  46. <p>CHICAGO — An order went into effect Wednesday that bars civil immigration arrests at county court buildings, a tactic commonly used by federal agents looking to catch people where they&#8217;re known to be appearing.</p>

  50. <p>The order bars immigration arrests without a judicial warrant for any &#8220;party, witness or potential witness&#8221; at county courthouses. That includes places to and from courthouses like parking lots, sidewalks and entryways.</p>

  54. <p>Cook County Circuit Judge Timothy Evans signed the order after Cook County Public Defender Sharone Mitchell Jr. <a href="https://blockclubchicago.org/2025/10/01/public-defenders-office-pushes-to-ban-ice-arrests-at-courthouses/" target="_blank" rel="noreferrer noopener" data-wpel-link="internal">joined more than a dozen legal groups</a> supporting the measure.</p>

  58. <p>“Access to justice depends on every individual’s ability to appear in court without fear or obstruction,&#8221; Evans said in a statement. &#8220;Our courthouses remain places where all people— regardless of their background or circumstance — should be able to safely and confidently participate in the judicial process.&#8221;</p>

  62. <p>Since the end of July, the public defender’s office has confirmed about a dozen immigration-related arrests at or near county courthouses. That includes a man taken into custody after being chased Tuesday into a courthouse in suburban Rolling Meadows, according to the public defender&#8217;s office.</p>

  66. <p>In early September,&nbsp;<a target="_blank" href="https://blockclubchicago.org/2025/09/04/immigration-advocates-sound-alarm-after-ice-arrests-at-domestic-violence-court/" rel="noreferrer noopener" data-wpel-link="internal">two people were arrested by ICE agents at Cook County’s Domestic Violence Courthouse.</a>&nbsp;A&nbsp;<a target="_blank" href="https://www.ice.gov/sites/default/files/documents/ciEnforcementActionsCourthouses2.pdf" rel="noreferrer noopener external" data-wpel-link="external">2021 memo issued by the Department of Homeland Security</a>&nbsp;advised federal officers to limit immigration enforcement in or near courthouses. However,&nbsp;<a target="_blank" href="https://www.ice.gov/doclib/foia/policy/11072.4.pdf" rel="noreferrer noopener external" data-wpel-link="external">a department memo released in May</a>&nbsp;repealed that guidance.</p>

  70. <p>“Recent ICE presence at courthouses and shelters, spaces where survivors and their families are following the law and desperately seeking a sense of safety, is resulting in survivors retreating further into silence — and danger,” the group Mujeres Latinas en Acción&nbsp;<a href="https://www.macarthurjustice.org/cook-county-circuit-court-chief-judge-called-on-to-end-unwarranted-court-arrests/" target="_blank" rel="noreferrer noopener external" data-wpel-link="external">wrote in a recent press release.</a>&nbsp;“Survivors are increasingly afraid to seek orders of protection, appear in court, or call the police when they or their children are at risk.”</p>

  74. <p>In a statement, a spokesman for the public defender&#8217;s office said Evans&#8217; order would stop federal agents from using the court system &#8220;as a way to target people who are complying with court orders or supporting loved ones.&#8221;</p>

  90. <p>After days of protests outside the facility at 1930 Beach St. in Broadview, ICE on Sept. 23 <a href="https://blockclubchicago.org/2025/09/23/broadview-ice-facility-now-fenced-off-after-days-of-protests/" data-wpel-link="internal">erected an 8-foot-tall fence</a> north of its building. The fence bisects Broad Street and cuts off commute routes for several private businesses located on the southern end of the street. Prior to the fence going up, demonstrators sought to gather on Beach Street to prevent federal vehicles from entering the gated parking lot of the facility.</p>

  94. <p>Broadview officials said the fence was built without the proper permits and that it illegally blocked a public street and hindered the movement of first responders in the area. Earlier this month, Broadview sued the federal government in an effort to get the fence removed. </p>

  495. <p>“The partnership with [the Chicago Public Library] has been incredible,” said Chris Sauve, deputy commissioner for policy and sustainability at the Department of Streets and Sanitation, who heads the city’s recycling initiatives. “The 13 libraries have been extremely accommodating. They see this new service as adding to their role as community centers.”</p>

Ultimately, people helped pack more than 17,000 whistle kits that can help protect neighbors, said Alonso Zaragoza, one of the organizers and leader of Belmont Cragin United.</p>

That doesn’t include movies that have played at other festivals around the world like Yorgo Lanthimos’ “Bugonia” or the international features that another programmer oversees. Jessie Fuentes (26th) being shared widely online. It was one of many instances in recent weeks where federal agents have been seen on camera using excessive force against protesters and others questioning their tactics.</p>

Now, she’s looking at her legal options and is considering filing a lawsuit against the ICE agent who grabbed her, possibly as soon as this week, she said.
