft and adopt this resolution, which gives us a framework for leveraging AI for economic and social progress while respecting human rights.</p>
  72. <p>We’ve got to apply the same playbook to other technologies.</p>
  73. <p>Consider synthetic biology.  DNA synthesizers now cost just thousands of dollars, not millions.  With the right tools, nearly anyone with a college-level science education could read, could write, could edit genetic code.  That opens up incredible potential for breakthroughs in medicine, in public health.  But it also dramatically lowers barriers to someone using this technology for malign purposes, like creating highly transmissible, lethal pathogens.</p>
  74. <p>The United States Government wants to make sure that synthetic biology is directed toward global good – and good for the American people.  Earlier today, just down the road, I visited a biotech company that produces the key starting material for Narcan spray, which reverses opioid overdoses.  Right now in the United States, the leading killer of Americans between the ages of 18 and 49 is not guns, it’s not car accidents, it’s not heart attacks, it’s not cancer; it’s fentanyl, a synthetic opioid.</p>
  75. <p>Well, this antidote, Narcan, can be turned out by the ton in a matter of 96 hours, thanks to synthetic biology.  Using traditional methods, it would take a full two years of farming ten square miles to come up with that same amount.  So we want to see biotech harnessed for more uses like this.</p>
  76. <p>Here, partnerships are absolutely critical.  We’re pursuing global biomanufacturing, supply chain, and research efforts with other countries to unlock positive biotech applications in health, in food security, in climate action, and other global priorities.  And we continue to collaborate with our private sector here at home, so that American innovation is directed toward global good.</p>
  77. <p>Building consensus around an affirmative vision is the first line of our tech diplomacy.  But the rules, the standards, the norms that societies follow are going to determine whether this technology is used for good or whether it’s used for ill.</p>
  78. <p>That’s why our second line of effort is about governance: shaping the rules of the road to ensure that foundational technologies sustain our democratic values and guard against harms.</p>
  79. <p>When it comes to AI, again, as confident as we are in its potential, we’re deeply aware of its risks: from displacing jobs, to generating false information, to promoting bias and discrimination, to enabling the destabilizing use of autonomous weapons.  So we’re working with our partners to prevent and address these issues.</p>
  80. <p>At home, we’ve released guidance that’s shaping how we – and the world – think about safe, secure, and trustworthy AI.  Through the President’s AI Executive Order, we’re strengthening standards for AI safety, security, protecting Americans’ privacy, promoting a rights-respecting approach to AI.</p>
  81. <p>The private sector is a critical partner in this effort – which is why we’ve worked with leading AI companies on a set of voluntary commitments, like pledging to security testing before releasing new products, developing tools to help users recognize AI-generated content.</p>
  82. <p>These governance frameworks are the foundation of our AI diplomacy around the world.  The core elements of our guidance have been adopted by the G7 countries.  These are the leading democracies, the most advanced democracies in the world.</p>
  83. <p>And they now frame the wider international AI safety and trust conversation and they’re embedded in the UN Resolution embraced by virtually all of the global community.</p>
  84. <p>We want the work of our AI governance – and in particular our new U.S. AI Safety Institute – to inform rules, standards, and testing that will help ensure that this technology is used in ways that will benefit people around the world, while preventing harms.  In these efforts, we’re committed to our partnership with the developing world, which must have a seat at the table.</p>
  85. <p>In the military realm, good governance is essential.  That’s why the United States issued the U.S.-led Political Declaration on Responsible Military Use of AI and Autonomy, which has been endorsed already by 55 countries.</p>
  86. <p>We’re taking a similar approach to synthetic biology governance.</p>
  87. <p>We’re limiting the transfer of Americans’ bulk human genomic data to adversaries, while working with partners, including at the G7, to establish standards for security, for privacy, to guard against dangerous applications.</p>
  88. <p>We’re also creating guardrails against the misuse of digital technologies – from building coalitions to prevent the export of intrusive technology and spyware used to harass dissidents or activists, to bringing dozens of countries together to combat ransomware, which steals billions of dollars from our economies every single year.</p>
  89. <p>We’re working with partners to set cyber norms, and we’re working to uphold them around the world – as we did by publicly calling out the PRC for targeting U.S. critical infrastructure and by holding Iran directly accountable for its cyber attacks against Albania, just to cite two examples.</p>
  90. <p>And critically, we’re preparing now for the future of quantum computing.</p>
