96.
97.
According to 11 Alive’s Doug Richards, Kemp’s Office of Planning and Budget imposed several requirements on the companies he hand-picked to submit proposals, including:

98.
99.
100.
101.

102.
Ensuring the program’s launch by September 15, 2022

107.

108.
109.
110.
111.
“Governor Kemp decided when and how to distribute $1.2 billion taxpayer dollars based on what would be best for his re-election campaign and the only way to get it done before voting began was to handpick the company with the least experience,” said DPG Executive Director Tolulope Kevin Olasanoye. “It’s clear this ongoing scandal demands the full, thorough, and immediate investigation that his ally Attorney General Chris Carr refuses to conduct.”

112.
113.
114.
115.
Connecticut-based Rellevate — a gift card company with clients such as Crocs, Dunkin Donuts, and Subway — was the only bidder who could meet Kemp’s two requirements. They were awarded the contract over two other vendors, Conduent and Stralto, despite those vendors having extensive experience processing government benefit payments as well as robust security and fraud prevention protocols.

116.
117.
118.
119.
From the moment the program launched, recipients complained of fraud. According to the Atlanta Journal-Constitution, “some people said the accounts where the money was stored were emptied before they could access them, and others had trouble spending the money at all.”

249.
250.
251.
252.
Today, a shocking new study reported by the Atlanta Journal-Constitution found that more than 300,000 Georgia children have been dropped from their Medicaid coverage on Gov. Brian Kemp’s watch – landing Georgia in the top three worst states in the country for child disenrollment.

253.
254.
255.
256.
Gov. Kemp’s mismanagement of state agencies emerged as a major driver of disenrollments, with experts citing outdated technology, a buggy website, closed offices, and difficulty reaching caseworkers by phone.

257.
258.
259.
260.
The report comes on the heels of Governor Kemp declaring that he is “in the ‘no camp” on full Medicaid expansion in 2025. In response to both the report and criticism of his failed “Pathways to Coverage” program, Kemp has tried to claim credit for Georgians who enrolled in insurance plans through the ACA Marketplace thanks to subsidies under President Biden.

261.
262.
263.
264.
“Brian Kemp has utterly failed the 300,000 Georgia kids who can no longer go to the doctor when they’re sick,” said DPG spokesperson Alex Yerkey. “Children are suffering and the governor’s response is to take credit for a Biden administration program he loudly and stubbornly opposes.”

277.
Georgia dropped more than 300,000 children from the Medicaid and PeachCare for Kids health insurance program, with one of the worst child disenrollment rates in the nation, according to a new study from Georgetown University. The study authors fear the majority of them are now uninsured and might decide they cannot afford health care as a result.

278.
279.
280.
281.
Georgia’s number of children kicked off Medicaid was bigger by December than the entire population of Augusta or Columbus. Georgia disenrolled far more children than California, a state that started with more than double the child Medicaid enrollment of Georgia, the report found.

282.
283.
284.
285.
The Atlanta-Journal-Constitution’s reporting has also found Gateway to be an obstacle for some individual patients, especially those with only cellphones for a computer. Glitches in the Gateway mobile computer interface gave misleading information on patients’ accounts, for example.

286.
287.
288.
289.
AJC reporting also found that enrollees were told to seek help at the Medicaid office, only to find it closed, or that caseworkers work remotely. Enrollees have recounted rarely being able to get through to caseworkers by phone.

290.
291.
292.
293.
The study authors say there are measures that states still can take. But Texas, Georgia and Florida, the report said, are among states that “have prioritized the hasty disenrollment of adults and children, despite projections that many still remain eligible.”

303.
Democratic leaders of the Georgia Senate on Thursday lambasted Gov. Brian Kemp for his decision not to fully expand Medicaid to poor Georgia adults.

304.
305.
306.
307.
Their remarks, in a press conference held in front of a shuttered hospital, come after Kemp last month told The Atlanta Journal-Constitution’s “Politically Georgia” that not only did he oppose expanding Medicaid in the recent legislative session, but he was “in the no camp” for full Medicaid expansion in 2025 as well.

