44.
DETROIT (AP) — If Donald Trump makes good on his threat to slap 25% tariffs on everything imported from Mexico and Canada, the price increases that could follow will collide with his campaign promise to give American families a break from inflation.

 45.
Economists say companies would have little choice but to pass along the added costs, dramatically raising prices for food, clothing, automobiles, booze and other goods.

 46.
The president-elect floated the tariff idea, including additional 10% taxes on goods from China, as a way to force the countries to halt the flow of illegal immigrants and drugs into the U.S. But his posts Monday on Truth Social threatening the tariffs on his first day in office could just be a negotiating ploy to get the countries to change behavior.

 47.
High food prices were a major issue in voters picking Trump over Vice President Kamala Harris, but tariffs almost certainly would push those costs up even further.

 48.
For instance, the Produce Distributors Association, a Washington trade group, said Tuesday that tariffs will raise prices for fresh fruit and vegetables and hurt U.S. farmers when other countries retaliate.

 86.
“Tariffs distort the marketplace and will raise prices along the supply chain, resulting in the consumer paying more at the checkout line,” said Alan Siger, association president.

 87.
Mexico and Canada are two of the biggest exporters of fresh fruit and vegetables to the U.S. In 2022, Mexico supplied 51% of fresh fruit and 69% of fresh vegetables imported by value into the U.S., while Canada supplied 2% of fresh fruit and 20% of fresh vegetables.

 88.
Before the election, about 7 in 10 voters said they were very concerned about the cost of food, according to AP VoteCast, a survey of more than 120,000 voters.

 89.
“We’ll get them down,” Trump told shoppers during a September visit to a Pennsylvania grocery store.

 90.
The U.S. is the largest importer of goods in the world, with Mexico, China and Canada its top three suppliers, according to the most recent U.S. Census data.

 91.
People looking to buy a new vehicle likely would see big price increases as well, at a time when costs have gone up so much they are out of reach for many. The average price of a new vehicle now runs around $48,000.

 92.
About 15% of the 15.6 million new vehicles sold in the U.S. last year came from Mexico, while 8% crossed the border from Canada, according to Global Data.

 93.
Much of the tariffs would get passed along to consumers, unless automakers can somehow quickly find productivity improvements to offset them, said C.J. Finn, U.S. automotive sector leader for PwC. That means even more consumers “would potentially get priced out,” Finn said.

 94.
Hardest hit would be Volkswagen, Stellantis, General Motors and Ford, Bernstein analyst Daniel Roeska wrote Tuesday in a note to investors. “A 25% tariff on Mexico and Canada would severely cripple the U.S. auto industry,” he said.

 95.
The tariffs would hurt U.S. industrial production so much that “we expect this is unlikely to happen in practice,” Roeska said.

 96.
The tariff threat hit auto stocks on Tuesday, particularly shares of GM, which imports about 30% of the vehicles it sells in the U.S. from Canada and Mexico, and Stellantis, which imports about 40% from the two countries. For both, about 55% of their lucrative pickup trucks come from Mexico and Canada. GM stock lost almost 9% of its value, while Stellantis dropped nearly 6%.

 97.
It’s not clear how long the tariffs would last if implemented, but they could force auto executives to move production to the U.S., which could create more jobs in the long run. However, Morningstar analyst David Whiston said automakers probably won’t make any immediate moves because they can’t quickly change where they build vehicles.

 98.
Millions of dollars worth of auto parts flow across the borders with Mexico and Canada, and that could raise prices for already costly automobile repairs, Finn said.

 99.
The Distilled Spirits Council of the U.S. said tariffs on tequila or Canadian whisky won’t boost American jobs because they are distinctive products that can only be made in their country of origin. In 2023, the U.S. imported $4.6 billion worth of tequila and $108 million worth of mezcal from Mexico and $537 million worth of spirits from Canada, it said.

 100.
“Tariffs on spirits products from our neighbors to the north and south are going to hurt U.S. consumers and lead to job losses across the U.S. hospitality industry,” it added.