  91. <p>As this group knows, quantum is potentially the most consequential computing breakthrough of the century.  It could throw into uncharted waters nearly every aspect of security in our society, from banking, to energy grids, to government communications and operations.  So we have to build the standards now to safeguard against these risks.</p>
  92. <p>The United States agency for advancing standards, NIST, is vetting quantum-resistant cryptographic standards and has selected four specific algorithms that are designed to withstand quantum attack.  NIST is now preparing to make these algorithms available worldwide to be integrated into the encryption infrastructure of companies and organizations that want it.</p>
  93. <p>We have got to move quickly with our closest allies and friends both to harness the benefits and to protect against the risks from quantum computing so that we don’t fall behind as rivals pour money into developing machines with capabilities beyond even the most powerful supercomputers.</p>
  94. <p>Of course, to write the rules of the road, the United States must compete across the globe in the technologies that will shape our digital and physical experience and, by extension, our geopolitical realities.  And that’s the third line of our tech diplomacy.</p>
  95. <p>We’ve learned from the 5G experience that we cannot be complacent and let strategic competitors dominate the technologies that form the backbone of the global economy and that determine how and where information flows.</p>
  96. <p>That’s why we’re unleashing our diplomatic arsenal to help innovative companies from the United States and our partners fairly compete for opportunities up and down the stack that will help preserve and expand a secure, an open, a resilient tech world.</p>
  97. <p>And in keeping with our principle of digital solidarity, we’re committed to working with any country or company that’s committed to that same vision, not just American firms.</p>
  98. <p>Take undersea cables as one example.  These massive bundles of fiber optic cords carry more than 95 percent of the world’s digital traffic across the ocean floor.  Any disruption or compromise could isolate a country, threaten national security, lead to billions of dollars in damages.</p>
  99. <p>With that in mind, we’re investing in the installation and operation of secure infrastructure to connect every region of the globe.  We’ve partnered with Australia, with Japan, with New Zealand, with Taiwan on a cable that will connect up to 100,000 people across the spread-out Pacific Islands.  We’re supporting similar efforts in South America, Africa, the Indo-Pacific.</p>
  100. <p>We’re applying that playbook to cloud computing and data storage.  In these arenas, the United States currently leads the world, but providers from authoritarian states are increasingly competitive.  It is critical that we work with trusted vendors and exclude untrustworthy ones from the ecosystem.  And we can only do that if we establish economies of scale with our partners and draw on our respective competitive advantage.</p>
  101. <p>We’ve got to take a similar approach to emerging technologies, including biotechnology.</p>
  102. <p>We need to guard against dependence on genomic sequencing and other biotech hardware from untrusted vendors or countries.</p>
  103. <p>Just imagine for a second the disastrous consequences if the world’s genomic surveillance infrastructure came to be dominated by one of our authoritarian rivals.  Mass surveillance combining genetic information, facial or voice recognition technology, and other forms of tracking could become commonplace and impossible to reverse.</p>
  104. <p>Competing effectively abroad will depend on our fourth line of diplomatic effort: building resilient and trusted technology ecosystems.</p>
  105. <p>Tech ecosystems mean everything from research and development, to manufacturing, to markets, and also supply chains.</p>
  106. <p>Right now, the world’s tech manufacturing infrastructure is dangerously concentrated in a few narrow geographic areas.  And in the event of military conflict, natural disaster, those supply chains could be cut off.</p>
  107. <p>To lessen that risk, the United States is forging tech partnerships that will make critical technology supply chains more resilient, more diverse, more secure.  And that includes for critical minerals, which are essential to scaling up clean energy technologies.</p>
  108. <p>Today, the United States produces just 1 percent of the nickel, 4 percent of the lithium, 13 percent of the cobalt, 0 percent of the graphite required to meet current EV demand.  Meanwhile, 80 percent of critical minerals are processed by China.</p>
  109. <p>We want to strengthen and diversify critical mineral supply chains to meet the rising demand while, again, guarding against dangerous dependencies.  Two years ago, the United States set up the Minerals Security Partnership, now joined by 14 countries and the European Union, which together represent more than half of global GDP.  The MSP is working on nearly two dozen projects around the world across the supply chain, from mining, to extraction, to processing, to recycling, to recovery.</p>
  110. <p>We’re doing something similar with semiconductors.</p>
  111. <p>And, of course, let’s not forget semiconductors are an American invention, some of the very first chips soldered together in garages just down the road in Palo Alto.  But today, the United States manufacturing base produces just 10 percent of the world’s chips.  That dependence is a serious economic and national security concern.</p>
