  54. <p>The Insolvency Service has launched an animated video which gives important information to people in debt who are considering taking on an Individual Voluntary Arrangement (IVA). </p>
  55. <p>## What is an Individual Voluntary Arrangement (IVA)?</p>
  56. <p>IVAs are a legally binding agreement between a person who is insolvent and their creditors.    </p>
  57. <p>The new animated step-by-step guide takes people through important factors to consider before making this financial commitment to manage their debts.  </p>
  58. <p>This includes checking the suitability of an IVA for their circumstances, fees charged by Insolvency Practitioners, what payments may look like and how it affects their future finances, such as their credit rating. </p>
  59. <p>The video has been created by the Insolvency Service and provided to Insolvency Practitioners so they can show it to everyone who is considering taking on an IVA before they sign up. </p>
  60. <p>Claire Hardgrave, Co-Director for Strategy, Policy and Analysis at the Insolvency Service said: </p>

  62. <p>We know that deciding how to deal with unmanageable debts can be a difficult and stressful process for people.   </p>
  63. <p>There are a range of debt solutions available, and they all help give people a fresh start, but it’s really important to understand the detail of what you’re signing up for.  </p>
  64. <p>With this video and our key facts document, we’re aiming to help boost understanding of what IVAs are and what happens when people agree to one.  </p>
  65. <p class="last-child">I am really grateful to regulators and the insolvency profession for all their support, sharing the video with their clients and empowering those struggling with debt to make informed decisions about their finances. IVAs are an important part of the debt-relief landscape. </p>

  67. <p>The video is the latest product of a commitment by the Insolvency Service to support improvements in insolvency practice.  </p>
  68. <p>Recently, the Insolvency Service published a revised Individual Voluntary Arrangement (IVA) protocol to improve the service currently offered to people in debt and safeguard them from poor practice.   </p>
  69. <p>It includes an easy-to-read ‘key facts’ document which will be given to people in debt before they sign up to an IVA.  </p>
  70. <p>The protocol, ‘key-facts’ document, and video, are a direct result of collaboration between the Insolvency Service, regulators, the trade association R3, creditors, Insolvency Practitioners and debt advice organisations. </p>

  99. <p>Hello everyone, it really is a pleasure to be here with you all. </p>
  100. <p>The College is a very important place…</p>
  101. <p>…not just for the whole of Europe, but also, to the much smaller domain of my own private office.</p>
  102. <p>One of my private secretaries &#8211; who is in the audience today &#8211; studied here in 2022. </p>
  103. <p>And when I asked for some advice on the speech, he said the one thing I should make clear…</p>
  104. <p>… is that the best residence is, unquestionably, Oude Zak.</p>
  105. <p>Hopefully that is the only controversial thing I say today. </p>
  106. <p>Of course, he is one of the thousands of students that have studied here since 1949…</p>
  107. <p>…some of whom have become presidents, prime ministers and politicians of all kinds.</p>
  108. <p>This is a place where big ideas are born and discussed. </p>
  109. <p>And is there a more fitting city for them to be raised in? </p>
  110. <p>Bruges is unquestionably one of the finest cities in Europe…</p>
  111. <p>…second only to Cardiff, of course…</p>
  112. <p>…with a history of international trade and cooperation. </p>
  113. <p>It’s a history made very real by its medieval buildings which would have been the site of great commerce.</p>
  114. <p>I believe that this history of partnership and trade is the future of Europe. </p>
  115. <p>But in a world that is trying to split the Continent, that future is not guaranteed. </p>
  116. <p>We must actively choose that future…</p>
  117. <p>…to steer towards stability and security, and avoid fracture, and the weakness it brings. </p>
  118. <p>But this is not a purely intellectual pursuit; the challenges that face us are very real. </p>
  119. <p>A cost-of-living crisis, tariffs and bureaucratic barriers are all making trade more complex. </p>
  120. <p>Security challenges like illegal migration and criminal gangs have a profound impact on our societies. </p>
  121. <p>And Europe is now three and a half years into a war that has seen millions of casualties, so our collective defences have never been more important.</p>
  122. <p>The UK stands alongside the EU in tackling all these challenges.</p>
  123. <p>The UK is committed to a stable Europe by focusing more on increasing trade…</p>
  124. <p>…strengthening our defences…</p>
  125. <p>…and collaborating on our security challenges.</p>
  126. <p>Today, I want to talk about how we are moving away from the ideological separation between the UK and the EU that has dominated the last decade.</p>
  127. <p>And I think the relationship between the UK and this College provides us some useful context for our current position.</p>
  128. <p>Even before the College was founded, the UK supported what Winston Churchill called ‘a United States of Europe’. </p>
  129. <p>In his speech in Zurich in 1946, he thought a council of Europe was the best thing for the “quivering mass of tormented, hungry, careworn and bewildered human beings”…</p>
  130. <p>…who were left throughout the continent after the Second World War. </p>
  131. <p>With this spirit, the UK backed the College’s mission as the ‘laboratory of the European renaissance’…</p>
  132. <p>…dedicated to building across the social, economic and political landscape of the continent. </p>
  133. <p>Indeed, many British politicians and scholars have visited the College – from across the political divides – to help shape the UK’s future relationship with Europe among its future leaders. </p>