 101.
Electronics retailer Best Buy said on its third-quarter earnings conference call that it runs on thin profit margins, so while vendors and the company will shoulder some increases, Best Buy will have to pass tariffs to customers. “These are goods that people need, and higher prices are not helpful,” CEO Corie Barry said.

 102.
Walmart also warned last week that tariffs could force it to raise prices.

 103.
Tariffs could trigger supply chain disruptions as people buy goods before they are imposed and companies seek alternate sources of parts, said Rob Handfield, a professor of supply chain management at North Carolina State University. Some businesses might not be able to pass on the costs.

 104.
“It could actually shut down a lot of industries in the United States. It could actually put a lot of U.S. businesses out of business,” he said.

 105.
Canadian Prime Minister Justin Trudeau, who talked with Trump after his call for tariffs, said they had a good conversation about working together. “This is a relationship that we know takes a certain amount of working on and that’s what we’ll do,” Trudeau said.

 106.
Trump’s threats come as arrests for illegally crossing the border from Mexico have been falling. But arrests for illegally crossing the border from Canada have been rising over the past two years. Much of America’s fentanyl is smuggled from Mexico, and seizures have increased.

 107.
Trump has sound legal justification to impose tariffs, even though they conflict with a 2020 trade deal brokered in large part by Trump with Canada and Mexico, said William Reinsch, senior adviser at the Center for Strategic and International Studies and a former Clinton administration trade official. The treaty, known as the USMCA, is up for review in 2026.

 108.
In China’s case, he could simply declare Beijing hasn’t met obligations under an agreement he negotiated in his first term. For Canada and Mexico, he could say the influx of migrants and drugs are a national security threat, and turn to a section of trade law he used in his first term to slap tariffs on steel and aluminum.

 109.
The law he would most likely use for Canada and Mexico has a legal process that often takes up to nine months, giving Trump time to seek a deal.

 110.
If talks failed and the duties were imposed, all three countries would likely retaliate with tariffs on U.S. exports, said Reinsch, who believes Trump’s tariffs threat is a negotiating ploy.

 111.
U.S. companies would lobby intensively against tariffs, and would seek to have products exempted. Some of the biggest exporters from Mexico are U.S. firms that make parts there, Reinsch said.

 112.
Longer term, Mary Lovely, a senior fellow at the Peterson Institute for International Economics, said the threat of tariffs could make the U.S. an “unstable partner” in international trade. “It is an incentive to move activity outside the United States to avoid all this uncertainty,” she said.

 113.
Trump transition team officials did not immediately respond to questions about what he would need to see to prevent the tariffs from being implemented and how they would impact prices in the U.S.

 114.
Mexican President Claudia Sheinbaum suggested Tuesday that Mexico could retaliate with tariffs of its own. Sheinbaum said she was willing to talk about the issues, but said drugs were a U.S. problem.

 115.
___ Rugaber reported from Washington. AP reporters Dee-Ann Durbin in Detroit, Stan Choe and Anne D’Innocenzio in New York, and Rob Gillies in Toronto contributed to this report.

 279.
Macy’s reported stronger-than-expected sales for the third quarter and said it’s delaying the release of its full quarterly results after it discovered an employee intentionally hid up to $154 million of expenses over several years.

 280.
The department store chain, which also operates Bloomingdale’s and Bluemercury cosmetics chain in addition to its namesakes stores, was expected to report quarterly results on Tuesday.

 281.
The retailer said Monday that it identified an issue related to delivery expenses in one of its accrual accounts earlier this month. An independent investigation and forensic analysis found that a single employee with responsibility for small package delivery expense accounting intentionally made erroneous accounting accrual entries to hide roughly $132 million to $154 million of expenses from the fourth quarter of 2021 through the fiscal quarter ended November 2.

 282.
The company recognized about $4.36 billion of delivery expenses during the same time period.

 283.
Macy’s said that there’s no indication that the erroneous accounting accrual entries had any impact on its cash management activities or vendor payments.

 383.
Data uncovered from Mr Livelsberger’s phone, including a series of notes he appeared to have written, suggest that the 37-year-old suffered from PTSD related to his time in combat, officials said.

 384.
His body was found inside the charred Tesla, which exploded from fireworks that Mr Livelsberger had purchased on his way to Las Vegas from Colorado.