  112. <p>President Biden is committed to regaining America’s position as a semiconductor manufacturing powerhouse.  The President’s CHIPS and Science Act makes a nearly $53 billion investment to that end.  Since the start of the Biden administration, private companies have announced $395 billion in semiconductor and electronics investments here in the United States.</p>
  113. <p>These investments are revitalizing our industrial manufacturing base and workforce, driving more prosperity for our communities.  Soon, Silicon Valley will be augmented by chip foundries across the nation from Oregon to New Mexico to Ohio.</p>
  114. <p>Of course, we’ll never be able to manufacture everything at home.  We don’t need to.  And we don’t want to.</p>
  115. <p>So we’re incentivizing our partners to invest in their own semiconductor innovation bases.  The CHIPS Act $500 million International Technology Security and Innovation Fund – what we call the ITSI Fund – along with similar efforts by the OECD – is helping diversify and secure every single link in the silicon supply chain, working with partners like Mexico, Costa Rica, Panama, Vietnam, the Philippines, Indonesia.</p>
  116. <p>We need to apply this same trusted tech ecosystem logic to the technologies of the future.  We may be a few years away from the next generation of quantum computing.  We may not yet know which pathway takes us there.  But we have to apply today’s lessons in chips and critical minerals to build markets to deepen the quantum ecosystem among trusted countries.</p>
  117. <p>We know the driver of all of this innovation is talent.  To retain our position as the world’s tech leader and standard setter, we also need to build the world’s best workforce.  We’ve made it a priority to attract, to train, to retain high-tech workers, and to make sure the world’s top minds can innovate here in the United States.  We’ve streamlined the visa application process; opened new pipelines for foreign nationals with AI expertise to come to the United States to research, to study, to train; we’ve invested in educational exchanges and research partnerships around the world.</p>
  118. <p>Fifth, and finally, we’re adopting a “small yard, high fence” approach to protect the most sensitive technologies.</p>
  119. <p>When it comes to technologies with clear connections to military capabilities and human rights abuses, we have to slow down our competitors’ efforts.</p>
  120. <p>We can’t tolerate technologies that the United States has developed being used against us or our friends, falling into the hands of bad actors, or helping advance the military capabilities of strategic competitors.</p>
  121. <p>That’s why we issued carefully tailored restrictions on advanced semiconductor exports.  Advanced semiconductors are the backbone of frontier AI and future military capabilities.  It’s a national security imperative that these technologies not aid or accelerate the military modernization of countries that seek to challenge the United States.</p>
  122. <p>We’re also enhancing our security and scrutiny of inbound and outbound investments in sensitive technologies for these same national security reasons.</p>
  123. <p>But we’re not doing this alone.  We’re working collaboratively with partners to ensure that these efforts are carried out consistently and more effectively around the world.</p>
  124. <p>So those are, in brief, the major lines of our tech diplomacy.  And to successfully execute on this vision, we’re building a State Department and a diplomatic corps that’s capable of helping to shape the strategic landscape, not just react to it.</p>
  125. <p>Two years ago, we launched the Bureau of Cybersecurity and Digital Policy and the Office of the Special Envoy for Emerging Technologies.</p>
  126. <p>We’ve led a intensive effort to recruit, to hire, to train diverse talent with tech expertise throughout the building.</p>
  127. <p>We’ve brought on data scientists – PhD biophysicists, chemists, computer scientists – to advance our diplomacy with technological rigor.  We’re expanding the tech proficiency of our embassies and our consulates abroad.  We’re aiming to have a trained digital officer in every embassy by the end of this year.</p>
  128. <p>We’re also improving how our diplomats take advantage of new tools.  This year, we began piloting generative AI and other machine learning capabilities to help search, summarize, translate, and draft documents.  That allows our diplomats to spend less time face to screen and more time face to face with our partners.</p>
  129. <p>And we’re enhancing our outreach to the private sector, to academia, to civil society – to all of you.  We need your partnership to sharpen our thinking, to inform our diplomacy, to help us see around the corners, to prepare for the innovations to come – even to tell us what we’re missing and where we need to do better.</p>
  130. <p>Your role as partners in this is the difference between winning and losing the tech competition.  And it’s essential in helping to bring about a more democratic world where the rule of law is upheld, where dictators and aggressors are held accountable.</p>
  131. <p>There’s perhaps no better example of this in recent years than the work we’ve done together in Ukraine.  When Russia launched its war of aggression, it subjected the country’s infrastructure to an onslaught of cyber attacks.</p>
