(KELO) -- Members of Gov. Larry Rhoden's <a href="https://boardsandcommissions.sd.gov/boardmembers.aspx?BoardID=11772">Project Prison Reset task force</a> have ruled out various sites for a new men's prison, including the Lincoln County site where work had already begun.</p> <p>The group instead now wants proposals for 1,500 to 1,700 men's beds, capped at $600 million for everything, including furnishings and possibly land, at or near the current state Department of Corrections sites in Sioux Falls and Springfield, as well as at possible new locations in Mitchell and Worthing.</p> <div class="nlp-ignore-block article-content rich-text"><aside class="promo-link"> <a href="https://www.keloland.com/keloland-com-original/prison-consultant-does-q-and-a-on-tuesday/?ipid=promo-link-block1" class="promo-link__link" target="_blank" > Prison consultant does Q and A on Tuesday </a></aside></div> <p>The task force made those decisions in a meeting Tuesday that started at 10:30 a.m. and adjourned at 6:59 p.m. The proposals from the Office of State Engineer and the Lincoln County site's contractor, JE Dunn Construction, are to be delivered in time for the task force's next meeting on July 8, when its members are supposed to decide on a final recommendation.</p> <p>Gov. Rhoden has been planning to call a special legislative session on July 22 for state lawmakers to consider the recommendation. Whether that can still happen no longer is clear. Several times on Tuesday, Republican Rep. <a href="https://sdlegislature.gov/Legislators/Profile/4616/Detail">Greg Jamison</a> asked whether the governor's timeline can be met, and the task force's chair, Lt. Gov. Tony Venhuizen, put off answering him.</p> <p>A JE Dunn official guaranteed that new proposals would be delivered for July 8 but he acknowledged they might lack detail. “It’s a tall order, no doubt,” Vance McMillen said.</p> <p>Republican Sen. <a href="https://sdlegislature.gov/Legislators/Profile/4624/Detail">Steve Kolbeck</a> asked whether the new proposals could include things such as steel cells fabricated by Trussbilt in Huron. “You’re going to solve the problem now, but you’re kicking the can,” McMillen answered, saying that legislators would have a repeat of the current overcrowding problems in 40 years.</p> <p>The $600 million ceiling is less than the $825 guaranteed maximum price that JE Dunn Construction and Henry Carlson Construction had given in a joint proposal for the Lincoln County site. Their offer was the only one received. The project was designed to last 100 years, but it was derailed during the 2025 legislative session when the House of Representatives refused to authorize spending for it.</p> <p>Former Gov. Kristi Noem's administration had planned for several years to build a replacement for the outdated and overcrowded State Penitentiary in Sioux Falls, and the Legislature established an incarceration replacement account to fund it. A 320-acre plot of farm ground in Lincoln County appraised at $7,910,000 was purchased from the state Office of School and Public Lands. A group of local landowners opposed to the plan quickly formed and tried various ways to block it.</p> <p>In January, Noem resigned as governor to become the new federal Homeland Security secretary and Lt. Gov. Rhoden automatically became governor. Days after that, the House refused to authorize the funding. Rather than try again, Rhoden issued the executive order establishing the task force.</p> <p>JE Dunn's McMillen said on Tuesday that a 100-year approach was now out the door, given the task force's decision to see what can be done on a $600 million budget. He said the proposals would instead be designed for 50 years.</p> <p>Mitchell remains in the running despite its location 70 miles west of Sioux Falls. pool at Kuehn Park, $47 million to construct an indoor recreation and aquatics facility at Frank Olson Park, and $3 million to complete Day 2 improvements at Westside Rec Center.</p> <p>The council is set to host another informational meeting on July 22, 2025, once the schematic designs cross 85% before approving the resolution design on August 5, 2025. </p> <p>The project is expected to be bid for construction in January of 2027 and for construction to take place between spring 2027 and spring 2029 before opening in summer of 2029.</p> <p>Below is a visualization of what the facility would look swiper-pagination-white"></div></div></div> <p>Kearney says the project includes a 15,000-square-foot athletics space which can be used for a variety of sports such as pickleball, volleyball, and basketball, as well as an indoor track . The center will also contain two pools, a six lane lap pool and a heated activity pool.</p> <p>The building will also contain exercise areas, indoor play areas, and multi-purpose rooms.