<p>In an era where public services are increasingly digitised, CETMA’s partnership with We Are Group (WAG) and His Majesty’s Courts & Tribunals Service (HMCTS) is quietly transforming lives across West Wales. What began as a response to a growing digital exclusion crisis has evolved into a vital support system for individuals navigating complex legal and financial processes, many of whom would otherwise be left behind.</p>
<p>When CETMA first joined forces with We Are Group (then known as We Are Digital) the Courts Contract was still in its infancy. The initiative aimed to help people complete online government forms, from benefit appeals to divorce applications. CETMA saw an opportunity to fill a glaring gap: “Older people and those who never learned how to use the internet were being left in the cold,” explained Elian, CETMA’s digital inclusion officer. “Forms that were once done on paper were suddenly moved online, and no one was offering the kind of support they needed.”</p>
<p>This wasn’t just about tech literacy, it was about access, dignity, and justice.</p>
<p>From CETMA’s vantage point in West Wales, the barriers are stark. Many older residents and those living in poverty simply didn’t grow up with digital tools. “They’re now expected to complete complex online forms with no training,” Elian shared. Even seasoned staff admitted that the forms initially seemed intimidating. “But with time, I understood the process, it’s actually fairly simple once you know what you’re looking at.”</p>
<p>That insight has become the foundation of CETMA’s approach: demystify the process, empower the user.</p>
<p>The work isn’t just technical, it’s deeply emotional. “Some people don’t express any sensitivity during appointments,” Elian noted, “but others tear up or cry.” Years of experience have taught staff when to pause, listen, and offer reassurance. “Sometimes I stop typing and let the person vent. Then I gently guide them back to the task at hand.”</p>
<p>This blend of emotional intelligence and procedural clarity is what makes CETMA’s model so effective.</p>
<p>CETMA’s team undergoes rigorous training through We Are Group, especially when new services are added to the contract. “WAG are very thorough,” they said. “We know what situations we can handle and when to refer users elsewhere.” Trainers also have access to a library of materials to refresh their knowledge as needed.</p>
<p>Safeguarding is paramount. Calls are recorded for training and monitoring, but users can opt out. CETMA also follows WAG’s safeguarding protocols, which include referral pathways for legal advice, mental health support, and addiction services.</p>
<p>Since the project’s launch, one service has stood out: SSCS appeal support. These appointments help users appeal decisions on benefits like PIP, Universal Credit, and ESA. “They’ve become more common over time,” Elian observed. “It shows that people are struggling more and are less willing to let unfair decisions slide.”</p>
<p>The cost-of-living crisis has made these services not just helpful, but essential.</p>
<p>Trust is the cornerstone of CETMA’s outreach. Long before the Courts Contract, CETMA was known locally for its digital inclusion training. “People already knew we understood online systems,” Elian said. That reputation has helped ease fears. “Many users come in thinking the process will be far more complicated than it is. Afterward, they often say how simple it turned out to be, and thank us for easing their worries.”</p>
<p>While CETMA does not single out individual stories, the collective impact is clear. “There’s a long list of users who’ve expressed immense gratitude,” they shared. “Many say they never would’ve been able to make the appeal themselves. Others are thankful we let them talk through their worries during emotional moments.”</p>
<p>These testimonials reflect the programme’s deeper value: restoring agency to those who feel powerless.</p>
<p>CETMA tracks success through weekly appointment numbers, aiming for 20 sessions across all trainers. “When we consistently hit that, we’ll increase the target,” Elian said. Feedback from We Are Group has been overwhelmingly positive. “We’ve been told we’re one of the best centres carrying out the contract.”</p>
<p>It’s a quiet accolade, but one that speaks volumes.</p>
<p>Looking ahead, CETMA is exploring ways to expand digital support beyond the Courts Contract. New services like SEND35 and Gender Recognition Certificate forms are already being added. But scaling comes with challenges. “Outside the contract, we’d have to charge users & many people don’t have money to spare.”</p>
<p>Still, the vision remains: to offer inclusive, accessible digital support wherever it’s needed.</p>
<p>CETMA’s work with We Are Group and HMCTS is more than a partnership, it’s a blueprint for how community organisations can bridge the digital divide together. By combining technical expertise with emotional care, CETMA is helping vulnerable individuals reclaim their rights, one form at a time.</p>

