The opening was that most of these sites were distributed before the allocation of land for construction was approved - transfer from the non-resident to the housing unit. This process in Germany is a hell of a time-consuming process. The only option is to meet people from the local government. Well, it's not corruption, but something else. The probability of taking money is almost zero, but... it's definitely gonna look at your job, your income, where and who you work, your connections and your possibilities.