</p> <p>"Certainly fitness is an important component because it's the number one request for the second time in five years when we've polled our community," Kearney said. "That's what people say they want us to invest in, that's their priority and it's the number one priority again from the community's perspective and so in order for us to be able to address that need, really feel like there needs to be some level of a component in this facility to be able to accommodate that."</p> <p>City Councilor Curt Soehl said the fitness aspect of the rec center is something that could present an issue regarding the bond ordinance.</p> <p>"The bond ordinance that we approved for this specifically excluded, intentionally excluded fitness. I don't know if everybody understands that that was an intentional by the council to exclude fitness for this facility," Soehl said. "So if fitness is included, you're in violation of what we've already passed in the bond. I would say the majority went to Minnesota.”</p> <p>McKenzie lives in Harrisburg, but commutes to work in Sioux Falls and takes Minnesota Avenue. He can typically get to town by 8 a.m. with a 20-30 minute commute. </p> <p>During his drive home on Monday night, McKenzie snapped a photo of the traffic backed up from 57th street to the Interstate 229 exit at around 5 p.m. </p> <p>“I had not seen anything like that before,” he said of the traffic in the area. “I mean, I've seen traffic on the hill going up on Minnesota before, but nothing like that, where it was backed all the way up to 229 and the left turn lane was backed all the way up to 229 as well.”</p> <p>His drive home took over 45 minutes on Monday night. </p> <p>Hoftiezer is encouraging people to explore alternative routes or prepare for a longer commute. One of the biggest ways to beat the traffic, Hoftiezer added, is to leave at non-peak commuting times, if possible. Heaviest traffic is at 7:30-8 a.m. and again from 4:30-6 p.m.</p> <p>“If you can go earlier or later than the typical commute times, that can be huge,” he said. </p> <p>With the increased amount of traffic on Minnesota Avenue, the engineers made a change to the green lights along the busy road. </p> <p>“Basically, you're seeing about a 40-second guaranteed green increase to about a 70-second guaranteed green,” Hoftiezer explained. </p> <p>Heavy traffic is expected to remain throughout the summer. A portion of Cliff Avenue is closed down right now, which is adding to the congestion on Minnesota. "We're really happy to see it." </p> <p>The <a href="https://sdlegislature.gov/Legislators/Profile/4611/Detail"><strong>39-year-old lawyer</strong></a>, who formally announced his candidacy in late April, says voters want relief from property taxes.</p> <p>"The people of the state want to see their government trimmed down, trim the fat," Hansen said. "They see what's going on in Washington with DOGE, and they want a South Dakota DOGE, and that's something that we've committed to doing." </p> <p>Toby Doeden of Aberdeen, chair of the conservative political action committee Dakota First Action, <a href="https://www.keloland.com/news/local-news/paperwork-filed-for-2nd-south-dakota-gubernatorial-candidate/"><strong>has also filed paperwork to run for the governor's office</strong></a>. He has not responded to interview requests from KELOLAND News to talk with him about his gubernatorial plans. His website describes him as "a proven conservative," and <a href="https://doedeninvestmentgroup.com/meet-our-team"><strong>Doeden Investment Group's website</strong></a> lists him as its president.</p> <p>As far as who might join Doeden and Hansen, some bigger names in South Dakota politics are potentially in the mix. For one, there's the current occupant of the governor's office: 66-year-old Republican Larry Rhoden. He rose to the position following former Gov. Kristi Noem's departure to become secretary of the Department of Homeland Security with the federal government.</p> <p>"I think campaigns are too long and too expensive, and I think people get really tired of them," Rhoden said May 29. "So, I've really focused on just doing a good job and getting around the state and meeting people. So, we're not going to make any announcements anytime soon."</p> <p>The man <a href="https://sdsos.gov/elections-voting/assets/OfficialStateCanvass2018PrimaryElection.pdf"><strong>whom Noem defeated in South Dakota's Republican gubernatorial primary in 2018</strong></a>, 54-year-old Marty Jackley of Pierre who is currently the state's attorney general, is also on the record as a potential candidate.</p> <p>"I'm considering it, but right now I'm focused on doing the job that South Dakotans elected me to do, and that is to be the best attorney general I can be to keep our streets and communities safe," Jackley said May 27.