 385.
Mr Livelsberger’s identity had been confirmed via a DNA sample that authorities obtained from a family member.

 386.
Police said he also appeared to have suffered a self-inflicted gunshot wound.

 387.
In the digital notes recovered by police, Livelsberger also mentioned political grievances, calling on his fellow Army officers to criticise military leadership.

 388.
In another note, police said he specifically wrote that the incident was “not a terrorist attack” but a “wake-up call”.

 389.
Mr Livelsberger was a decorated Special Forces intelligence sergeant who was serving in Germany, but was on approved leave at the time of the blast.

 390.
His father told BBC’s US partner CBS News that his son was in Colorado to see his wife and eight-month-old daughter.

 391.
He said he last spoke to his son at Christmas and nothing seemed out of the ordinary.

 392.
Mr Livelsberger’s ex-girlfriend told the Washington Post that he had once told her he suffered a traumatic brain injury during his overseas deployment. Alicia Arritt, a 39-year-old nurse who dated Mr Livelsberger on and off from 2018 to 2021, said he admitted to struggling with memory, concentration and intense guilt over his actions on the battlefield.

 393.
The Daily Beast reported that Mr Livelsberger was a big supporter of Trump. A senior law enforcement official who spoke with Mr Livelsberger’s family told the outlet that he voted for Trump in November’s election.

 394.
Police had been able to track his movements in the days leading up to the incident thanks to surveillance cameras and other data obtained from the Tesla vehicle itself.

 395.
They said that Mr Livelsberger had rented the Tesla Cybertruck from a mobile application called Turo in Colorado on 28 December, and had driven it more than 800 miles to Las Vegas. He also legally purchased two firearms during that period, which were recovered inside the car.

 396.
Sheriff Kevin McMahill with the Las Vegas Police Department said authorities have not determined why Mr Livelsberger chose the site outside the Trump Hotel for the scene of the explosion, but added that evidence suggests it was one of multiple locations he had considered.

 397.
Seven people suffered minor injuries from the blast. All have since been released from hospital, Sheriff McMahill said.

 398.
He added that the investigation remains ongoing, and that police “are barely scratching the surface” of data they have recovered from the man’s devices.

 457.
Travelers who waited until the last day to make their Thanksgiving holiday treks need to be prepared for busy highways and the most crowded day yet this week at the nation’s airports.

 458.
The Transportation Security Administration expected to screen 2.9 million people on Wednesday and more than 3 million Sunday, when many holiday revelers plan to return home.

 459.
Air travelers had reason to give thanks — fewer than 50 U.S. flights had been canceled by midafternoon on the East Coast, according to FlightAware.

 460.
However, more than 2,000 flights were running late, reflecting the tendency toward tardiness that is becoming normal at U.S. airlines. They were averaging more than 4,500 late flights per day since last weekend, and Wednesday’s count was likely to approach or surpass that number by nightfall.

 461.
Wednesday afternoon was expected to be the worst time to travel by car, according to forecasters. Drivers headed out of town will be mixing with commuters unlucky enough to be working on the day before the holiday.

 462.
Accidents compounded the heavy traffic. A dump truck that struck a bridge over Interstate 95 in Delaware closed the highway for several hours, according to the Delaware Department of Transportation.

 541.
“Let them be in a rush. Let them do their thing. You’re prepared,” Spainhower said. “You’re ready for people to push and shove and want to get to their flight because they showed up late, but you just need to be relaxed and hang out. You’re not going to get anywhere faster. The plane is not leaving any earlier.”

 542.
Joan Fischer of Montclair, New Jersey, and her husband flew to Chicago to visit grandchildren and were surprised at how easy the trip was.

 543.
“We flew out of Newark” — an airport notorious for delays — “and you wouldn’t know it was a holiday,” Fischer said. “It was well run, and it was really not busy.”

 544.
Weather is a wild card

 545.
An Arctic blast in the Midwest and wet weather in the Eastern U.S. could disrupt travel over the next several days.

 546.
From Wednesday into early Thursday, mixed precipitation was expected to stretch from northern Arizona through the Plains and upper Midwest into Pennsylvania, New York and parts of New England, according to the National Oceanic and Atmospheric Administration. A chilly, sloppy mix was expected to linger into Saturday in parts of the Northeast.