  135. <p>The referendum of 1975 secured our position in what became the European Union and the single market. </p>
  136. <p>It was a debate which the then Prime Minister spoke candidly about – without the use of slogans or flash gimmicks. </p>
  137. <p>Harold Wilson wanted the discussion to be a sober one, where the facts were plainly put &#8211; </p>
  138. <p>The Brexit referendum of 2016 couldn’t have been more different in its approach. </p>
  139. <p>[Political content removed]</p>
  140. <p>As a result, I think many were blindsided by the realities of leaving the European Union…</p>
  141. <p>…most obviously in trying to tackle the challenges in Northern Ireland &#8211; which led to ongoing tension in the relationship.</p>
  142. <p>The Windsor Framework went a long way to resolving many of the issues we have experienced. </p>
  143. <p>Although Brexit brought a lot of change, it also showed us questions that had been left unanswered. </p>
  144. <p>Beyond the ideology, what did we want our relationship with Europe to be? </p>
  145. <p>There seemed little desire to move beyond the status quo…</p>
  146. <p>…even though there was clearly lots of opportunity for cooperation which respected the outcome of the referendum. </p>
  147. <p>Could we use the very thing we hold highest – our country’s sovereignty – as a divining rod…</p>
  148. <p>…using it to navigate the future of our relationship with the EU? </p>
  149. <p>This is the question that the Government faced when we were elected. </p>
  150. <p>And our answer was a new relationship, built on pragmatism and the fact. </p>
  151. <p>We campaigned on a platform which sought a more constructive, mutually beneficial relationship with our European partners. </p>
  152. <p>We wanted to move the conversation on from what differentiated us from the EU…</p>
  153. <p>…and talk more about how we could form a closer partnership which respected the will of the British people. </p>
  154. <p>The present: a pragmatic, sovereign Britain </p>
  155. <p>This mission is what has guided the reset of our relationship with the European Union. </p>
  156. <p>Without rejoining the single market, or the customs union, we can still build a valuable relationship with the EU…</p>
  157. <p>…one that genuinely benefits Britain and our European partners.</p>
  158. <p>We are doing away with the status quo, frankly because it just didn’t work as well as it could.</p>
  159. <p>It was the only trade deal that made trade with our biggest trading partner harder…</p>
  160. <p>…it missed opportunities to tackle international crime together…</p>
  161. <p>…and we need a relationship that helps us build on our long-standing defence partnerships.</p>
  162. <p>Righting these wrongs is at the very heart of our negotiations with the European Union. </p>
  163. <p>These will take time…</p>
  164. <p>…but the point is that we are having those conversations out in the open about what a new relationship with Europe could look like.</p>
  165. <p>This is not a race to the bottom on standards; this is about having demonstrable positive results for our citizens. </p>
  166. <p>And we will continue to seek regulatory alignment where it benefits businesses and consumers. </p>
  167. <p>A crucial part of that discussion is about our sovereignty. </p>
  168. <p>The lack of nuance around this has stymied any sort of practical discussion about partnership between the UK and the EU since 2016. </p>
  169. <p>But I could not have been more direct about my approach here: sovereignty does not stop deep cooperation; it should enable it. </p>
  170. <p>Sovereignty is not some delicate fossil…</p>
  171. <p>…it should be a modern tool which helps us to make pragmatic decisions about the future. </p>
  172. <p>All this means some alignment on standards…</p>
  173. <p>…but only where it benefits bilateral trade and provides a better choice for our business leaders and consumers. </p>
  174. <p>It will help UK and EU Agrifood businesses &#8211; those that export and import crops, livestock, fish and much more &#8211; who have been subject to hundreds of pounds worth of export fees and tariffs since the UK left the EU.</p>
  175. <p>It will help create a more energy resilient continent. </p>
  176. <p>By linking the UK and the European energy and carbon markets, we can lower prices for industries and households, making us more resilient to price shocks.</p>
  177. <p>It will help us tackle some of our biggest security challenges &#8211; like hybrid threats, cyber attacks and people smuggling gangs. </p>
