113.
Spending money based on volatile revenue estimates is not only foolish but cruel because – as this year proves – it raises expectations that later turn to pixie dust.

 114.

The much-revised 2024-25 state budget that Gov. Gavin Newsom released last week contains hundreds of spending reductions and other actions to close what he says is a $44.9 billion deficit.

 115.
Exactly two years earlier, Newsom boasted as the state enjoyed a $97.5 billion budget surplus, thanks to surging revenues from the post-pandemic economic recovery.

 116.
“No other state in American history has ever experienced a surplus as large as this,” Newsom said as he unveiled a revised $300 billion 2022-23 budget, which was $14 billion higher than his original proposal.

 117.
The budget he signed a month later was even larger, $307 billion, with immense new commitments, including cash payments to poor families and expansions of health care and early childhood education.

 118.
So, one must wonder, how did a $97.5 billion surplus morph into a huge deficitand a budget that is pulling back much of the new spending Newsom and the Legislature had so eagerly approved?

 119.
The new budget takes a stab at answering the question, basically saying that revenues fell well short of projections.

 120.
“Due to the revenue spike from 2019-20 to 2021-22, the budget acts of 2021 and 2022 were based on forecasts that projected substantially greater revenues in the last two fiscal years than occurred,” the budget declares.

 121.
However it doesn’t reveal why those erroneous projections were made in the first place.

 122.
In 2022, Newsom’s budget staff evidently looked at a spike in tax revenue as the state’s economy recovered from the pandemic, mostly due to massive amounts of federal relief funds, and concluded that the cornucopia would continue indefinitely.

 123.
That conclusion – or wishful thinking – led to extrapolating that a $97.5 billion surplus would emerge in 2022-23 and future years. However that number never appears in budget documents and was merely a verbal boast from Newsom.

 124.
A chart in the newly revised 2024-25 budget contains the pertinent numbers of the miscalculations.

 125.
According to the chart, the 2022-23 budget projected that revenues from the state’s three biggest sources – personal and corporate income taxes and sales taxes – would top $200 billion through 2025-26. In fact, however, they have fallen well short of that level every year since, and are now expected to remain far below for the remainder of Newsom’s governorship.

 126.
“The total difference across the four fiscal years is a negative $165.1 billion,” the new budget declares.

 127.
That’s an enormous amount of money that Newsom thought the state would be receiving but didn’t – a phantom surplus that fueled unsustainable spending.

 128.
The administration was also not alone in assuming in 2022 that the state was on the verge of a big increase in budget revenues. The Legislature’s budget analyst, Gabe Petek, largely confirmed Newsom’s rosy 2022 projections, tabbing revenues from income and sales taxes to hit $214 billion by 2023-24, $36 billion more than the current revenues from those taxes.

 174.

Those who crunch numbers in the Department of Finance and Petek’s office are seasoned professionals who, we must assume, honestly believed that California’s treasury would overflow with cash.

 175.
Their error apparently reflected models for revenue forecasts that are outdated, particularly when judging how wealthy Californians fare in taxable earnings on investments – a major but very volatile aspect of the revenue stream.

 176.
Newsom is proposing a couple of budget process changes to adjust for the volatility in addition to the current practice of setting aside rainy-day reserves. He would not spend spike revenues until they are actually in hand, and write budgets that look ahead to future years.

 177.
Those are steps in the right direction. Spending money based on volatile revenue estimates is not only foolish but cruel because – as this year proves – it raises expectations that later turn to pixie dust.

 208.
By DOUG FERGUSON (AP Golf Writer)

 209.
LOUISVILLE, Ky. — The cheers were endless Saturday in the PGA Championship, and when another record day of scoring finally ended at vulnerable Valhalla, so were the possibilities.

 210.
Xander Schauffele and Collin Morikawa were tied for the lead. Shane Lowry thrust his way into the mix with a 62 to tie a major championship record last set just two days earlier. Bryson DeChambeau chipped in for eagle on the last hole to set off a wild celebration.

 211.
And all Scottie Scheffler could do during all this chaos — at least it was inside the ropes this time — was listen to them.

 212.
Scheffler’s remarkable streak of 42 consecutive rounds at par or better finally ended in the second-lowest scoring average for a Saturday at the PGA Championship. He faded early, never quite recovered and shot 73 to finish eight shots back with 23 players ahead of him.