 547.
Forecasters expect clear weather over most of the western two-thirds of the country on Thursday and Friday, but rain and possibly thunderstorms are predicted for the Southeast, which could raise the risk of flight disruptions.

 548.
Thanksgiving, by the numbers

 549.
Auto club and insurance company AAA predicted that nearly 80 million Americans would venture at least 50 miles from home between Tuesday and next Monday, with most of them will traveling by car.

 558.
Drivers should get a slight break on gas prices. The nationwide average price for gasoline was $3.07 a gallon on Wednesday, down from $3.25 at this time last year.

 559.
Airfares, however, are about 4.1% higher than they were a year ago, according to government figures.

 560.
The Transportation Security Administration expected to screen 18.3 million people at U.S. airports during the same seven-day stretch. That would be 6% more than during the corresponding days last year but fit a pattern set throughout 2024.

 561.
The TSA expects the biggest crowd on Sunday, which could break the record of 3.01 million set on the Sunday after the July Fourth holiday.

 562.
FAA staffing shortage could create delays

 563.
TSA Administrator David Pekoske said his agency is ready, with its highest staffing ever, but an ongoing shortage of air traffic controllers at the Federal Aviation Administration could cause flight delays.

 564.
FAA Administration Administrator Mike Whitaker said last week that his agency likely will use special measures to deal with shortages at some facilities.

 565.
“If we are short on staff, we will slow traffic as needed to keep the system safe,” he said.

 566.
In the last two years, similar measures have slowed down flights in New York City and Florida.

 567.
The FAA has long struggled with a shortage of controllers that airline officials expect will last for years, despite the agency’s lofty hiring goals.

 568.
Holiday travel myths

 569.
While many people believe that flight delays and cancellations are worse during the holidays, the data doesn’t bear that out, online travel company Kayak said. Last year, the rate of canceled flights was about five times greater in July and August than it was during Thanksgiving and nearly three times greater than the Christmas period, according to FlightAware data.

 570.
“But people’s tolerance for those delays is significantly worse” during the holidays, Kayak CEO Steve Hafner said.

 571.
When airports struggle during the holidays, Hafner said, it’s often because they are busy, prone to winter storms, or subject to shortages of FAA air traffic controllers.

 572.
“New York meets all of those conditions,” he said. “Don’t fly to JFK over the holidays.”

 573.
Celebrating the holiday overseas

 574.
Some Americans are discovering that Thanksgiving can be a relatively inexpensive time to fly overseas.

 575.
“Airlines struggle to get people on these international flights, and they are trying to have less losses by offering some fantastic fares,” Katy Nastro of the travel site Going.com said.

 576.
International trips over Thanksgiving aren’t for everybody.

 577.
“I don’t see a lot of young families doing this because Thanksgiving is a very familial holiday, seeing family and friends,” Nastro said. “It’s single people, couples … people who work remotely.”

 578.
Turkey on the plane

 579.
TSA says it’s OK to bring turkey, stuffing and other favorite holiday foods through airport checkpoints, although liquids such as gravy and cranberry sauce can’t exceed 3.4 ounces.

 580.
Just because you can carry it on the plane doesn’t mean you should.

 581.
“Especially when it comes to gravy, I wouldn’t want that in my carry-on luggage, and I definitely wouldn’t want it in my checked baggage,” TSA spokesperson Lorie Dankers said.

 582.
Thanksgiving brings out infrequent flyers, and they often have questions about what they can bring on the plane. The TSA app and website have lists of items that are banned or restricted.

 583.
Drive time

 584.
Wednesday afternoon was expected to be the worst time to travel by car before Thanksgiving, but it will be smooth sailing on highways Thursday, according to transportation analytics company INRIX.

 585.
On the return trip, the least-congested times to drive will be before 1 p.m. Sunday and before 8 a.m. or after 7 p.m. Monday, the company said.