<content:encoded><![CDATA[<p class="p1">Three years ago, CETMA (Community Engagement, Technology, Media & Arts) planted its roots in Swansea with a simple but powerful mission: to extend its reach beyond Carmarthenshire and offer vital support to a community facing mounting hardship. What began as an expansion from Llanelli and Kidwelly has since grown into a lifeline for hundreds of residents navigating the harsh realities of homelessness, unemployment, and the cost-of-living crisis.</p>
<p class="p1">The decision to launch the Swansea hub in 2022 was driven by a clear need. “We wanted to support an entirely new group of people,” Elian Williams, Office Manager explained. “Swansea has had to struggle even more as it has evolved since 2022, especially due to massive global events that have made everything more expensive.” The ripple effects of inflation, energy insecurity, and economic instability have pushed many into precarious situations—some for the first time in their lives.</p>
<p class="p1">Among the many who’ve passed through CETMA’s Warm Hub, one woman’s journey stands out. Initially homeless and unwell, she came seeking warmth and respite. Over time, her health improved, and she returned regularly, finding not just shelter but community. “The last time she visited, she told us she had arranged accommodation,” CETMA shared. “Seeing her go from such a low point to vastly improving her life was a valuable experience.” It’s stories like hers that underscore the emotional depth and real-world impact of CETMA’s work.</p>
<p class="p1">CETMA’s approach to service delivery is both compassionate and data-driven. Every visitor completes a brief consultation form, allowing the team to track demand and allocate resources accordingly. “We notice that support is most needed during the Summer Holidays and Winter months,” they noted. Whether it’s SIM cards, food packs, or financial guidance, the team responds dynamically to shifting needs—planning ahead when supplies run low and adapting services to meet seasonal spikes.</p>
<p class="p1">A typical day at the Swansea office is a balancing act of digital support appointments, community outreach, and warm hub care. The people who walk through the doors are often homeless, unemployed, or employed but still struggling to make ends meet. Many rely on benefits like PIP or Universal Credit and find themselves short on essentials before their next payment. CETMA offers emergency food packs and a safe space to regroup; sometimes the difference between despair and survival.</p>
<p class="p1">Volunteers are the heartbeat of CETMA’s operations. They’re trained not just in logistics but in empathy. “We share our own experiences—whether it’s helping someone with a benefit appeal or supporting a Warm Hub user,” Elian explained. These stories prepare volunteers to know when to speak and when to simply listen, creating an environment where dignity and care go hand in hand.</p>
<p class="p1">Despite its visibility, CETMA often faces misconceptions. “People think we’re a Council service or a full-on Food Bank,” Elian recalls. In reality, the organisation is largely self-funded and offers 24-hour emergency food packs, not full pantry services. By correcting these assumptions directly, CETMA hopes to reshape public understanding and foster more accurate word-of-mouth across Swansea.</p>
<p class="p1">With winter approaching, CETMA faces a critical funding challenge. If their current goal isn’t met, the Swansea office may have to close or relocate and reduce operating hours. “Whatever happens, our target is to have some kind of base in Swansea at least once a week,” they affirmed. The stakes are high, not just for the organisation, but for the many who rely on its services to get through the coldest months.</p>
<p class="p1">CETMA is actively seeking partnerships with local businesses and organisations. “Collaboration only benefits the community,” Elian said. Especially during winter, joint efforts can amplify impact, ensuring that support reaches those who need it most. Volunteering, resource sharing, and co-hosted initiatives are all on the table.</p>

The next chapter could see deeper collaboration, expanded services, and a stronger safety net for a city still weathering economic storms.</p>
<p class="p1">As CETMA continues to adapt and grow, one thing remains clear: their presence in Swansea is not just helpful, it’s essential. And with the right support, their impact could stretch even further into the future.</p>