 213.
“Too many mistakes,” Scheffler told CBS. He declined to speak to reporters. “I came out here hoping to have a good round and didn’t get it done.”

 214.
Schauffele, who opened the week with a 62 that felt easy, labored to stay in front and was two shots ahead until a 9-iron came out hot and sailed over the green at the 15th. With water on the other side of the green, he was careful with a chip out of shin-high grass and moved it 10 feet. He chipped on and two-putted for a double bogey, only his second hole over par this week.

 215.
Schauffele bounced back with two closing birdies for a 3-under 68.

 216.
Morikawa briefly took the lead with a 6-foot birdie putt that went 360 degrees around the cup before dropping on the 15th, and he holed a 10-foot birdie on the 18th for a 67 to tie Schauffele. They were at 15-under 198 with plenty of company.

 217.
Sahith Theegala birdied six of his last 10 holes for a 68 and was one shot behind. Another shot back was the trio of Lowry, DeChambeau (67) and Viktor Hovland (66) — a British Open champion, U.S. Open champion and FedEx Cup champion.

 218.
And it didn’t stop there. Fifteen players were separated by five shots.

 219.
“There are a ton of guys who can do it tomorrow,” Morikawa said.

 220.
The shocker was Scheffler not being among them.

 221.
Scheffler was coming off the most heart-racing day of his career that featured an arrest for not following police orders, brief jail time and a 66 to get into contention for a second straight major. But he was never a factor after an early stretch of double bogey-bogey-bogey.

 222.
“I definitely did not feel like myself today,” he said. “Yesterday happened, I did my best to recover from it and come out and compete. This morning was not my usual routine for a round. At the end of the day, I came out hoping to have a good round but I wasn’t able to get it done, which was frustrating.”

 223.
Even at the home of the Kentucky Derby, this final round could be tough to handicap.

 224.
Lowry’s magnificent performance — he made 161 feet worth of putts — ended with a wedge to just inside 12 feet and a clear shot at 61, only to not give the putt enough pace.

 225.
“Probably the most disappointed anyone can ever be shooting 62,” Lowry said. “Look, I went out there with a job to do today, and my job was to try to get myself back in the tournament. And I definitely did that.”

 226.
DeChambeau had only three birdies and didn’t get much out of his round until he chipped in for his eagle, a moment so loud it was hard to tell if he or the thousands of fans were more excited. He said he hasn’t felt that kind of energy since his 58 to win LIV Golf Greenbrier last year.

 227.
“Exhilarating,” he said. “That was pretty exciting there. I was pretty pumped. I’ve got a good chance. I’m not executing to the level that I know I can, but playing well enough to give myself a chance, obviously.”

 228.
Justin Rose (64) was three shots back. The group five behind at 10-under 203 included Justin Thomas, the Louisville native who felt chills on a steamy day of sunshine when he hacked out of the weeds, down to the green and into the cup on the par-3 14th for a most unlikely birdie. He shot 67.

 229.
That’s 15 players at 10 under or better, the most through 54 holes in major championship history. The previous record was seven players, most recently at St. Andrews in 2022.

 230.
The scoring average for the third round was 69.55, a fraction behind the record for the PGA Championship set at Bellerive in 2018.

 277.
This was the day to go low just to stay in the hunt. Scheffler, using fill-in caddie with regular looper Ted Scott attending his daughter’s high school graduation in Louisiana, was in trouble from the start — a double bogey on No. 2 from mangled rough, a tee shot into a hazard left of the reachable par-4 fourth hole.

 278.
He was 4 over through four holes, and on three occasions he followed a birdie with a bogey. It was his highest score since a 73 in the third round of the Tour Championship last August.

 279.
Now the focus turns to Schauffele, the Olympic gold medalist from the Tokyo Games in 2021 who is trying to bag a silver prize — the heavy Wanamaker Trophy — for his first major. Schauffele has been leading or tied in six of his last seven rounds.

 280.
The exception was losing a 54-hole lead last week to Rory McIlroy’s closing 65 at Quail Hollow.

 281.
“I just need to stay in my lane, and hopefully it’s enough,” Schauffele said.