 586.
In metropolitan areas like Boston, Los Angeles, New York, Seattle and Washington, “traffic is expected to be more than double what it typically is on a normal day,” INRIX transportation analyst Bob Pishue said.

 736.
NEW YORK (AP) — President-elect Donald Trump threatened to impose sweeping new tariffs on Mexico, Canada and China as soon as he takes office as part of his effort to crack down on illegal immigration and drugs. He said he would impose a 25% tax on all products entering the country from Canada and Mexico, and an additional 10% tariff on goods from China, as one of his first executive orders.

 737.
The tariffs, if implemented, could dramatically raise prices for American consumers on everything from gas to automobiles to agricultural products. The U.S. is the largest importer of goods in the world, with Mexico, China and Canada its top three suppliers, according to the most recent U.S. Census data.

 738.
Trump made the threats Monday in a pair of posts on his Truth Social site in which he railed against an influx of migrants crossing into the U.S. illegally, even though southern border apprehensions have been hovering near four-year lows.

 739.
“On January 20th, as one of my many first Executive Orders, I will sign all necessary documents to charge Mexico and Canada a 25% Tariff on ALL products coming into the United States, and its ridiculous Open Borders,” he wrote, complaining that “thousands of people are pouring through Mexico and Canada, bringing Crime and Drugs at levels never seen before,” even though violent crime is down from pandemic highs.

 784.
It is unclear whether Trump will actually go through with the threats or if he is using them as a negotiating tactic before he returns to the White House in the new year.

 785.
Trump’s nominee for treasury secretary, Scott Bessent — who if confirmed, would be one of several officials responsible for imposing tariffs on other countries — has on several occasions said tariffs are a means of negotiation.

 786.
He wrote in a Fox News op-ed last week, before his nomination, that tariffs are “a useful tool for achieving the president’s foreign policy objectives. Whether it is getting allies to spend more on their own defense, opening foreign markets to U.S. exports, securing cooperation on ending illegal immigration and interdicting fentanyl trafficking, or deterring military aggression, tariffs can play a central role.”

 787.
Trump won the election in large part due to voter frustration over inflation, but his threatened tariffs pose the risk of pushing prices even higher for food, autos and other goods. If inflationary pressures increase, the Federal Reserve might need to keep its benchmark interest rates higher.

 788.
Trump’s threats come as arrests for illegally crossing the border from Mexico have been falling. The most recent U.S. numbers for October show arrests remain near four-year lows, with U.S. Border Patrol making 56,530 arrests in October, less than one third of the tally from October last year.

 789.
Meanwhile, arrests for illegally crossing the border from Canada have been rising over the past two years. The Border Patrol made 23,721 arrests between October 2023 and September 2024, compared with 10,021 the previous 12 months. More than 14,000 of those arrested on the Canadian border were Indian — more than 10 times the number two years ago.

 790.
Last week, a jury convicted two men on charges related to human smuggling for their roles in an international operation that led to the deaths of a family of Indian migrants who froze while trying to cross the Canada-U.S. border during a 2022 blizzard.

 791.
Much of America’s fentanyl is smuggled from Mexico. Border seizures of the drug rose sharply under President Joe Biden, and U.S. officials tallied about 21,900 pounds (12,247 kilograms) of fentanyl seized in the 2024 government budget year, compared with 2,545 pounds (1,154 kilograms) in 2019, when Trump was president.

 792.
If Trump were to move forward with the threatened tariffs, the new taxes would pose an enormous challenge for the economies of Canada and Mexico, in particular.

 793.
The Canadian dollar weakened sharply in foreign exchange markets immediately following Trump’s post.

 794.
During Trump’s first term, his move to renegotiate the North American Free Trade Agreement, or NAFTA, and reports that he was considering a 25% tariff on the Canadian auto sector were considered an existential threat in Canada. Canada is one of the most trade-dependent countries in the world, and 75% of Canada’s exports go to the U.S.

 795.
The tariffs would also throw into doubt the reliability of the 2020 trade deal brokered in large part by Trump with Canada and Mexico, the USMCA, which replaced NAFTA and is up for review in 2026.