  178. <p>You see this already happening with the UK and France…</p>
  179. <p>…working together to help bring those who smuggle people across the English channel to justice.</p>
  180. <p>In this new relationship, pragmatism and reciprocity are the guideposts, not ideology. </p>
  181. <p>We hope that the EU will approach their sovereignty in the same way…</p>
  182. <p>…ensuring that like minded parties with strong social and environmental rules and strong rule of law can cooperate on collective endeavours.</p>
  183. <p>It’s why &#8211; as part of our negotiations &#8211; we are looking at more opportunities which could support both the UK and Europe. </p>
  184. <p>For example, on youth mobility, we believe that giving the opportunity for young people to learn and get experience is vital…</p>
  185. <p>…giving young people across the UK and EU a chance to study, work, live abroad &#8211; build friendships, understanding and creating opportunities. </p>
  186. <p>We see the benefit of that mindset right here, in this College. </p>
  187. <p>And in this very room, there are even British students who have benefitted from the opportunity to travel and study here.</p>
  188. <p>All this I have spoken about is real progress. </p>
  189. <p>But there will be people who see all this progress &#8211; the businesses freed from fares, energy bills becoming more affordable, the greater national security from international cooperation…</p>
  190. <p>…and deride it as simply just an attack on our sovereignty. </p>
  191. <p>They will be guided by an ideology which has caused untold trouble in British life…</p>
  192. <p>…an ideology that has borne bitter fruits. </p>
  193. <p>[Political content removed]</p>
  194. <p>So, let me say this: we have not taken down barriers to co-operation and trade to make people safer and more prosperous… </p>
  195. <p>…only to see them re-imposed by those driven only by narrow ideology in the UK.<br />Our aim is a modern and mutually beneficial relationship with the EU…</p>
  196. <p>…one that delivers real value, that respects the outcome of the referendum.</p>
  197. <p>These negotiations will take time &#8211; but we want there to be a rigorous and achievable timetable in able to legislate and implement the changes. </p>
  198. <p>I think this would provide plenty of opportunities for reflection and discussion in this College. </p>
  199. <p>With the alumni and research programmes available here…</p>
  200. <p>…there would be some remarkable and valuable insight which negotiators would benefit from hearing.</p>
  201. <p>This trade will not only drive prosperity, but it will allow us to drive more money into the things that matter…</p>
  202. <p>…of which, unquestionably, European defences are of the highest priority. </p>
  203. <p>It is clear that Europe needs to stand up to international aggression…</p>
  204. <p>…and that we must find – and fund – new ways of keeping the continent secure. </p>
  205. <p>While it’s right our trade and security measures are negotiated thoroughly…<br />…our new defence partnerships do not have the same luxury of time. </p>
  206. <p>What is happening in Ukraine is abominable…</p>
  207. <p>…the loss of life, the destruction of so many homes and historic landmarks, the constant fear and pressure put on innocent people. </p>
  208. <p>But the Ukrainians are strong-willed and are passionately defending their country.<br />I think that is a great gesture by the College, in order to highlight the atrocities of the European War, to offer this year’s ‘Patronne de Promotion’ to Victoria Amelina, the Ukrainian poet and novelist who was killed in a Russian strike. </p>
  209. <p>She wrote movingly in her posthumously published war journal ‘Looking at Women Looking at War’ about how the conflict had changed her life. </p>
  210. <p>When she finds out about the invasion in February 2022, she is visiting Egypt with her child and, unable to fly into Ukraine, she tries desperately to fly into the Czech Republic. </p>
  211. <p>Then, Europe takes on a wholly new meaning for her.</p>
  212. <p>She writes…</p>
  213. <p>“The term ‘Europe’ will be redefined in the next few days. The world is transforming, and the meaning of words are changing; I feel it, in my inability to pronounce ‘war’, the quietness of my son, and the gaze of the Czech border control officer. I weep not only because we are let in, but because it seems that &#8211; in looking at me &#8211; people have started seeing not me, but war. I am war. We Ukrainians all became a war. Nothing else about us matters now, only it &#8211; the catastrophe that has just begun.”</p>