 282.
Morikawa already had two majors at age 24 and is slowly working his way back to that smooth, repeatable swing. He had one early wobble missing a 4-foot par putt on the second hole, and that was really his only big mistake.

 283.
There was no shortage of candidates to claim the second major of the year. It was crowded at the top, just like it was at Harding Park in 2020, when a dozen players were separated by three shots going into the final round. Morikawa emerged with his first major.

 284.
“Look, I’ve played against all these guys. It’s not like any of these guys are new,” Morikawa said. “They all have their accolades within themselves, and really anyone can go low.”

 302.

Sydney Leroux scored for Angel City (3-5-1) in the 4-2 loss to the Washington Spirit on Saturday night.

 303.
ACFC was without veteran defender Sarah Gorden after she was hurt early in the game.

 304.
Trinity Rodman lead the Washington Spirit with two goals in the first half.

 305.
All six goals came in the first half at Washington D.C.’s Audi Field, matching a league record for most goals in the opening half. Casey Krueger and Ouleymata Sarr also scored for the Spirit (7-3-0).

 306.
Angel City goalkeeper DiDi Haracic stopped Rodman’s blast in the fourth minute but Rodman broke through in the ninth off a cross from Sarr to give the Spirit the early lead.

 307.
Angel City pulled even on an own goal when Annaig Butel muffed a clearance, then went up 2-1 on Leroux’s header off Claire Emslie’s cross in the 23rd.

 308.
Krueger sent a long ball toward a waiting Croix Bethune, who slipped. But Rodman picked it up with a touch for control before a left-footed shot into the net to tie it again.

 309.
Krueger pulled the Spirit ahead in the 34th after Haracic fought off a barrage of shots and Sarr added another some two minutes later to make it 4-2.

 310.
There were 13,432 fans at the game.

 446.
LAKE ELSINORE – In the bottom of the eighth inning with two outs, the game tied and teammate Isaiah Kapur on second base, Beckman’s Jagger Snitko hit a line drive to right field.

 447.
Snitko rounded first base and took a look toward home plate to see Kapur trying to score.

 448.
“I thought he was out,” Snitko said. “But he put a good slide on it.”

 449.
That good slide, a sprawling headfirst effort, got Kapur’s left hand across the plate to give Beckman a 2-1 win over St. John Bosco in the CIF Southern Section Division 3 baseball championship game Saturday at Lake Elsinore Diamond Stadium.

 467.
It is Beckman’s second CIF-SS baseball championship. The previous one came in 2011.

 468.
Beckman coach Kevin Lavalle coached that 2011 team. He now has coached as many championship teams as his father Hi Lavalle, who coached Dominguez and Canyon to CIF-SS baseball championships.

 469.
Lavalle said the Patriots have decided to not play in the CIF Southern California Regional playoffs that begin May 28. Teams that advanced to the CIF-SS semifinals can play in the regional.

 470.
St. John Bosco (20-11) scored its run in the top of the second inning. Beckman (25-6-1) scored in the bottom of the third.

 471.
The score remained 1-1 until the bottom of the eighth.

 472.
The inning started with the Patriots’ Ken Tomitaka getting hit by a pitch. Zach Ireland’s sacrifice bunt moved Tomitaka to second base and Kapur was intentionally walked.

 473.
Jack Terry hit a ground ball to St. John Bosco third baseman Owen Stelzer, who stepped on third base for the force out on Tomitaka, the inning’s second out, and Kapur took second base.

 474.
Snitko followed with his opposite-field liner to right.

 475.
“I took a deep breath before stepping into the box,” Snitko said. “Everything cleared. And it was just me and my head.

 476.
“And I just got a pitch to hit on the outside and drove it through the 3-4 hole (between first and second base).”

 477.
Braves right fielder Macade Maxwell made, as Lavalle expected, a powerful throw to the plate. Maxwell had thrown out Terry at third base in the third inning.

 478.
Patriots third base coach Doug Ireland waved home Kapur, and the slide could not have been better.

 479.
“Their right fielder has a cannon,” Lavalle said. “But you’ve got to send (Kapur) in that situation.”

 480.
Ireland, a senior right-hander who went into the game with a 7-2 record and 0.69 ERA, said he was not in top form Saturday. But Ireland, who signed with UC Davis, certainly was effective.

