The Forensic Institute in Tel Aviv will then determine the identity of those killed.</p>

  123. <p><span>Bridging that gap means combining insights from single-cell studies in animals, human brain imaging, and behavior. Now, a new kind of computer model-grounded in real biology-lets researchers simulate how brain circuits make decisions and adapt when the rules change.</span></p>
  124. <p><span>Called <span>CogLinks<span>, the model builds biological realism into its design, mirroring how real brain cells are connected and coding for how they assign value to often ambiguous and incomplete observations about the external environment. Unlike many artificial intelligence systems that act like &#8220;black boxes,&#8221; <span>CogLinks<span> shows researchers exactly how its virtual neurons link structure to function. As a result, scientists can map how this virtual brain learns from experience and pivots based on new information. </span></span></span></span></span></p>
  125. <p><span>In a <span>study published October 16 in <em><span>Nature Communications</span></em><span>, senior author Halassa and colleagues at Massachusetts Institute of Technology (MIT) used <span>CogLinks<span> to explore how brain circuits coordinate flexible thinking. Like a flight simulator for the brain, <span>CogLinks<span> <span>let<span> the researchers test what happens when key decision-making circuits go off course. When they weakened the virtual connection between two simulated brain regions-the prefrontal cortex and the mediodorsal thalamus-the system defaulted to slower, habit-driven learning. That result <span>suggests<span> this pathway is essential for adaptability. </span></span></span></span></span></span></span></span></span></span></span></p>

  127. <p><span>To see if those predictions held true in people, the team then conducted a companion fMRI <span>study, which was supervised by both <span>Burkhard Pleger<span> from the Ruhr-University Bochum and Halassa<span>. Volunteers played a game in which the rules unexpectedly changed. As expected, the prefrontal cortex handled planning and the deep, central region of the brain known as the striatum guided habits-but the mediodorsal thalamus lit up when players realized the rules had shifted and adjusted their strategy. </span></span></span></span></span></p>
  128. <p><span>The imaging confirmed what the model had forecast: the mediodorsal thalamus acts as a switchboard linking the brain&#8217;s two main learning systems-flexible and habitual-helping the brain infer when context has changed and switch strategies accordingly. </span></p>
  129. <p><span>Halassa hopes the research helps lay the groundwork for a new kind of &#8220;algorithmic psychiatry<span>,&#8221; in which<span> computer models help reveal how mental illness emerges from changes in brain circuits, identifying biological markers to precisely target treatments. </span></span></span></p>

  172. <p>Individuals with multiple long-term conditions are two and a half times more likely to die following COVID-19 infection than others. When children were assessed separately the risk for mortality among those with multiple long-term conditions increased to almost three times (2.8) the risk of those without. The mortality rates are 22% and 8% respectively. </p>
  173. <p>That is according to an authoritative systematic review and meta-analysis of over four million patients with COVID-19 published today (Thursday 17 October) in the <em>Journal of the Royal Society of Medicine</em>. </p>
  174. <p>The authors are calling for patients with multiple long-term conditions to be prioritised in healthcare policies. </p>
  175. <p>This systematic review is believed to have considered the largest ever cohort of patients with COVID-19 in a study investigating the impact of multiple long-term conditions. The review synthesised evidence from 111 observational studies of patients with confirmed COVID-19 published between January 2020 and May 2023. These studies were conducted across 51 countries and most involved high risk or hospitalized patient cohorts with COVID-19, which could account for the high rates of mortality found in the study.</p>
  176. <p>This major study thus provides an updated picture of the impact of COVID-19 for people with multiple long-term conditions.</p>
  177. <p>While previous research has identified risk factors for severe COVID-19 disease &#8211; such as older age, male sex, socioeconomic deprivation, being from an ethnic minority background and having a pre-existing condition &#8211; there has been limited research into, or reporting of, the outcomes for patients with multiple long-term conditions. The authors say this should be a matter of growing concern as a third of adults globally &#8211; and more than a quarter in England &#8211; have two or more long-term health conditions.</p>