  132. <p>The United States Government, our international partners, and, perhaps most consequentially, our technology community all understood the need to help the Ukrainians batten down the digital hatches.  So we helped them harden their networks, migrate vital government data to the cloud, bolster the resilience of national communications and other critical infrastructure.  That is digital solidarity in action.  And it’s the kind of collaboration that we want to scale and apply around the world.</p>
  133. <p>Now, even the most far-sighted among us don’t know for sure what the tech future will look like, or exactly how emerging technologies will be used.  When Gutenberg invented the printing press, he wanted to print bibles – little did he know that his invention would spark the Scientific Revolution and the Reformation.  Thomas Edison envisioned the phonograph as a “talking book” for the visually impaired, not realizing he had invented the precursor to the radio.</p>
  134. <p>Working together, we can seize this extraordinary inflection point to shape a future that reflects our best values, that advances our interests, and that makes life just a little bit safer, a little bit more secure, a little bit more prosperous, a little bit more full of opportunity for all.  That is fundamentally what passing the tech test means.  And that’s what we want to do – together.</p>

  196. <p>Leeward Community College offered Pearl City High School students the opportunity to take college courses leading to a management certificate.  Fifteen students were enrolled in Pearl City High School&#39;s International Business and Design Academy (IBAD), offering the cohort the opportunity to graduate this spring with a Career and Technical Education (CTE) Honors Certificate and a Certificate of Achievement in Management.</p>
  197. <p>Instead of traditional high school CTE courses, these students completed college-level business courses and founded the HawaiiUSA Federal Credit Union Student-Operated Credit Union, which manages deposits and opens accounts for Pearl City High School employees and students.</p>

  200. <p>Daphne Okunaga, lead teacher at IBAD, said, “The focus was not just on Early College (a program that allows high school students to take college courses for credit), but rather on a strategic approach to CTE -Awards to earn the management certificate, etc. Prepare them to major in business administration at UH Manoa or UH West <span aria-label="Oahu">Clothing</span>.”</p>

  217. <p>Wayve, a British-born startup developing a self-learning rather than rule-based autonomous driving system, has closed $1.05 billion in Series C funding led by SoftBank Group.  This is the largest AI fundraiser ever in the UK and is among the top 20 largest AI fundraisers worldwide to date.</p>
  218. <p>NVIDIA and the existing investor Microsoft also took part in the capital increase.  Waye&#39;s early-stage investors included Meta&#39;s AI head Yann LeCun.</p>
  219. <p>Wayve, founded in Cambridge in 2017, raised $200 million in a Series B round led by Eclipse Ventures in January last year.</p>
  220. <p>The company plans to use the fresh capital infusion to develop its Eyes On assisted driving and Yes Off fully automated driving product, as well as other AI-powered automotive applications, and expand its operations globally.</p>
  221. <p>San Francisco has become known as the epicenter for autonomous driving adoption, with Alphabet-owned Waymo and GM-owned Cruise both operating services in the city.  In contrast, Wayve&#39;s &#8220;end-to-end&#8221; self-driving system got its start in the tiny streets of Cambridge on an electric Renault Twizy.</p>
  222. <p>Since then, the company has been training its model with delivery vehicles for companies such as British food delivery company Ocado, which invested $13.6 million in the startup.</p>
  223. <p>Wayve&#39;s approach to autonomous driving is similar to Tesla&#39;s, but<span data-amp-original-style="font-size: 1rem; letter-spacing: -0.1px;" class="amp-wp-c9d2de0"> Wayve plans to sell its autonomous driving model to various car manufacturers.  Of course, that means Wayve will be collecting a lot more training data to improve its model, since Tesla relies on someone buying its brand of cars.  However, the company has not yet announced any such automotive partners.</span></p>
  224. <p>Calling its hardware-agnostic, cardless product “Embodied AI,” Wayve plans to distribute its platform not only to automakers, but also to robotics companies that serve manufacturers of all types, allowing the platform to learn from human behavior in a variety of real-world environments .  The company&#39;s research into multimodal and generative models, known as LINGO and GAIA, will offer &#8220;voice-controlled interfaces, personalized driving styles and co-pilot control,&#8221; the company promises.</p>
  225. <p>Alex Kendall, co-founder and CEO of Wayve, told Techcrunch: “Seven years ago we founded the company to develop embodied AI.  We did a lot of work on building technology&#8230; What happened last year was that everything really started to work.”</p>
  226. <p>He said the defining moment was the automotive industry&#39;s &#8220;step change&#8221; toward cameras around new cars from which Wayve can pull data for its autonomous platform: &#8220;Now their production vehicles are coming out with GPUs, ambient cameras, radar, etc. “Of course the desire to put AI on the path from assisted to automated driving and to make this possible.  So this fundraise is a validation of our approach to technology and gives us the capital to turn that technology into a product and bring that product to market.”</p>