<div class="elementToProof">New for 2025, Tiny Fun Palaces build on the idea of small, imperfect and intimate events that are easy to host anywhere. Whether it’s a clay workshop in a kitchen, a poetry reading from a window, a seed swap in a park or chalk drawing across pavements, these playful, personal and informal gatherings make it possible for anyone, anywhere, to be part of the national weekend of celebration.</div>

<content:encoded><![CDATA[<p>Swansea University has achieved a prestigious Fairtrade University and College Award in 2025, recognising the university for championing ethical consumption and trade justice over the past two years.</p>
<p>The award reflects the University’s activities in the promotion of fairtrade, sustainability in curriculum development, sustainable procurement, and student engagement.</p>
<p>The university was assessed across areas, including its academic work, campaigning fairtrade, and the proportion of items for sale across the university. The award also rewards innovative approaches to engaging students and staff with global sustainability and ethical trade.</p>
<p>The award is jointly presented by the Fairtrade Foundation and Students Organising for Sustainability UK (SOS-UK). It encourages collaboration between students, staff, and students’ unions. The programme supports institutions in equipping students with the understanding and tools to drive positive global change.</p>
<p>Sustainability Manager Teifion Maddocks said: “Achieving this award reflects Swansea University’s commitment to ethical sourcing, environmental responsibility, and social justice. This recognition aligns closely with our vision for sustainable development and the aims of the Fairtrade movement for social, economic, and environmental sustainability.</p>
<p>“We are proud to work with our students and staff to promote fair pay, safe working conditions, and sustainable supply chains. This certification also empowers students to engage with global sustainability challenges and develop valuable green skills such as ESG auditing.</p>
<p>“It reinforces our dedication to the goals set out in our University Sustainability Strategy and ensures products we offer on campus contribute to a fairer, more sustainable world.”</p>
<p>Head of Campaigns at the Fairtrade Foundation Sarah Brazier said: “After celebrating 30 years of Fairtrade in the UK last year, Universities play a vital role in the Fairtrade movement. The passion and energy of students are central to creating a fairer world. Sales of Fairtrade products on campuses, speaking up for farmers and workers across the globe, and student-led initiatives have all contributed to change.”</p>
<p>Universities were assessed across a wide range of areas, including:</p>
<ul>
<li aria-level="1">Research and curriculum;</li>
<li aria-level="1">Campaigning and influencing; and,</li>
<li aria-level="1">Procurement, retail and catering</li>
</ul>
<p>Additional points were awarded for innovative and impactful approaches to engaging students and staff with global sustainability and ethical trade.</p>

<p>The call to businesses in the city follows action taken by Swansea Council’s Trading Standards Team, which has seen two Swansea food business fined by Swansea Magistrates at the beginning of September, for placing unsafe food on the market for consumption.</p>
<p>Posing as customers, officers in the Council’s Trading Standards Team placed food orders with both restaurants, declaring they were allergic to specific food ingredients (egg) and asked the businesses to reassure them that their order did not contain those ingredients.</p>
<p>On both occasions, the businesses reassured the customer that the meal they ordered did not contain the ingredients, which could prove harmful to them if eaten.</p>
<p>However, when the food orders were collected, it was discovered that the meals included egg.</p>
<p>Zalil Ahmed, owner of Indian Spice, Carmarthen Road, pleaded guilty to two offences under the General Food Regulations 2004. Mr Ahmed was fined £585 and ordered to pay a £234 surcharge and £1000 costs.</p>
<p>Shahin Ahmed of Shahin Tandoori, Cae Bricks Road, Cwmbwrla also pleaded guilty to one offence under the General Food Regulations 2004 and was fined £833 and ordered to pay £333 surcharge and £1000 costs.</p>
<p>Restaurants and takeaways in Swansea are provided with information by Swansea Council, which lists 14 allergens that need to be considered when serving food. Staff are also required to be trained and be fully aware of these allergens so that customers are protected.</p>
<p>The list of 14 include ingredients such as egg, nuts, milk, fish and sesame seeds, all of which could prove fatal to someone that has an allergy to them and consumes them by mistake.</p>
<p>David Hopkins, Cabinet Member for Corporate Service and performance, said: “Some food businesses in the city are still not doing what is expected of them in relation to allergens and keeping consumers safe.</p>
<p>“Food allergies can be very serious for a small percentage of people and if they inform a food business they are allergic to specific ingredients, they need to have confidence that the business they are dealing with will keep them safe.</p>
<p>“Trading Standards are continuing to work with food businesses, providing advice and training in relation to allergies. This latest action is part of an ongoing sampling exercise.</p>
<p>“Hopefully, the latest action taken against local food businesses that are putting people at risk, will send out a strong message to other restaurants and takeaways, that they need to be more responsible or they will risk similar enforcement action.”</p>