  179. <p>This major review found that following COVID-19 infection, and relative to people with a single or no long-term condition, patients with multiple long-term conditions have:</p>

  188. <p>Dr. Shukrat Salisu-Olatunji, a PhD student at the University of Leicester and funded by the National Institute for Health and Care Research (NIHR) Applied Research Collaboration (ARC) East Midlands, was the lead author of the study. She said:</p>

Despite hybrid threats, the wars in Ukraine or the Middle East remain distant, at least at the moment without any concrete impact on people&#39;s everyday lives.</p>

The most famous and probably most consequential “Reformation” in German history already needed such an occasion, the outrage over the letters of indulgence with which the Roman papacy financed the construction of the new St. Peter&#39;s Church, which itself was a reform project, using Michelangelo&#39;s extremely modern church pillars to destroy the supposedly outdated old one in the form of the late antique basilica.</p>

  281. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">In the 18th century, Austria&#39;s reform emperor Joseph II drew the conclusion from his defeat against Prussia that the Habsburg hereditary lands had no chance without thorough modernization; His personal tragedy was that his mother Maria Theresia insisted on a Merkel-esque policy of small steps until her death in 1780 &#8211; and that reforming later turned out to be not so easy, which almost made the monarch a kind of Joseph Merz.</p>

  284. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">The Prussians, on the other hand, wrongly concluded from their victory over Theresian Austria that they were invulnerable, which in turn proved to be a serious mistake in the defeat against Napoleon: The debacle in the Battle of Jena and Auerstedt created the crisis awareness that was necessary so that Baron vom Stein and the much more casual State Chancellor Hardenberg could push through their famous Prussian reforms.</p>

  286. <p><h3 class="s1 sm:s1-medium items-start px-0 pb-[30px] pt-[30px]" data-v-f16c667d="">A scandal for the Schröder reforms</h3>

  289. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">The list could be continued for a long time: the misery of workers in the 19th century created the basis for Bismarck&#39;s social reforms, the feeling of a social blockade was the prerequisite for Willy Brandt&#39;s reform policy (&#8220;dare to be more democratic&#8221;), the combination of the dire situation of the social security funds and a scandal over falsified placement figures from the then Federal Labor Office created the climate for Gerhard&#39;s reform policy Schröder&#39;s. The problematic wisdom that things have to get worse before they can get better has its true essence here.</p>

  292. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">The difference to today&#39;s situation, however, is that there is no shortage of excitement today. Some people saw a systemic crisis back in Brandt&#39;s or Schröder&#39;s time, but given the election results at the time, this diagnosis appears to be greatly exaggerated. In the “Willy election” in 1972, the Union and SPD together received more than 90 percent of the votes; after the dispute over Schröder&#39;s reform policies, it was still almost 70 percent. Today, the two former popular parties have an average of 40 percent in the polls. In other Western countries, it must be said, the conditions are similar. This is part of the diagnosis before you place the blame solely on Schröder or Merkel, Scholz or Merz.</p>

  294. <div data-selector="body-elements-container" data-external-selector="body-elements-container" data-v-f16c667d="">
  295. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">In this situation, some people doubt whether they are in turn worsening the crisis by inflaming the crisis discourse. The Chancellor recently appears to be one of these doubters. Even during the election campaign, he had conjured up a cloud of unfulfilled expectations, to quote a phrase used by the historian Reinhart Koselleck in reference to the Prussian reforms of the early 19th century.</p>

  297. <p><h3 class="s1 sm:s1-medium items-start px-0 pb-[30px] pt-[30px]" data-v-f16c667d="">Before the holidays, Merz sounded different</h3>

  300. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">Merz held out the prospect of something like executive orders in the style of Donald Trump. There was talk of noticeable innovations even before the summer break, although some restructured federal ministries &#8211; logically &#8211; needed until the fall to even become operational. In the meantime, the “autumn of reforms”, which Merz announced in his summer press conference, has extended to winter and spring – although the year remains unclear. After all, the Pension Commission is not expected to present its results until the end of 2026. Even then, Merz sounded different before the holidays.</p>