308.
309.
310.
311.
“This political gamesmanship and obstinance has horrific real world consequences for the hundreds of thousands of Georgians who remain uninsured and unable to access quality, affordable health care,” said Sen. Elena Parent, D-Atlanta, chairwoman of the Senate Democratic caucus.

312.
313.
314.
315.
The Democrats also challenged statistics that Kemp laid out to defend his position, saying that they were false.

316.
317.
318.
319.
Estimates vary, but perhaps 290,000 Georgia adults remain uninsured because Georgia has not expanded Medicaid under the Affordable Care Act — also known as Obamacare — to cover all its poor. Instead, Kemp devised a tailored solution that he forecasted would insure 90,000 Georgians. However, only 4,000 have enrolled since the program launched last July.

437.
Today, Georgia Democrats held a press conference responding to Governor Kemp’s recent comments that he is “in the no camp” on Medicaid expansion, now and in the future.

Outside the shuttered AMC Wellstar hospital building in Atlanta – one of six hospitals that has closed on Governor Kemp’s watch – Senate Minority Leader Gloria Butler and Senate Democratic Caucus Chair Elena Parent outlined how Governor Kemp’s extreme position on Medicaid can only be explained by putting his personal political agenda ahead of the needs of the people he was elected to serve. They reiterated that expanding Medicaid has broad popular support, would cover tens of thousands more Georgians at lower taxpayer cost than Kemp’s failed “Pathways to Coverage” program, and would help create 56,000 jobs each year.

442.
443.
444.
“While the governor claims to put Georgians first, all I’ve seen is Brian Kemp first,” said Senate Minority Leader Gloria Butler. “The governor has slashed our state’s government funding and services so he can brag about his big surplus. He’s denied our people health insurance and economic growth – and bragged about it – because Brian Kemp doesn’t like that idea. He believes the legislature ‘crosses the line’ when it considers legislation that he doesn’t like. This state can’t afford to keep following the Brian Kemp First plan. We must put Georgians first and we need to do it immediately.”

445.
446.
447.
448.
“[Kemp] says that Georgia will not expand Medicaid on his watch – no matter what the people, the legislature, or our health care providers think. He’s a no now, he’s a no for the future. But last time I checked, Kemp was not elected king of Georgia. The public demand to expand Medicaid is increasing, and many of our Republican colleagues and both the House and the Senate are admitting the urgent need to get this done and they are getting on board,” said Senator Elena Parent, Chair of the Senate Democratic Caucus. “The governor has a choice in 2025. He can join the reasonable minds on both sides of the aisle who are trying to do what’s best for Georgia, or he can cement his legacy as the lone force standing in the way.”

471.
On Monday, Governor Kemp signed SB 362 — a direct attack on workers, organized labor, and businesses. In a violation of the 1935 National Labor Relations Act, the bill disqualifies any business that voluntarily recognizes a labor union in their workplace from receiving state economic incentives. The new law is certain to spawn a lawsuit that some speculate “will cost Georgia taxpayers millions of dollars and the state will lose.”

472.
473.
474.
475.
“Governor Kemp loves to complain about government picking winners and losers … except when he does it to attack Georgia workers and the unions that represent them,” said DPG spokesperson Dave Hoffman. “Governor Kemp should follow his own advice and ‘do his damn job’ rather than continuing to sign bad laws that waste money and won’t help Georgians just to pay back his political donors.”

476.
477.
478.
479.
The state denying economic incentives could have major consequences to a company’s bottom line, particularly in a state as reliant on such incentives as Georgia. While companies can choose to forego state assistance and voluntarily allow workers to form a union, the potential funding loss can have an outsized impact on their decision-making process, discouraging planned investments and job creation.

480.
481.
482.
483.
Monday’s bill signing marks the second shot Governor Kemp has taken at Georgia workers in as many weeks. Last week, Kemp signed onto a joint statement with five other Southern Republican governors that threatened job losses should employees at the Volkswagen plant in Chattanooga, TN, vote to form a union. Workers seeking better workplace representation, increased negotiating power, and improved benefits won with 73% of the vote.