<p>The main event gets under starters orders at 11am and thousands of spectators will see around 5,000 runners take part. Crowds are likely to start gathering from around 8.30am.</p>
<p>Cllr Rob Stewart, Leader of the Council, said: “The Admiral Swansea Bay 10k has become a key part of Swansea’s event calendar and is one of the best of its kind in the UK.</p>
<p>“Alongside the elite runners leading the front, many other people of all ages will take to the course from St Helen’s to Mumbles and back, along the stunning sweep of the bay. Some will be conquering fitness challenges, others trying to beat personal bests, and many raising money for worthwhile causes, but all are an inspiration to others. There’ll be a lovely, family-friendly atmosphere.”</p>
<p>“We’re keeping the road changes to a minimum. We’ve been in touch with those who might be affected, and we thank everybody for their understanding.”</p>
<p>Whether you’re a runner, spectator or visitor to the city, here’s all you need to know about the event.</p>
<p>1. Race Date & Times</p>
<p>The race takes place on Sunday 14 September 2025 and races start at the following times:</p>
<p>1k (7 and under) – 09:15</p>
<p>1k (8-11 years) – 09:30</p>
<p>3k -10:00</p>
<p>Elite wheelchair -10:55</p>
<p>10k -11:00</p>
<p>Mascot race -11:10</p>
<p>Before your race, head over to Mumbles Road<br />
(what3words.com//faced.aware.notes) to be sorted into your start pen, based on your predicted finish time.</p>
<p>Make sure you’re there at least 10 minutes before the race starts so everything runs smoothly.</p>
<p>2. Road Changes & Travel</p>
<p>It’s best to arrive early on race day. Car parks tend to fill up quickly and traffic around the event site can get busy.</p>
<p>3. Road closures</p>
<p>Road closures and diversions will be implemented as follows:</p>
<p>5.30am – 5.00pm</p>
<p>• Mumbles Road Closed in both directions between the traffic lights at the Slip near St. Helen’s Rugby Ground and the bottom of Sketty Lane. The road will re-open as soon as it is deemed safe after the event equipment and infrastructure has been removed from the road.</p>
<p>5.30am – 1.30pm</p>
<p>• Brynmill Lane: Both directions from its junction to Bryn road and its junction with Mumbles Road.</p>
<p>• Guildhall Road South: Left turn only onto Oystermouth Road.</p>
<p>• Mumbles Road: Eastbound from its junction with Mayals Road and Sketty Lane, reduced to a single lane whilst race is in progress.</p>
<p>• Sketty Lane: Will be open for west bound traffic ( to Mumbles) and until 10:30</p>
<p>10.30am until 1.30pm</p>
<p>• Mumbles Road: West Bound from its junction with Sketty Lane to its junction with Mayals Road.</p>
<p>• Sketty Lane: South bound in its entirety, access will be allowed for Singleton Hospital visitors, the Wales National Pool, University Playing fields and Swansea University(via the hospital).</p>
<p>10.45am – 1.30pm</p>
<p>• Mumbles Road: West Bound from its junction with Sketty Lane to its junction with Mayals Road.</p>
<p>• Sketty Lane: South bound in its entirety, access will be allowed for Singleton Hospital visitors, the Wales National Pool, University Playing fields and Swansea University(via the hospital).</p>
<p>• Fairwood Road: South Bound from its junction with Heathwood Road/West Cross Lane to its junction with Mumbles Road.</p>
<p>For the safety of all involved, residents along Mumbles Road will be unable to gain vehicle entry onto parts of this road between approximately 10.30pm and 2.00pm. The closures will be on a rolling basis and will be lifted as soon as it is safe to do so. Access for emergency vehicles will be maintained at all times.</p>
<p>Bryn Road will see parking suspended to enable access for emergency vehicles.</p>
<p>Are there any cycle path closures?</p>
<p>No, there are advanced warning signs set up in advance and stewards along the route will advise cyclist to dismount during the busiest periods of the race.</p>