</p> <p>Another possible candidate is the man who has held South Dakota's only seat in the U.S. House of Representatives in Washington since 2019: <a href="https://bioguide.congress.gov/search/bio/J000301"><strong>48-year-old Republican Dusty Johnson of Mitchell</strong></a>.</p> <p>"Certainly getting a lot of encouragement across the state to run for governor," Johnson <a href="https://www.keloland.com/news/local-news/rep-johnson-federal-cuts-tariffs-and-2026-plans/"><strong>said April 22</strong></a>. "I'm not worried about that right now. I do give it a little bit of consideration every once in a while, but day in and day out, I really need to be focused on my day job." </p> <p>No Democratic candidates have yet announced their candidacy for South Dakota governor. of hail, damaging winds, and over 2 inches of rain between Vermillion and Elk Point. </p> <p>A 3D scan of the storm using our VIPIR system shows large hail in the purple and black colors suspended in the cloud before falling to the ground between 5 pm and 6 pm. The strong heating of the day helped support those strong updrafts needed to produce the hail.</p> <p>While we may be done with the storms for now, it's June and it won't be long before more severe weather arrives. We stopped in to talk to him about his new space and his sister-in-law, Audrey Chavez, provided his translation.</p> <p>"He said that he wanted to make Taqueria González a bigger place, a place where people could come and enjoy the food because when he had the food truck, it was a lot of going to them or they had to come to us because we would end up switching locations," Chavez said while translating for González. "He just wanted a bigger location where everyone could come and enjoy the food, sit down, talk a little bit, get to know us."</p> <p>González says moving from a food truck to a physical location has also allowed him to expand his menu.</p> <p>Some of the new food options include Mexican-style tortas from his home city of Zacatecas in Central Mexico, as well as family platters and Menudo soup. As far as where to build, the stated preferences are at existing state Department of Corrections facilities or proposed sites in the Mitchell or Worthing areas. And while a bill to appropriate money to build a new men's prison for a guaranteed maximum price of $825 million had already failed in Pierre in 2025, the weight of that figure was still felt Tuesday.</p> <p>"Just a few months ago, we were asked as legislators to pass $825 million for this project, and we said 'no,' in essence," Republican Rep. Greg Jamison of Sioux Falls said at the task force's meeting Tuesday in Pierre.</p> <p>The task force, launched by South Dakota Gov. Larry Rhoden following the legislative failure, has already unanimously voted in support of replacing the state penitentiary. Now, they are looking at where... and how. Republican Rep. Scott Odenbach of the Spearfish area, who like Jamison sits on the task force, made the motion to support building for 1,500-1,700 beds at no more than $600 million.</p> <p>"That $600 million number is maybe more likely to be palatable to a two-thirds majority of the legislature, and we have to consider that," Odenbach said. "So, that's why I've done it that way."</p> <p>That proposal eventually earned unanimous support among the task force's members. Both the Worthing- and Mitchell-area sites are near an interstate and relatively close to Sioux Falls.</p> <p>"I think it's good to provide some direction and criteria that meets what is affordable for South Dakota and for what the people of South Dakota expect from us," said Republican Sen. Chris Karr of Sioux Falls, who is also on the task force. "There's what's ideal, and then there's the reality of what we can afford. I think this is a good starting point. In this motion, it says that the office of the state engineer and their contractors shall develop options."</p> <p>"This allows us to at least get that information," task force member and Republican Rep. Jon Hansen of the Dell Rapids area said. "What's possible within the budget parameters that we're setting now, and then we can get that information and make our decision from there."</p> <p>And options are all they are right now. No plans were finalized Tuesday night in Pierre, and there will be no shovels digging into dirt on Wednesday. And while a possible path forward has come into focus, the mood among the task force is not totally enthusiastic.</p> <p>"I'm going to support this motion today because I do think we owe ourselves these answers," said Democratic Rep. Erin Healy of Sioux Falls, who sits on the task force as well. "I'm nervous about what we're going to find."</p> <p>"Yes, I'll support it," task force member and Democratic Sen. Jamie Smith of Sioux Falls said. "But it's hard to support spending that much money when there's other things I know that we could do that keep people out of prison."</p> <p>The task force's next meeting is scheduled for July 8.