 796.
It’s unclear from Trump’s social media post how he would legally apply tariff hikes on those two pivotal U.S. trade partners, but the 2020 deal allows for national security exceptions.

 797.
Trump transition team officials did not immediately respond to questions about what authority he would use, what he would need to see to prevent the tariffs from being implemented and how they would impact prices in the U.S.

 798.
When Trump imposed higher tariffs during his first term in office, other countries responded with retaliatory tariffs of their own. Canada, for instance, announced billions of new duties in 2018 against the U.S. in a tit-for-tat response to new taxes on Canadian steel and aluminum.

 799.
Many of the U.S. products were chosen for their political rather than economic impact. For example, Canada imports just $3 million worth of yogurt from the U.S. annually and most of it comes from one plant in Wisconsin, the home state of then-Republican House Speaker Paul Ryan. That product was hit with a 10% duty.

 800.
The Canadian government, in a joint statement from Deputy Prime Minister Chrystia Freeland and Public Safety Minister Dominic Leblanc, emphasized the close relationship between the two countries and said they will discuss the border and vast economic ties with the incoming administration.

 801.
“Canada places the highest priority on border security and the integrity of our shared border. Our relationship today is balanced and mutually beneficial, particularly for American workers,” the statement read.

 802.
Freeland, who chairs a special Cabinet committee on Canada-U.S. relations to address concerns about another Trump presidency, has said the president-elect’s promise to launch a mass deportation and concern that that could lead to an influx of migrants to Canada, is a top focus of the committee.

 803.
A second senior Canadian official had said before Trump’s posts that Canadian officials were expecting him to issue executive orders on trade and the border as soon as he assumes office. The official was not authorized to speak publicly and spoke on condition of anonymity.

 804.
Mexico’s Foreign Relations Department and Economy Department also had no immediate reaction to Trump’s statements. Normally such weighty issues are handled by the president at her morning press briefings.

 805.
Last week, a senior Chinese commerce official said higher tariffs on Chinese exports would backfire by raising prices for consumers. Vice Commerce Minister Wang Shouwen also said China can manage the impact of such “external shocks.”

 806.
___ Gillies reported from Toronto. Associated Press writers Adriana Gomez Licon in Fort Lauderdale, Florida, Mark Stevenson in Mexico City, and Fatima Hussein, Josh Boak and Didi Tang in Washington contributed to this report.

 971.
ALEXANDRIA, Va. (AP) — Google, already facing a possible breakup of the company over its ubiquitous search engine, is fighting to beat back another attack by the U.S. Department of Justice alleging monopolistic conduct, this time over technology that puts online advertising in front of consumers.

 972.
The Justice Department and Google made closing arguments Monday in a trial alleging Google’s advertising technology constitutes an illegal monopoly.

 973.
U.S. District Judge Leonie Brinkema in Alexandria, Virginia, will decide the case and is expected to issue a written ruling by the end of the year. If Brinkema finds Google has engaged in illegal, monopolistic conduct, she will then hold further hearings to explore what remedies should be imposed.

 974.
The Justice Department, along with a coalition of states, has already said it believes Google should be forced to sell off parts of its ad tech business, which generates tens of billions of dollars annually for the Mountain View, California-based company.

 975.
After roughly a month of trial testimony earlier this year, the arguments in the case remain the same.

 1013.
During three hours of arguments Monday, Brinkema, who sometimes tips her hand during legal arguments, did little to indicate how she might rule. She did, though, question the applicability of a key antitrust case Google cites in its defense.

 1014.
The Justice Department contends Google built and maintained a monopoly in “open-web display advertising,” essentially the rectangular ads that appear on the top and right-hand side of the page when one browses websites.

 1015.
Google dominates all facets of the market. A technology called DoubleClick is used pervasively by news sites and other online publishers, while Google Ads maintains a cache of advertisers large and small looking to place their ads on the right webpage in front of the right consumer.

 1016.
In between is another Google product, AdExchange, that conducts nearly instantaneous auctions matching advertisers to publishers.

 1017.
In court papers, Justice Department lawyers say Google “is more concerned with acquiring and preserving its trifecta of monopolies than serving its own publisher and advertiser customers or winning on the merits.”