  214. <p>We see &#8211; every day &#8211; how this catastrophe continues. </p>
  215. <p>The Prime Minister &#8211; alongside other European leaders &#8211; condemned the barbaric attack on Ukraine and the egregious, alongside the unprecedented violation of Polish and Romanian and airspace by Russian drones.</p>
  216. <p>Europe’s inspiring show of unity against Russia shows the severity of the threat we all face. </p>
  217. <p>I know from my own personal experience from meeting defence officials of the Baltic Sea States…</p>
  218. <p>…many with frontline experience on their border with Russia and Ukraine…</p>
  219. <p>…that the threat they feel is not theoretical, it is existential.</p>
  220. <p>In the face of this aggression, the UK stands with Europe in its protection of Ukraine. </p>
  221. <p>Our support is multifaceted &#8211; we are giving everything we have got to this conflict…</p>
  222. <p>…sanctions, diplomatic pressure, humanitarian support and assistance to their armed forces.</p>
  223. <p>Just look at recent events: members of our Royal Family visiting Kyiv to show their support…</p>
  224. <p>…and our Foreign Secretary visiting President Zelenskyy, committing further aid for Ukrainians, alongside new military hardware. </p>
  225. <p>We have also made clear that Ukraine will only prevail with backing from the USA…</p>
  226. <p>…a point which the Prime Minister will be making directly to President Trump during his State Visit this week. </p>
  227. <p>We have been unequivocal about the need to bolster security across the European continent. </p>
  228. <p>The Prime Minister has been clear that we must look at how we safeguard each other – through our alliances; NATO, the Joint Expeditionary Force and through direct country-to-country connections too. </p>
  229. <p>It was a point stressed when he created the ‘Coalition of the Willing’…</p>
  230. <p>…building on our efforts to put pressure on Putin…</p>
  231. <p>…keep military aid flowing to Ukraine and strengthen sanctions on the Russian war machine.</p>
  232. <p>We will always be a NATO-first country &#8211; committing to more collective defence &#8211; where shared priorities of defence are absolute priorities. </p>
  233. <p>And, as part of that, we are  building relationships alongside this commitment in order to keep Europe secure. </p>
  234. <p>Which is why, during the very first UK-EU Summit, we committed to a new Security and Defence Partnership.</p>
  235. <p>It’s a promise to build multilateral defences against common threats &#8211; everything from tackling cyber attacks and violent extremism to increasing our peacebuilding missions and the resilience of our critical infrastructure.</p>
  236. <p>We are living through a generational moment in the history of our continent, and the time to act is now.  </p>
  237. <p>The time for ideological separation is over…</p>
  238. <p>…the time for practical solutions to our shared problems is now. </p>
  239. <p>No more push and pull &#8211; instead, a ruthlessly pragmatic approach. </p>
  240. <p>Working together to overcome trade barriers…</p>
  241. <p>…meet our common security challenges…</p>
  242. <p>…and strengthen our shared defences to stand up to international aggression.</p>
  243. <p>All underpinned by a commitment to find new opportunities for young people in the UK and the EU…</p>
  244. <p>…from a youth experience scheme, offering young people the chance to work, live and study abroad…</p>
  245. <p>…to working towards rejoining the Erasmus Plus Programme. </p>
  246. <p>All of you here have committed yourselves to this idea, a Europe that faces the future with hope and partnership. That is something worth holding onto. </p>
  247. <p>We have seen, throughout the 20th Century, what happens when Europe turns away from collaboration.</p>
  248. <p>I understand you are all visiting Flanders Field tomorrow. </p>
  249. <p>It is an incredibly moving place…</p>
  250. <p>…emblematic of the turmoil and upheaval caused by conflict. </p>
  251. <p>But the choice to leave these hardships in the past…</p>
  252. <p>…and lead Europe into a peaceful future built on partnership rests…</p>
  253. <p>…in all of you.</p>
  254. <p>As John McCrea put it in his poem ‘In Flanders Fields’: “To you, from failing hands we throw The torch; be yours to hold it high.”</p>