  303. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">The problem became particularly drastic on Tuesday of last week. Suddenly, young CDU/CSU MPs demanded that the pension level guaranteed until 2031 not be increased, knowing full well that the Social Democratic coalition partner would hardly be able to take part in the elections at the beginning of 2029 with such a prospect. On the same day, the Prime Minister appointed by Macron announced in Paris what had been expected for a long time: the presidential camp agreed to suspend the increase in the retirement age in order to gain the toleration of the moderate left in parliament.</p>

  305. <div data-selector="body-elements-container" data-external-selector="body-elements-container" data-v-f16c667d="">
  306. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">Anyone who traveled through France in the winter of 2022/23 knows what that means: At that time, the president pushed through the higher retirement age at great personal risk against general strikes and sometimes violent protests, the implementation of which he is now forced to stop halfway through. Here too, there was obviously a lack of awareness of the crisis, especially since France had higher growth rates than the Federal Republic at the time of the reform.</p>

  308. <p><h3 class="s1 sm:s1-medium items-start px-0 pb-[30px] pt-[30px]" data-v-f16c667d="">The AfD in the neck</h3>

  311. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">The German government is breathing down its neck with the AfD, which is currently leading in some surveys and called for a pension level like in Austria in its most recent election program, which would be almost 80 percent of average lifetime income. Now this number is based on a completely different calculation basis than the German 53 percent, and the financial woes of the pension fund are also a major political issue in the southeastern neighboring country.</p>

In any case, the interviews that the Basel sociologist Oliver Nachtwey and his colleague Carolin Amlinger conducted with supporters of hate slogans for their new book “Destructive Lust” indicate this, at least in part.</p>

  317. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">The approach of first announcing the greatest possible changes and then postponing them due to political and social constraints was probably not a happy one. In the past, it was usually more successful to use the momentum of a sudden crisis to take a previously unannounced reform step. This is what Gerhard Schröder did when he set up the Hartz Commission to reform the welfare state after the mediation scandal, and this is what Olaf Scholz did when he put reform of the Bundeswehr on the agenda a few days after the Russian attack on Ukraine. The Prussian reformers also took advantage of the opportunity offered by the defeat against Napoleon. They all acted according to Winston Churchill&#39;s supposed maxim to never waste a good crisis.</p>

  322. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">Because it is not just a matter of the population&#39;s convenience that changes are so difficult to implement, but rather a question of priorities. Especially in a complex society, the list of grievances that call for remedial action is almost endless. The function of the crisis is not least to focus on an individual problem, which stands out from the multitude of difficulties and thus becomes politically manageable.</p>

  325. <p class="p1 sm:p1-medium items-start pb-[20px]" data-selector="body-paragraph" data-external-selector="body-elements-paragraph" data-v-f16c667d="" data-v-439309db="">This makes forward-looking reforms such as pensions particularly difficult because the emergency is currently not visible. “The new order has as enemies all those who are comfortable with the old order and lukewarm comrades in those who hope to win in the new order,” said the Florentine Niccolò Machiavelli. The problem is exacerbated when the profit lies in the more distant future. “You will feel the unpleasant consequences of the reform immediately, but the positive effects will only be felt in three to four years,” Schröder complained in retrospect in the FAS interview. “This creates a gap into which democratically legitimate politics can fall.”</p>

This is a problem at a time when many people already complain about an excess of new things: the state of crisis fatigue, to a certain extent, anticipates reform fatigue. Robert Habeck already had to experience this with his heating law, and pension reform is not much different.</p>

Shortly after leaving office they are often considered failures, and in terms of their political careers they usually are. But with increasing time the positive effects become apparent. Who knows, perhaps at the end of the tiring conscription debates there will still be a functioning Bundeswehr; perhaps the government will also find viable solutions in pension policy if the public budget crisis deepens. The essence of reform is that it usually never completely succeeds &#8211; but also rarely fails completely.</p>