 1018.
As a result, content providers and news organizations have never been able to generate the online revenue they should due to Google’s excessive fees for brokering transactions between advertisers and publishers, the government says.

 1019.
Google argues the government’s case improperly focuses on a narrow niche of online advertising. If one looks more broadly at online advertising to include social media, streaming TV services, and app-based advertising, Google says it controls as little as 10% of the market, a share that is dwindling as it faces increased and evolving competition.

 1020.
Google alleges in court papers that the government’s lawsuit “boil(s) down to the persistent complaints of a handful of Google’s rivals and several mammoth publishers.”

 1021.
Google also says it has invested billions in technology that facilitates the efficient match of advertisers to interested consumers and it should not be forced to share its technology and success with competitors.

 1022.
“Requiring a company to do further engineering work to make its technology and customers accessible by all of its competitors on their preferred terms has never been compelled by U.S. antitrust law,” the company wrote.

 1023.
Brinkema, during Monday’s arguments, also sought clarity on Google’s market share, a number the two sides dispute, depending on how broadly the market is defined.

 1024.
Historically, courts have been unwilling to declare an illegal monopoly in markets in which a company holds less than a 70% market share. Google says that when online display advertising is viewed as a whole, it holds only a 10% market share, and dwindling.

 1025.
The Justice Department contends, though, that when focusing on open-web display advertising, Google controls 91% of the market for publisher ad servers and 87% of the market for advertiser ad networks.

 1026.
Google says that the “open web display advertising” market is gerrymandered by the Justice Department to make Google look bad, and that nobody in the industry looks at that category of ads without considering the ability of advertisers to switch to other forms of advertising, like in mobile apps.

 1027.
The Justice Department also contends that the public is harmed by the excessive rates Google charges to facilitate ad purchases, saying the company takes 36 cents on the dollar when it facilitates the transaction end to end.

 1028.
Google says its “take rate” has dropped to 31% and continues to decrease, and it says that rate is lower than that of its competitors.

 1029.
“When you have an integrated system, one of the benefits is lower prices,” Google lawyer Karen Dunn said Monday.

 1030.
The Virginia case is separate from an ongoing lawsuit brought against Google in the District of Columbia over its namesake search engine. In that case, the judge determined it constitutes an illegal monopoly but has not decided what remedy to impose.

 1031.
The Justice Department said last week it will seek to force Google to sell its Chrome web browser, among a host of other penalties. Google has said the department’s request is overkill and unhinged from legitimate regulation.

 1032.
In Monday’s arguments, Justice Department lawyer Aaron Teitelbaum cited the search engine case when he highlighted an email from a Google executive, David Rosenblatt, who said in a 2009 email that Google’s goal was to “do to display what Google did to search,” which Teitelbaum said showed the company’s intent to achieve market dominance.

 1033.
“Google did not achieve its trifecta of monopolies by accident,” Teitelbaum said.

 1100.
Swatantra Kumar Singh, the head of Bhopal gas tragedy relief and rehabilitation department, told the PTI news agency that initially, some of the waste would be burnt at the disposal unit in Pithampur and its residue examined for toxic remains.

 1102.
But activists and people living near the disposal site have been protesting against the move.

 1103.
They said that a small amount of waste from the Union Carbide factory was destroyed at the plant on a trial basis in 2015, the Hindustan Times newspaper reported.

 1104.
It ended up polluting the soil, underground water as well as fresh water bodies in the nearby villages, they said.

 1105.
Mr Singh has denied these claims, saying that incineration of toxic waste would not have “any adverse impact” on nearby villages.

 1106.
But Rachna Dhingra, from the International Campaign for Justice in Bhopal, told BBC World Service that the transfer of waste would “create a slow-motion Bhopal” in the new location.

 1107.
She adds that the transported waste is only a tiny percentage of the actual contamination that people in Bhopal are still dealing with.

 1109.
Over the years, officials have made several attempts to dispose of the waste from the Bhopal factory but dropped their plans after facing resistance from activists.

 1110.
In 2005, India’s pollution control board said that the toxic waste would be incinerated in Gujarat but the plan was dropped after protests.