  227. <p>He added that Wayve also has big plans for robotics.</p>
  228. <p>&#8220;Very soon you&#39;ll be able to buy a new car that has Wayve&#39;s AI&#8230;Then it&#39;s about enabling all kinds of embodied AI, not just cars but other forms of robotics.&#8221; I think the last thing we What we want to achieve here is to go far beyond the current state of AI with language models and chatbots.  But truly enabling a future where we can trust intelligent machines to which we can delegate tasks, and of course which can improve our lives and autonomous driving, will be the first example of this.”</p>
  229. <p>In a move that highlighted the importance of this fundraising campaign more broadly for the UK, Prime Minister Rishi Sunak issued a supportive statement saying: “From the first electric light bulb or the World Wide Web to AI and self-driving Cars – that’s what the UK did. “We are proud to be at the forefront of some of the greatest technological advances in history.”</p>
  230. <p>“I’m incredibly proud that the UK is home to pioneers like Wayve who are breaking new ground in developing the next generation of AI models for self-driving cars.  “The fact that a homegrown UK company has secured the largest ever investment in a UK AI company is testament to our leadership in this industry and that our plan for the economy is working,” he said.</p>
  231. <p>“We are leaving no stone unturned to create the economic conditions for UK businesses to grow and thrive.  We already have the third highest number of AI companies and private investment in AI in the world and this announcement cements the UK’s position as an AI superpower,” he added.</p>

  261. <p>Chadha said the current economic environment presents significant challenges as the supply chain remains “disrupted” and inflationary pressures are causing “pain” to business operations.  Despite these headwinds, he admits that the company has continued to grow even as the craft beer business struggles with rising ingredient costs and rising employee wage costs.</p>
  262. <p>Striplin admits that her company has seen a significant decline in sales over the past year, both through physical stores and online channels.  The clothing boutique faced challenges retaining employees as wage growth and inflation made it difficult to “compete on wages.”  Additionally, the company struggles with a lack of engagement with consumers as they cannot afford advertising and marketing spend – forcing them to provide “means where we can immediately see the ROI.”</p>
  263. <p>Since Ilunga&#39;s company is a post-pandemic brand, she tells Yahoo Finance, &#8220;All we really know is the situation today.&#8221; But that hasn&#39;t exempted her from the inflationary pressures that small businesses face, though She notes that she is currently focused on “customer acquisition” and making sure to keep the items that consumers want to continue to buy.</p>

  267. <p>Small business opt-optimism is at its lowest level since 2012. According to the National Federation of Independent Business, the decline in optimism in March is because inflation remains a key concern.  This is part of Small Business, Big Opportunity Week at Yahoo Finance.  We talk to small businesses from various industries here in the US.  And now joining us to discuss: Sprecher Brewing, CEO Shara Chada, Little Tassel Founder, Mimi Strip and Carla Fresh Market Founder Ariel Logo.  Welcome everyone.  Um, the reason why I&#39;m excited to talk to all of you is because, you know, listen, we&#39;ve talked to a lot of smart economists and strategists on this show and we analyze a lot of economic data and if you just look at the data, you would now look at the American economy.  That seems decent.  This seems robust, but you all have a unique perspective because you have ground troops on the ground.  Um, maybe I&#39;ll start there, Sharad with you and us can bypass the horn.  I&#39;m interested.  Srod, how is business looking right now?  What is the demand like?  Well, Srod, your business, Josh, thank you very much.  And thank you for having me.  We are a craft brewery.  We are the oldest craft brewery in Wisconsin Trucker Brewery.  We&#39;ve had about 100 employees since Prohibition and now have 50 employees.  So we are there.  The supply chain is still interrupted.  Inflation still causes us a lot of pain, but we are growing.  We have roughly tripled the size of the company in the last 3 to 4 years since we took over, from 50 to 100 and 50 employees.  But it was a big challenge.  Above all, inflation has done a lot of damage to us.  The cost of packaging, jar, um, honey sugar, um, all of our ingredients have increased by more than 50%.  Gasoline consumption has increased and that hurts us.  Uh, we have full health insurance and benefits for our employees that have increased significantly.  It&#39;s still not easy to find people.  Interest rates rose from 3.5 to 8.5%.  So for a small business it&#39;s a big struggle to grow within these boundaries.  Unfortunately, the demand is still there. It wasn&#39;t easy.  Mimi, I want to take you here next.  I think it means, listen, um, there are some, some pain points, but they&#39;re growing.  Demand.  Is there.  Is that you?  Are you looking around your store?  Mimi and Mimi also describe to us what they all do.  Yes.  Hello Dash.  We are a boutique here in Charleston, South Carolina and are actually the only Black and Asian owned women&#39;s boutique on the Charleston, South Carolina peninsula.  