 481.
He pitched seven innings, gave up an unearned run on two hits and struck out five with three walks. Senior lefty Rex Jarcy pitched the scoreless eighth inning for Beckman.

 482.
Noah Perez drove in Micah Taguiam for the Braves’ run in the second inning. Tomitka scored on a throwing error in the third.

 550.
University’s boys tennis team took a major step Saturday toward becoming the first state champion.

 552.
The Trojans advanced to play California of San Ramon in the inaugural state final May 25 at Fresno Pacific University in Fresno at 10 a.m.

 555.
The Trojans added two points at doubles from the teams of Langston Walter-Wo and Humam Alajeely, and Cedric Lichtsteiner-Joseph Chan.

 556.
Torrey Pines won San Diego’s Open Division champion title.

 557.
University finished the tournament 3-0 with victories against Corona del Mar (5-2) and Clovis East (7-0) on Friday.

 558.
California captured the Northern regional with a 6-1 victory against Homestead of Cupertino on Saturday. California claimed the North Coast Section title as the No. 1 seed.

 559.
In the fall, Mater Dei won the inaugural girls state title.

 644.
LOS ANGELES — Admitting that he was running out of patience in a not-so-long wait to become a dominating pitcher again, it turns out that was actually Walker Buehler’s competitive side returning to the forefront again.

 645.
Buehler went six scoreless innings in his third start since returning from a nearly two-year absence after elbow surgery and his first since saying last week that the “happy-to-be-here thing” had about run its course.

 646.
“Yeah, it was finally fun again,” Buehler said. “It was good. It was good to put one together.”

 647.
The Dodgers 4-0 victory over the Cincinnati Reds gave Buehler his first win since two years ago this week. More importantly, it announced that he is ready to take charge after a two-game feeling out process upon his return.

 648.
“To get back to 2019 or 2020 Walker, it’s a process,” Dodgers manager Dave Roberts said before the game, addressing Buehler’s desire to improve. “I think he understands that but as a competitor, you expect the best out of yourself every time you take the mound.”

 649.
It wasn’t as if Buehler had much margin for error Saturday. The Dodgers were held scoreless over the first three innings and put together two runs in the fourth on an RBI single from Andy Pages and a run-scoring ground out from Gavin Lux.

 650.
Disaster nearly ensued with Buehler on the mound in the fifth inning when the Reds’ Jake Fraley drilled a one-out line drive to left-center field only for left fielder Miguel Vargas to cut off Pages in center, with the ball falling to the ground for a gift triple. The young outfielders narrowly avoided a violent collision.

 651.
“It’s just more of Andy taking charge out there and you’re in a bigger ballpark and there’s some more noise so just kind of making sure he’s more vocal with his voice,” Roberts said. “So that’ll get cleaned up.”

 652.
Buehler rode to the rescue as he escaped the jam by retiring Jeimer Candelario on a pop out and ended the threat by getting Jonathan India on a ground out to second base.

 653.
“That’s kind of the stuff I play for; we all talk about when you get that thing,” Buehler said. “Every time that I can do that and be successful is such a big thing, being out as long as I was. I don’t want to say that it’s kind of back to business as usual or whatnot, but I definitely feel a lot more settled in terms of where I’m at.”

 654.
The Dodgers immediately added their third run of the game in the bottom of the fifth when Miguel Rojas doubled with one out and Freddie Freeman lined a two-out RBI single to center field. Teoscar Hernandez added an RBI single in the eighth.

 655.
Buehler closed out his longest outing of the season so far when he struck out Elly De La Cruz and Mike Ford to end the top of the sixth inning. He finished with a season-high 78 pitches, but that was just one more than his 77 in each of his first two appearances.

 656.
“I can’t say enough about him,” Freeman said. “I mean, whatever happens it’s awesome for us no matter what, (and) for someone who’s gone through injuries like that. Whatever happens (success wise) down the road, so be it, but if we can get a healthy Walker that’s huge for us.”

 657.
Buehler’s seven strikeouts were one more than his first two outings combined and he didn’t allow a walk. He hit as high as 97.1 mph on the radar gun with a third-inning pitch and sat consistently in the 94-95 mph range.