  280. <p>Over two million free toothbrushes and tubes of toothpaste have been delivered to children in the most deprived areas of England, thanks to a ground-breaking partnership between the Government and Colgate-Palmolive.</p>
  281. <p>The milestone this month is part of the Government’s Plan for Change to give children the best start in life. It marks the beginning of a five-year collaboration between the Government and Colgate-Palmolive to help children develop positive toothbrushing habits and set them on a path to better oral health. </p>
  282. <p>Up to 600,000 3–5-year-olds in early years settings will benefit from the pioneering scheme which will help to develop good toothbrushing habits this school year.</p>
  283. <p>Health Minister Stephen Kinnock was in Sheffield yesterday visiting Tinsley Primary School to see how the rollout was progressing in the city, where nearly 9,500 children will receive brushing products this year.  </p>
  284. <p>Health Minister Stephen Kinnock said:    </p>

  286. <p class="last-child">It is Dickensian that a third of five-year-olds in the most deprived areas of this country have suffered tooth decay, and that children are most commonly admitted to hospital to get their teeth removed.</p>

  289. <p class="last-child">Our Plan for Change is tackling the country’s shameful health inequalities and rooting out these health issues that can have a lifelong impact on children as we drive forward a major shift in care from treatment to prevention. </p>

  292. <p class="last-child">Our partnership with Colgate-Palmolive will help give children the best start in life by reinforcing good toothbrushing habits, vastly improving dental and oral health.</p>

  294. <p>Education Minister and Minister for Equalities Olivia Bailey said:</p>

  296. <p class="last-child">Giving children the best start in life means giving them the skills and habits that set them up for the future, and that includes something as simple but vital as daily toothbrushing.</p>

  299. <p class="last-child">Through our Plan for Change, we are working across government to make sure tens of thousands more children – a record share – are school-ready at age 5, so they reach the school gate healthy, confident and ready to learn.</p>

  302. <p class="last-child">Alongside delivering important schemes like this one, we have increased access to high-quality early years care for hundreds of thousands of families through the rollout of 30 hours’ government-funded childcare, and through our Best Start in Life strategy we’re going even further to rebuild early years services, recruit more early years teachers and open Best Start Family Hubs in every local authority.</p>

  304. <p>The scheme will reduce the number of decayed teeth in children, which remains the most common reason for a 5–9-year-old child to be admitted to hospital in England – with seventy a day having teeth extracted due to decay.</p>
  305. <p>Through its Plan for Change, the government is tackling health inequalities, like tooth decay in children, as part of its major shift from sickness to prevention. The government is also driving forward action to improve oral health across the country and fundamentally reform the NHS dental sector. </p>
  306. <p>Alongside investment in Best Start Family Hubs – which will act as a one-stop shop for parents seeking support on everything from breastfeeding difficulties and housing issues to children’s early development and language – the government is also taking action to raise the healthiest generation of children and tackle health inequalities by cracking down on junk food advertising, introducing new healthier baby food standards and banning the sales of high-caffeine drinks to under-16s.</p>
  307. <p>Supervised toothbrushing is the government’s first step to improving children’s oral health. There has also been a consultation to expand community water fluoridation to the North-East – which will help improve dental health and tackle long-standing inequalities in the region.</p>
  308. <p>Through an innovative collaboration with Colgate-Palmolive, two million toothbrushes and toothpastes have been delivered, with a total of over 23 million toothbrushes and toothpastes committed over the next five years to support the programme.  </p>
  309. <p>Designed to reduce inequalities in oral health and to make sure every child living in a deprived area has access to evidence-based oral health interventions across the country, the programme is expected to return £3 for every £1 the Government invested, with a potential of over £34 million generated for the investment committed this year over the next 5 years.   </p>
  310. <p>This initiative complements action already underway through the Plan for Change to make family life easier and ease the burden on parents, including the expansion of free school meals to households on Universal Credit, a cap on school uniform costs, and the biggest ever increase in funded childcare.</p>

  326. <p class="last-child">The news of the progress being made in rolling-out the supervised toothbrushing initiatives targeting areas of highest need is welcomed by the British Society of Paediatric Dentistry.  We have been pushing for this for over a decade and had included it in our BSPD Blueprint to policymakers on the steps needed to turn around children’s oral health.</p>

  329. <p class="last-child">It is an evidence-based intervention that gives children a better oral health start in life, as well as saving money for the NHS in the long-term – and it is simple to carry it out in early years settings.  This is a great start, but there is still much to do to reach all the children who need this support.&lt;</p>

  331. <p>Cllr Dr Wendy Taylor, Chair of the Local Government Association’s Health and Wellbeing Committee, said:</p>