<p>The Race Village will be open from 08:00 until 16:00.</p>
<p>The Race Village will have toilets, food and drink stalls, and live music.</p>

Don’t forget to bring your t-shirt voucher — it’s at the bottom of your race bib. You will be given the size of t-shirt requested at time of registration; you will be unable to swap to a different size.</p>
<p>During the Race:</p>
<p>Your race number should be pinned to the front of your top, and don’t forget to fill out the medical info on the back. Please keep your number flat — no folding or cutting — and wear it throughout the race.</p>
<p>Ensure you follow any directions from event staff or marshals — they’re there to help keep everything running smoothly (no pun intended).</p>
<p>You’ll find a water station at the 5k mark, thanks to our hydration partner, Princes Gate Mineral Water. Once you’ve had a drink, please pop your empty bottle in the recycling bins provided.</p>

<p>The route is fast, flat, and follows the stunning sweep of Swansea Bay, making it ideal for both runners and spectators.</p>

<p>6. First Aid and Safety</p>
<p>First aid will be available along the course, provided by St John Ambulance, with a main base at the finish line. If you need help during the race, just let the nearest marshal or steward know.</p>
<p>Before the race, make sure to fill out the medical details on the back of your race number — it’s important. And if you’re feeling unwell (or have just been), it’s best to sit this one out. Your health comes first!</p>

If you get separated from your little one, don’t worry — the Lost Children Point is located at the Information Marquee in the Race Village on the Recreation Ground (what3words.com/rated.labels.yard). Our team will be there to help reunite families quickly and safely.</p>

<p>Nearly all pupils are consistently polite and behave exceptionally well in and around the school.</p>
<p>A team from Estyn visited the school last term and published their report during the holidays.</p>
<p>It states: “Staff create a calm and respectful environment that enables pupils to settle quickly to their work.</p>
<p>“This helps pupils, including those with additional learning needs and those in the specialist teaching facility classes, to make good progress over time from their individual starting points.</p>
<p>“The school celebrates diversity and promotes inclusion strongly. Nearly all pupils treat each other with kindness and respect, and older pupils show care and responsibility by supporting others.”</p>
<p>The inspectors said teachers provide engaging and meaningful learning experiences that reflect the school’s local context well.</p>
<p>Staff provide valuable opportunities for pupils to develop as confident leaders who contribute meaningfully to the school community.</p>
<p>School leaders provide strong and thoughtful leadership, and they are supported by governors who understand the school’s needs and priorities well.</p>
<p>The report adds: “Staff work together effectively and benefit from high-quality professional development, which contributes positively to pupils’ progress. They develop strong relationships with parents.”</p>
<p>Headteacher Louise Davies said: “All our staff and pupils deserve huge credit for this report along with our families and wider community.</p>
<p>“It’s really pleasing that Estyn has recognised Tre Uchaf Primary as a warm and welcoming school where pupils feel safe, happy and learn well.”</p>