 658.
The key for Buehler was listening to advice from multiple members of the coaching staff to change his foot positioning on the pitching rubber.

 659.
“I was telling my wife that I finally have to start listening to people, not just doing whatever I want all the time, so that’s been an interesting transition for me,” Buehler said. “But I kind of heard some people out and it went better so unfortunately I’m gonna have to keep listening to everybody.”

 660.
The bullpen took over from there as Michael Grove and Daniel Hudson each pitched a perfect inning and J.P Feyereisen finished off a stretch of 11 consecutive outs to end the game.

 661.
Feyereisen earned his second save, with three different Dodgers pitchers earning saves since Evan Phillips went on the injured list May 5 with a hamstring strain.

 662.
“I mean we’re all gonna have our games here and there where we don’t play well, but we know how good we are as a team,” Freeman said. “And the pitching has been really, really good all season long.”

 680.
Pacifica thrower Zach Lewis was among the county’s double qualifiers at Saturday's Masters Meet, and the next stop is the CIF State Championships in Clovis on May 24-25.

 681.

Most of Orange County’s track and field athletes who competed in the CIF-SS Masters Meet at Moorpark High School on Saturday knew there wasn’t much room for error if they were to advance to next week’s CIF State meet.

 682.
The majority responded with top marks and a few qualified for the state meet in more than one event.

 683.
The top six placers in each event qualified for the CIF State Championships in Clovis on May 24-25.

 684.
Pacifica thrower Zach Lewis was among the county’s double qualifiers, finishing first in the discus with a throw of 180 feet and first in the shot put with a mark of 62 feet, .5 inches.

 685.
Newport Harbor’s Keaton Robar is capping off her fine season with a trip to the state meet after winning the 800 meters in a personal-best time of 2 minutes, 7.01 seconds.

 686.
JSerra’s Georgia Jenneret finished third in 2:10.5 and Corona del Mar’s Melisse Djomby Enyawe and Paige Scheer of Dana Hills were fifth and sixth, respectively.

 687.
Ventura’s Saddie Englehardt, the defending state champions in the 1,600, pushed a fast pace in the event Saturday, winning in 4:45.05

 688.
Dana Hills junior Annie Ivarsson finished third in 4:47.21 and JSerra junior Anne Elise Packard crossed the line in 4:49.12, to finish fourth.

 689.
Englehardt’s fast pace helped Ivarrson and Packard establish new PRs, shattering their previous marks.

 690.
After winning the Division 2 1,600 and 3,200 at the CIF-SS finals last week, Dana Hills’ Evan Noonan, who owns the state’s fastest time in the 1,600 this season (4:4.02), opted to run only the 3,200 at the Masters Meet.

 691.
Noonan needed all of his energy in the 3,200 as he was challenged throughout the race by Millikan’s Jason Parra, who led much of the way.

 692.
Noonan pulled ahead in the final lap and finished first in 8:54.56, slightly more than a second ahead of Parra.

 693.
In the boys 1,600, Beckman’s Izban Felix won in 4:09.78 and San Clemente’s Brett Ephraim qualified for the state meet by finishing sixth in 4:11.74.

 694.
Ephraim came back later in the meet to run a leg of the Tritons’ 4×800 relay team that finished second. The Tritons’ foursome consisted of Ephraim, Jackson Brownell, Taj Clark Pierce and Clark Brett.

 695.
Three of the six state qualifiers in the high jump were from Orange County.

 696.
Isis Salazar of Ocean View and Julia Taven of Brea Olinda finished in a tie for second (5-6) and Newport Harbor sophomore Natalie McCarty and Amia Witt of Notre Dame of Sherman Oaks finished in a fourth-place tie (5-4).

 697.
Devon Brag of Los Alamitos will race in the 100 and 200 at Clovis after finishing third in the 100 (10.47) and fourth in the 200 (21.28).

 698.
Edison’s Alexa Sheldon advanced to the state finals for the shot put and discus after finishing fourth and fifth, respectively, in those events.

 699.
Huntington Beach freshman Sydney Rubion has quietly but consistently proven herself as one of Southern California’s top distance runners.

 700.
Rubio finished third in the girls 3,200 (10:20.89), behind Santiago of Corona junior standout Rylee Blade, who won the race, and South Pasadena junior Abigail Errington, who took second.