  383. <p>The <strong>Sistema Sac Actun Cave </strong>The system on the Yucatán Peninsula is recognized as the world&#8217;s largest and longest underwater system after discovering the two largest interconnected cave systems on the Mexican peninsula. And of course, the first place is ranked on our list of the most beautiful caves in Mexico.</p>
  384. <p>This majestic cave is one of the most important archaeological sites in the world. The cave has more than hundreds of archaeological relics, one of the discoveries to prove the first American arrival on the peninsula, and finds evidence that the fauna in the region is eradicated and relics from the ancient Mayan culture.</p>
  385. <p>This cave has a water level that extends over 345 kilometers. It is generally believed that the water level in this cave has changed more or less over time when it is possible that the amount of water around the peninsula could be used to deliver water during periods with severe drought. There was a period of the end of the ice age when the water level in the cave increased by 91 meters, which caused the cave system to be completely submerged, which left traces of prehistoric animals. However, it is worth mentioning that the cave is completely submerged so that people cannot live here, but remains have been found in a few areas here.</p>
  386. <p>This is really a one-of-a-kind area in the world, where a treasure chest of archaeological artifacts is preserved and is intact in the cave. This is known as a wonder that every visitor cannot ignore when he comes to Mexico.</p>

  429. <p>This two-day virtual conference takes place on the 7th and 8th of October and will offer insights from leading safeguarding experts through keynote speeches, interactive workshops, panel discussions, fireside chats and live Q&amp;A sessions.</p>
  430. <p>Day one explores DBS strategy, emerging technology, and the future of safeguarding practice. Day two focuses on effective information sharing and how better collaboration strengthens safeguarding decisions. </p>
  431. <p>You’ll hear from notable speakers including Jess Phillips, Minister for Safeguarding, Dr Gillian Fairfield, DBS Chairman, and Jeff James, Chief Executive. DBS have also partnered with key organisations in the safeguarding space such as NSPCC Online Taskforce and Ann Craft Trust to deliver sessions around the importance of keeping both children and vulnerable adults safe online.  </p>

  455. <p><span>The  Corporation, in collaboration with leading industry partners and law firm A&amp;O Shearman, has today published a landmark report calling for a bold transformation in the UK’s regulatory culture to unlock economic growth and enhance international competitiveness.</span></p>
  456. <p><span>The report </span><i><span>Regulating for Growth: A Cultural Shift for a Competitive UK</span></i><i><span> </span></i><span>outlines ten practical recommendations to ensure that regulators, government, and industry work together to embed a growth mindset across the UK’s financial services ecosystem.</span></p>
  457. <p style="margin-left:0cm;"><span>Key recommendations include collaboration between HM Treasury and the regulators to promote growth and manage risk, reforming the Financial Ombudsman Service for greater predictability, applying consumer protection rules more proportionately, and reducing cross-border regulatory friction to support global trade. Operational changes are also urged: faster approvals, smarter use of regulatory sandboxes, and a more pragmatic Senior Managers’ Regime to attract and retain top talent.</span></p>
  458. <p style="margin-left:0cm;"><span>It builds on the momentum of the Financial Services and Markets Act 2023, which introduced a secondary objective (*1) for regulators to promote the international competitiveness and growth of the UK economy. The report argues that this objective must be reflected not just in new rulemaking, but also in the approach regulators take to enforcing rules and supervising firms on a daily basis.</span></p>
  459. <p style="margin-left:0cm;"><span>The recommendations come at a critical time. Recently, the House of Lords Financial Services Regulation Committee warned the UK risks ceding ground to more dynamic global financial centres if it fails to align its regulatory culture with its economic ambitions.</span></p>
  460. <p><span>The report’s recommendations fall under three themes:</span></p>
  461. <p><span><strong>Tone from the top</strong></span></p>
  462. <ol>
  463. <li><span>HM Treasury should provide guidance on “growth” and “competitiveness” and the regulators should clearly show how they’re pursuing those objectives, not just focusing on safety and stability.</span></li>
  464. <li><span>The regulators should apply the secondary competitiveness and growth objective (*1) in supervision and enforcement practice, not just when writing new rules.</span></li>
  465. </ol>
  466. <p><span><strong>Core policy reforms</strong></span></p>
  467. <p style="margin-left:35.7pt;"><span>3.    HM Treasury should reform decision-making by the Financial Ombudsman Service, so firms know what to expect and can plan better.</span></p>
  468. <p style="margin-left:35.7pt;"><span>4.    The FCA should apply consumer protection regulation more proportionately, especially in wholesale markets.</span></p>
  469. <p style="margin-left:35.7pt;"><span>5.    The FCA should work with industry to support retail investment, building on the proposals of the Advice Guidance Boundary Review (*2).</span></p>
  470. <p style="margin-left:35.7pt;"><span>6.    HM Treasury should work with the regulators to promote international trade in financial services by collaborating with overseas regulators to reduce regulatory friction, making it easier for financial services firms to do business internationally.</span></p>
  471. <p><span><strong>Day-to-day operations</strong></span></p>
  472. <p style="margin-left:35.7pt;"><span>7.    Regulators should publish clearer, more detailed data on how quickly and efficiently they authorise and approve new firms and activities.</span></p>
  473. <p style="margin-left:35.7pt;"><span>8.    The regulators should adopt a more balanced Senior Managers and Certification Regime (*3) to reduce friction for firms and talent.</span></p>
  474. <p style="margin-left:35.7pt;"><span>9.    The regulators should use regulatory sandboxes more effectively to drive innovation and long-term policy change.</span></p>
  475. <p style="margin-left:35.7pt;"><span>10. The regulators should improve cost-benefit analyses, including identifying hidden costs and impacts on growth that may flow from a policy.</span></p>