And we design and make jewelry, clothing accessories and truly accessible, fun and joyful styles.  And we&#39;ve seen a decline in sales online and in a brick-and-mortar store over the last year.  And we&#39;ve also seen how difficult it is to find great team members who can keep up with wages and benefits and pay them well.  And we&#39;re really struggling to reconnect with our customers without spending a lot of money for a few bucks and using different marketing techniques haven&#39;t really shown much benefit in the past.  So we&#39;re trying to work smarter and really allocate our funds in a way that we can see a return immediately because this is the first year where we&#39;ve had to really analyze the numbers and we&#39;re really, really worried about cash flow and don&#39;t want to have to continue laying off team members.  We want to continue building this brand, strengthening our team and creating a great place to work, not to sell great products.  But we hope to see an increase in sales in person and online as we enter the summer season here in Charleston, Ariel.  Let us also talk to you.  Mimi talks about somehow working smarter there in Charleston.  What are the demand trends for you?  Are you looking for your business?  Hello.  Thank you for having me.  Um, Carlos Fish Market is a very new business.  We have been open for five months.  Um, so we&#39;ve opened up on the other side of the pandemic the other side of the supply chain.  All we really know is the landscape today.  Um, we&#39;re a full service coffee operation that&#39;s product based.  We have a natural wine body, so a bottle shop, um, grab-and-go items.  And we, I&#39;m really just focused on customer acquisition right now and creating a warm and welcoming environment and really listening to customers&#39; needs.  You know, the day I opened was the day I released the dream, and I&#39;m really focused on getting items into the country that customers want to buy.  Sharad back to you.  I&#39;m interested in the question of inflation, which you kind of described as a real headwind.  How do you feel about Sharad as a small business?  How do you overcome this challenge, Sharad?  Which levers are you pulling?  Can you increase the prices?  For example.  Uh Josh, that&#39;s a great question.  The challenge is for a small business.  It is not easy.  Even though we&#39;re the oldest Strat brewery, we make the number one root beer in America for the New York Times and like, uh, you know, uh, blind taste testing by others.  It&#39;s still hard.  Uh, if you go to Costco or Manard, uh, and to our, to our consumers, you know, we&#39;re not Coke and Pepsi.  That&#39;s why it&#39;s not so easy for us to increase our prices.  So we have to bear a lot of these costs and that reduces our margin and our liquidity position, as one of your guests said.  And that&#39;s a very, very precarious, um, difficult situation.  We have to do payroll every two weeks I was pushing a boulder uphill for a small business and it wasn&#39;t easy Mimy, I&#39;m interested too and Charleston, which I&#39;m jealous of, is one of my favorite cities in the country.  Um, you know, we got the big jobs report last week, Mimmi, it&#39;s kind of true.  Cools down, not crashes, but cool.  I&#39;m just as sure what you all are seeing: Are you currently hiring at your company?  We&#39;re currently unable to hire new employees.  We are beginning to see a demand and need for more team members in our retail business.  But there simply isn&#39;t enough cash flow to make a data-driven decision to hire more team members.  And of course, there&#39;s always a fine line: hiring another team member will help drive more sales and have more hands on board.  And right now we are really faced with the difficult decision of whether we should create our current payroll or purchase our supplies and inventory or invest in a new team member?  And Ariel?  I&#39;m also curious to hear how you, how, how you&#39;re progressing in your business, how you&#39;re reaching out to new potential customers, um, customers right now, Ariel.  Do you need to spend more on marketing advertising?   280. <p>LAS VEGAS (KTNV) — With six months until the start of the 2024 Las Vegas Grand Prix, business owners are trying something new to stop the racing.</p>
  281. <p>While preparations, including ticket sales, are underway, a new petition aims to give commissioners pause before officially approving the Grand Prix to go ahead this November.</p>
  282. <p>Clark County commissioners must approve a special use permit for Formula One before the multimillion-dollar supercars can race down Las Vegas Boulevard Nov. 21-23.</p>
  283. <p>With the petition, business owners who claim a loss of more than $30 million from a controversial race preparation are calling for this authorization to be denied unless Formula 1 agrees to certain provisions.</p>

  288. <p>“So far, Formula 1 has not held a public meeting or sat in the same room with all of us who lost millions in 2023,” said Gino Ferraro, owner of Ferraro&#39;s Ristorante.  “Formula 1 sells tickets and carries on as if these problems didn’t exist, as if we didn’t exist.  My family restaurant has been around for 39 years, we are important.”</p>