<p>The council’s Lifelong Learning Service has organised the programme and everything residents need will be provided so they just need to book or turn-up in the day.</p>
<p>On Monday September 15 there are two sessions. Between 10.30am and 12pm participants can discover their inner author in a Creative Writing session at Killay Library. Between 11am and 1pm there is a Jewellery Making for Wellbeing session at the Action Resource Centre in Portmead.</p>
<p>Meeting at ‘The Secret’ at 11am on Tuesday, residents can spend a relaxing few hours walking and creating beautiful drawings of nature and the landscape on Swansea Beach with one of the service’s tutors.</p>
<p>On Wednesday at Bonymaen Communities for Work + in Caernarfon Way , people can try a little gardening before learning how to make some healthy and budget friendly tasty soup between 11.30am and 1pm. Also on Wednesday at the Arc from 1pm to 3pm there is a Mental Health First Aid Session which equips individuals with the knowledge to recognise signs of mental health issues, promote awareness and reduce stigma.</p>
<p>Finally, for anyone who needs support with IT but doesn’t know where to start, they can join an IT for the Terrified session at the ARC on Friday between 11.30am and 1.30pm.</p>

<p>Enrolment has also now opened for the service’s autumn term classes.</p>
<p>There is plenty to choose from including Spanish for Beginners on a Wednesday morning at the ARC and IT classes in Libraries and Community Centres across Swansea.</p>
<p>For those who prefer to learn online there are Guitar classes for all levels and Ukulele for improvers, plus Drawing or Painting for complete beginners alongside Digital Art and GarageBand.</p>
<p>The service also offers Essential Skills classes for those who would like to improve their maths and English.</p>
<p>Apply online now- IT and Essential Skills classes are free, other classes cost just £40 for 10 weeks.</p>

<p>“While Dwr Cymru’s CEO received remuneration of £892,000 in 2021 alone, the leadership team at Dwr Cymru presided over some of the highest levels of sewage dumping in the entire UK, extremely high levels of leaking pipes and wasted water and soaring bills for Welsh customers.</p>
<p>“I’m extremely concerned about what these job cuts will mean for tackling all of these issues. It is as clear as day that we need to end the wild west that is the water industry and introduce regulation with real teeth to get on top of these issues.”</p>

<p class="a-intro__content">More than 150 new homes, better links with the city centre and plenty of green spaces are among the plans set to transform a long-empty St Thomas riverside site into a vibrant community.</p>
<p>Swansea Council’s Cabinet is being asked to approve a stage-one proposal for the seven-acre site, which is on the eastern bank of the River Tawe just north of the river bridges.As part of its 20-year strategic partnership with Swansea Council across seven city centre sites, regeneration specialist Urban Splash is also proposing new flexible space for leisure, retail or café use at the site, along with improved walking and cycling provision to better link the nearby community with the river.</p>
<p>The stage-one plans include:</p>
<ul>
<li>More than 150 homes (Half of which would be affordable housing)</li>
<li>A mixture of apartments and townhouses</li>

<p>If given the green light by Cabinet, more detailed proposals will be developed followed by the opportunity for public engagement to help shape a planning application.</p>
<p>Cllr Rob Stewart, Swansea Council Leader, said: “The River Tawe has always been at the heart of Swansea’s story – once powering our copper industry and shaping our communities.</p>
<p>“Large parts of the river corridor have been left behind for too long though, with sites like St Thomas riverside lying empty for many years.</p>
<p>“This project is about changing that to bring new homes, affordable housing, green public spaces and other facilities to the riverside.</p>
<p>“The scheme will help address the local demand for housing, while further reconnecting people with the Tawe and creating a thriving neighbourhood that builds on Swansea’s rich history.”</p>
<p>David Warburton, of Urban Splash, said: “We’re excited to be working with Swansea Council to bring new life to this unique riverside site.</p>
<p>“Our vision is to create a sustainable neighbourhood that feels part of the existing community, with high-quality homes, green spaces, and new routes for walking, cycling and enjoying the river.</p>
<p>“The next stage will involve detailed design work and conversations with local people, so together we can shape a development Swansea can be proud of.”</p>
<p>Urban Splash propose to deliver the scheme in a joint venture with Lovell, a partnership housing expert and leading provider of innovative residential construction and regeneration developments.</p>
<p>It’s also being proposed Pobl become the housing association partner that would support delivery of the majority of the affordable housing included within the scheme.</p>