Getting listed means the place is properly special, and London’s culinary scene has just received another sparkling endorsement as<strong> four London restaurants</strong> are newly welcomed into the revered Michelin Guide for August 2025.</p>
  519. <h2>Chapel Market Kitchen Oyster Bar &#038; Grill</h2>
  520. <p>Perched amid the hustle of<strong> Angel’s Chapel Market</strong>this pastel-hued oyster bar opened its doors in 2024 and quickly became a magnet for seafood aficionados. The ever-evolving menu, anchored by a robust selection of oysters and a raw bar, draws on produce plucked fresh from nearby market stalls.</p>
  521. <p>Diners can expect Mediterranean small plates, homemade pastas, and expertly grilled meats and fish. Michelin inspectors praised its “impressive wine list with plenty of choice by the glass” and commended the knowledgeable staff for attentive service.</p>
  522. <h2>Duchy</h2>
  523. <p><strong>Chef Simon Shand’s latest venture, Duchy</strong>arrived in <strong>Shoreditch</strong> this May on the site of his former kitchen at Leroy. Inspired by the Duchy of Savoy – a region straddling southwest France and northwest Italy, this neighbourhood gem weaves Basque influences into its seasonal menu.</p>
  524. <p>Standout dishes have included grilled John Dory with mussels, pig’s head croquette, and a barbecued pork chop dressed in bagna cauda. Michelin’s nod confirms Duchy’s place as a rising star in East London’s food world.</p>
  525. <p>On the mezzanine in the <strong>National Gallery’s</strong> revamped Sainsbury Wing sits Locatelli, the London outpost of acclaimed <strong>Chef Giorgio Locatelli</strong>. Breaking the mould of the typical museum café, Locatelli brings an elevated Italian experience.</p>
  526. <p>Visitors are invited to pair artistic masterpieces with artfully crafted dishes – think cappellacci stuffed with fresh peas and signature tiramisu. Downstairs, a sleek bar serves artisanal coffee and maritozzi, making this a destination for both culture and cuisine.</p>

  528. <p>A local favourite in <strong>Battersea</strong>, <strong>Ploussard</strong> rounds out London’s latest Michelin Guide entries with its blend of chic elegance and classic bistro comfort. The restaurant’s blonde-wood interiors evoke vintage Art Deco, setting the stage for plates inspired by French tradition such as old winchester and black garlic croustade or scallop paired with chicken wing, corn, and a silky vin jaune sauce.</p>
  529. <p>Though the wine list is focused rather than exhaustive, inspectors hailed its “brilliant choices,” each designed to elevate the dining experience.</p>
  530. <p>London’s constant evolution on the global food stage is perhaps best reflected in these new entries: a market-fresh oyster bar, a Basque-inspired kitchen, a museum café transformed, and an artful Parisian bistro – all now certified by the world’s foremost restaurant guide.</p>

  589. <p>The achievement follows an in-depth assessment of the agency’s workplace culture. This involved detailed staff engagement and included one-to-one interviews, focus groups, observations of key meetings and people surveys.</p>
  590. <p>Investors in People is the international standard for people management. The wellbeing award is achieved by making an outstanding effort to support each other’s social, physical and psychological wellbeing in the workplace.</p>
  591. <p>Platinum is the highest level of accreditation it’s possible to achieve for the ‘We Invest in Wellbeing’ award.</p>