  289. <p>Another owner, Madgy Amer, says everything was lost after the 2023 race in Las Vegas, including the Tex Mex Tequila restaurant.  &#8220;I don&#39;t want anyone else to suffer like we did during the F1 race, and ultimately we couldn&#39;t cope with the loss in sales and had to close.&#8221; Formula 1 needs to be held accountable and the 2024 race will have the same result, unless something is done to avoid impacting the Las Vegas Strip.  its employees, visitors and companies.”</p>
  290. <p>Here are the stated reasons for the petition, according to local business owners involved in the process.</p>
  291. <ol>
  292. <li>Negative Impact on Local Businesses: Contrary to the purported economic benefits, hosting the Las Vegas Grand Prix has a detrimental impact on small businesses, strip workers and transportation companies, who face large revenue losses, reduced foot traffic and general business interruptions during the event period .&#8221;</li>
  293. <li>Traffic congestion and disruption: The closure of the resort corridor and the construction of a bridge at Flamingo and Koval disrupts the normal flow of traffic in our city.  This disruption not only causes inconvenience for local residents, but also poses logistical challenges for tourists, employees and public transport, forcing businesses to lose revenue.</li>
  294. <li>Community input and transparency: The decision to host such a major event should include transparent communication and active community participation.  However, the lack of meaningful consultation with residents and stakeholders raises concerns about accountability and the democratic process.</li>
  295. </ol>
  296. <p>The statement ends with the following: “Finally, we call on the authorities to take into account our concerns and take immediate action to stop the organization of the Las Vegas Grand Prix.  The well-being of our city and the interests of its residents must always come first.&#8221; &#8220;</p>

  318. <p>Whatever I say in the WHO comes from this influence.  I really admire Denmark because of the early experiences and what I saw here &#8211; not just the healthcare system, but also freedom and democracy and everything there is.</p>
  319. <p>It is an honor to be here and I thank Mads, Lars and your colleagues at the Novo Nordisk Foundation for the invitation and for organizing this event. </p>
  320. <p>I congratulate the foundation on its 100th birthday and on everything it has achieved over the past century. </p>
  321. <p>We greatly appreciate your support for WHO and for global health in general. </p>
  322. <p>And we very much welcome the announcement you made today, together with the Bill &#038; Melinda Gates Foundation and the Wellcome Trust, to invest $300 million in research and development to address some of the most pressing global health challenges. </p>
  323. <p>As described in the opening video, many of these challenges overlap and have profound impacts on human health. </p>
  324. <p>Since the late 1990s, noncommunicable diseases have replaced infectious diseases as the world&#39;s leading cause of premature mortality, globally and in all regions except my continent, Africa.</p>
  325. <p>And although we made significant progress in combating HIV, malaria and tuberculosis in the first two decades of this century, progress has plateaued in recent years. </p>
  326. <p>And of course, the climate crisis threatens the habitability of the planet, on which all life depends.</p>
  327. <p>Not to mention the health threats posed by conflict, displacement and migration;  antimicrobial resistance that threatens to undo a century of progress;  and the challenge of an aging population. </p>
  328. <p>We all know that these threats are connected. </p>
  329. <p>Noncommunicable diseases can weaken the immune system and make people more susceptible to infectious diseases. </p>
  330. <p>Infectious diseases, in turn, can worsen the progression of noncommunicable diseases and cause complications. </p>
  331. <p>And the climate crisis is exacerbating both.</p>
  332. <p>These are the problems.  What are the solutions?  Let me suggest four things, and I won&#39;t focus too much on innovation, which Bill has already said, but the first, of course, should be science.</p>
  333. <p>Science, research, data and innovation have always driven improvements in public health and are central to everything we do at WHO. </p>
  334. <p>One of the things I am most proud of is the establishment of a science department at WHO for the first time.  Our first chief scientist was Dr.  Soumya Swaminathan and now of course Sir Jeremy Farrar. </p>
  335. <p>Thanks to science and research, there are solutions to all the problems I have described. </p>
  336. <p>Many noncommunicable diseases can be prevented through healthier diets, physical activity or quitting smoking.</p>
  337. <p>With proper diagnosis and treatment, premature deaths from non-communicable diseases can be prevented. </p>
  338. <p>Most cases and deaths due to infectious diseases can be prevented by vaccines, prophylaxis, bed nets, or other means of preventing infection.</p>
  339. <p>And climate change can be reversed and its impacts mitigated by weaning ourselves off our dependence on fossil fuels. </p>
  340. <p>The health challenges we face around the world are not fundamentally scientific challenges;  These are largely political, economic and social challenges.</p>
  341. <p>Of course we need more technologies, but it is important to make maximum use of existing technologies. </p>
  342. <p>Which brings me to the second solution: justice.</p>
  343. <p>The problem is not that we don&#39;t have the tools or knowledge to address these threats.  The problem is that these tools are not equally available for several reasons. </p>