 701.
Rubio finished second to Blade in the Division 1 final 3,200 and was a standout cross country runner for the Oilers in the fall.

 702.
Joining Rubio in Clovis for the 3,200 will be JSerra sophomore Summer Wilson and Aliso Niguel senior Olivia Foody, who were fifth and sixth, respectively.

 703.
Trabuco Hills’ Holly Barker finished seventh.

 704.
Villa Park’s Blythe Dahl won the boys triple jump with a jump of 46-8.50.

 782.
ARLINGTON, Texas — The Angels came up with clutch pitches and defensive plays, but no clutch hits.

 783.
The Angels were hitless in 18 at-bats with runners in scoring position in their 3-2, 13-inning loss to the Texas Rangers on Saturday, wasting a strong start from Patrick Sandoval.

 784.
Right-hander Carson Fulmer, working his second inning of the night, hit Nathaniel Lowe with a pitch with the bases loaded to push home the winning run.

 785.
The only runs the Angels managed were solo homers from Taylor Ward and Jo Adell, who hit a tie-breaking homer in the seventh.

 786.
“It’s very frustrating,” said Zach Neto, who struck out to strand runners in scoring position in the ninth and 12th innings. “I gotta be better myself. I had opportunities but just didn’t come through. It’s the game of baseball.”

 787.
Neto was responsible for one of the Angels’ 11 hitless opportunities with the automatic runner aboard in extra innings. Their 18 hitless at-bats with runners in scoring position was their most since 1997.

 788.
“If we get this opportunity again next time, I feel like we’ll have a better understanding of how to handle it,” Neto said. “Hopefully I can do better myself with runners in scoring position, but it’s a learning experience.”

 789.
At least the Angels could take some solace in the fact that their pitching and defense were both good enough to win on most nights.

 790.
In the 10th, Adell threw out Josh Smith at the plate to preserve the tie.

 791.
“That was awesome,” manager Ron Washington said. “That was a beautiful throw that Adell made.”

 792.
In the 12th, second baseman Luis Guillorme made a nice snag of a line drive for the first out. He then fielded a sharp grounder to start an inning-ending double play. Third baseman Luis Rengifo made a diving catch of a line drive with the winning run at third in the 13th, just before the winning run.

 793.
Earlier in the game, first baseman Nolan Schanuel had a defensive gem when he ran far into foul territory to make an over-the-shoulder catch of a popup.

 794.
On the mound, Sandoval gave up one run in six innings, continuing to show progress after a rough start to his season. He now has a 3.03 ERA over his last five starts.

 795.
One of the keys throughout Sandoval’s run of improvement has been an emphasis on his slider and changeup, and he threw both pitches effectively against the Rangers.

 796.
The Rangers whiffed on nine of 19 swings against Sandoval’s changeup. The only run he allowed came on an Adolis García homer on a Sandoval changeup in the sixth, though.

 797.
“I’m finally pitching the way I want to pitch, throwing the way I know is effective for me,” Sandoval said.

 798.
Washington said Sandoval’s changeup and slider have been keys, and he even had better command with his fastball on Saturday.

 799.
“I just wish we could have gotten some runs on the board for him,” Washington said. “He deserved a better fate.”

 800.
The Angels still had a 2-1 lead when the bullpen took over in the seventh. The Rangers tied the game with a run on a sacrifice fly against Luis Garcia in the eighth.

 801.
“G was mad at himself for giving up that one run,” Washington said, “but one run in a ballgame is hard to hang on to. All kinds of freaky stuff can happen.”

 802.
Neither team was able to mount any sort of sustained offense, so it wasn’t surprising the way the game ended. Washington had intentionally walked Corey Seager to load the bases for Lowe just before he was hit on the shin by a pitch.

 803.
Washington said it was a “very easy” decision to walk Seager. He had done the same thing, but with only a runner at second, in the 11th inning.

 804.
“I wasn’t going to let Seager beat us,” Washington said.

 805.
He couldn’t keep the Rangers from eventually winning anyway, though.

 806.
“One of those nights,” Washington said. “We just didn’t get it done. That’s all. We had more opportunities than them. That’s for sure. We just didn’t get it done. It’s tough when you go that far and have that many opportunities and don’t cash them in.”