  630. <p>Working people will benefit from the new publicly-owned company Great British Energy’s investments in clean energy, supporting jobs and growth, as part of the government’s Plan for Change.  </p>
  631. <p>Energy Secretary Ed Miliband has today (Tuesday 16 September) set out his vision for Great British Energy, detailing his expectations for how the UK’s publicly-owned clean power company will deliver on the government’s clean energy superpower mission – that will take back control of Britain’s energy supply to protect billpayers from global fossil fuel price spikes. </p>
  632. <p>Great British Energy is already delivering savings to the British public at a local level, following its investment of around £200 million in solar and renewable energy projects on schools, hospitals and public buildings across the country, with solar panels already starting to cut bills for vital public services.  </p>
  633. <p>Under its objectives, the company will drive clean energy deployment across the whole of the UK, as a developer, investor, and owner of clean energy projects – working in tandem with the private sector, devolved governments, local authorities and community energy groups.  </p>
  634. <p>Throughout this, the company will be required to put working people and communities at the heart of the clean energy transition – by increasing public ownership and community involvement in the development of clean energy projects, and supporting jobs and economic growth across the UK. </p>
  635. <p>The government has also now set a target for Great British Energy to start making returns on its commercial activities as a whole by 2030. This includes a requirement for the company to have a plan for becoming self-financing in place by 2030, with profits reinvested into clean energy projects that will help protect billpayers permanently. </p>
  636. <p>The strategic priorities – agreed by all devolved governments – set a clear vision for how Great British Energy will provide a catalyst for the expansion of the UK’s homegrown, clean energy supply. It follows the passing of the Great British Energy Act in May. </p>
  637. <p>Energy Secretary Ed Miliband said: </p>

  639. <p>It is time to make things and own things in Britain again. That’s why we have set up Great British Energy to be a new national champion and allow us to reap the benefits of Britain’s abundant natural resources. </p>

  642. <p>The government has today confirmed the 3 key areas that the company should focus on to meet these objectives: </p>

  644. <li>investment in and development of nascent and more established technologies and assets required for Clean Power 2030 and beyond</li>
  645. <li>activity in domestic supply chains to build long-term domestic resilience and economic growth</li>
  646. <li>supporting the growth of local and community energy, working alongside government to deliver a Local Power Plan that will help to ensure local people and communities benefit from the clean energy transition</li>

  648. <p>Great British Energy will produce a strategic plan within 6 months, setting out how it will meet the Energy Secretary’s expectations to support the clean power mission and deliver for the British public. </p>
  649. <p>Great British Energy’s <abbr title="chief executive officer">CEO</abbr>, Dan McGrail said: </p>

  651. <p>Work is already underway at Great British Energy to deliver our Strategic Plan, and we welcome the Secretary of State’s recommendations. Most of the clean energy projects in the government’s’ Industrial Strategy will flow through Great British Energy, enabling us to be the green growth engine for the UK.  </p>
  652. <p class="last-child">We are going to invest £1 billion in domestic supply chains, which I expect will unlock billions more in investment and create thousands of jobs. Along with our partners like The National Wealth Fund, The Crown Estate, Great British Energy-Nuclear and many more, we are primed to develop innovative ways to grow new renewable technologies, ensuring our energy is engineered in the UK.</p>

  654. <p>The company will also continue to work closely with the National Wealth Fund and build on key partnerships made over the last year, to support the development of clean energy projects – including with The Crown Estate and Crown Estate Scotland. This has already seen Great British Energy and the government join forces with The Crown Estate and industry to invest £1 billion in offshore wind supply chains, supporting economic growth and skilled well-paid jobs across UK.  </p>

  656. <p>The Great British Energy Act 2025 set a requirement for the government to publish a Statement of Strategic Priorities for Great British Energy within 6 months. </p>
  657. <p>In March, Great British Energy awarded £180 million to fund rooftop solar panels at schools and NHS sites, set to deliver savings of up to £400 million over 30 years. </p>
  658. <p>In July, Great British Energy awarded mayoral authorities across England a share of £10 million in grant funding to roll out clean energy projects for community buildings, including care homes, leisure centres and libraries. The schemes are estimated to produce £35 million of lifetime savings on energy bills, money which can be reinvested in vital services. </p>
  659. <p>The devolved governments are receiving separate funding over £9.3 million from Great British Energy for public sector or community renewable energy schemes.</p>