  344. <p>Take polio, for example.  Thanks to investments from the Gates Foundation and others, we are on the verge of eradicating polio forever. </p>
  345. <p>The reason we haven&#39;t done it yet is not because we lack the tools, but because the last communities of unprotected children are in the most insecure regions of Afghanistan and Pakistan.</p>
  346. <p>We spoke to Bill today about the good news that Afghanistan has now decided to allow us to carry out door-to-door vaccinations in the Kandahar region.  This was announced today. </p>
  347. <p>We have all the resources, but insecurity is preventing us from eradicating polio once and for all. </p>
  348. <p>This is just one example, and I want to thank Bill for his incredible commitment and passion for polio eradication.</p>
  349. <p>Insecurity, poverty, isolation, gender and many other factors mean that more than half of the world&#39;s population lacks access to one or more essential health services. </p>
  350. <p>And two billion people face financial difficulties because they have to pay for their care out of their own pockets. </p>
  351. <p>Although we have made significant progress in tackling individual diseases over the last 20 years, we have not invested adequately in building strong health systems based on primary health care and committed to universal health coverage.</p>
  352. <p>Of course, most of the gaps exist in the lowest-income countries.</p>
  353. <p>The most shocking example of this inequality has been the COVID-19 pandemic. </p>
  354. <p>The development of multiple safe and effective vaccines in record time was a stunning success for science. </p>
  355. <p>But the inequitable access to these vaccines weighs on our collective conscience.</p>
  356. <p>To truly address the most pressing global health challenges, we must address inequality.  And this is not just a task for the health sector.</p>
  357. <p>That brings me to the third solution: multisectoralism. </p>
  358. <p>None of the challenges we face are just health challenges;  There are social, economic and political challenges. </p>
  359. <p>They span agriculture, education, energy, finance, trade, transportation and more.  I&#39;m glad that Bill has studied nutrition intensively.</p>
  360. <p>This means we cannot address them without addressing their drivers: the air people breathe, the food they eat, the products they consume, and the conditions under which they live and work.</p>
  361. <p>In particular, we need a One Health approach that recognizes the close connections between the health of people, animals and our environment.</p>
  362. <p>The private sector also plays an important role as a provider of medical products and services. </p>
  363. <p>This also applies to charities, which play such an important role in promoting equity and investing in research, science and innovation to address the most pressing health challenges. </p>
  364. <p>These include areas that attract little private sector investment, such as the development of new antimicrobials or vaccines against tuberculosis.</p>
  365. <p>And just as the threats we face cross industries, they also cross borders, which brings me to my fourth solution: multilateralism.</p>
  366. <p>Global threats require a global response. </p>
  367. <p>Cigarettes and sugary drinks manufactured in one country cause disease and death in another;</p>
  368. <p>As we know, an outbreak in one country can quickly become a global pandemic;</p>
  369. <p>And the burning of fossil fuels in the most industrialized countries means that the least industrialized countries must pay the price. </p>
  370. <p>This is why the United Nations and WHO were founded after World War II, when countries realized that global cooperation was the only alternative to global conflict.</p>
  371. <p>Multilateral cooperation is more important today than ever before, even if multilateralism is being questioned today more than ever before. </p>
  372. <p>The pandemic agreement that countries are currently negotiating includes the four solutions I have described.</p>
  373. <p>It is science and data-based and aims to strengthen the collection, analysis and exchange of information on outbreaks;</p>
  374. <p>It is focused on equity by strengthening the sharing of vaccines, diagnostics and therapeutics.</p>
  375. <p>It is cross-sectoral and recognizes the importance of a One Health approach and the role of the private sector and charities.</p>
  376. <p>And it is by definition multilateral, bringing together all 194 WHO member states in a binding agreement to make the world safer from pandemics. </p>
  377. <p>It recognizes that no one is safe until everyone is safe.</p>
  378. <p>And yet there are those who are trying to block the deal by falsely claiming that it would cede sovereignty to the WHO and give it the power to impose mask or vaccination requirements or lockdowns on countries. </p>
  379. <p>As you know, these claims are completely false.  The agreement will not grant the WHO such powers. </p>
  380. <p>It is negotiated by country by country and implemented in countries according to their own national laws. </p>
  381. <p>Now more than ever, it is time for countries to come together and recognize that pathogens have no regard for the lines people draw on maps, for ideologies, for the size of our economies, or for anything else that divides us from one another other. </p>
