The financial implication of this adjustment, encompassing both Dearness Allowance and Dearness Relief, amounts to Rs.12,868.72 crore annually. Approximately 49.18 lakh Central Government employees and 67.95 lakh pensioners will benefit from this measure, which aligns with the prescribed formula based on the recommendations of the 7th Central Pay Commission.

 233.
 234.
The Dearness Allowance (DA) has reached a significant milestone of 50%. Effective from January 1, 2024, the key component of salary, DA, has been increased to 50% for all categories of Central Government employees, pensioners, and family pensioners, up from the previous rate of 46%. This achievement marks a momentous occasion as DA reaches the half-century mark in its lifespan. It is a cause for celebration as eligible government employees will now receive 50% of their basic salary as DA in their pay slips.

 242.
The Dearness Allowance has seen a consistent 4% increase for the fourth time in a row. Starting at 34%, the DA has incrementally risen by 4% in each period. Commencing at 34% in January 2022, the Central Government has progressively raised the Dearness Allowance by 4% in July 2022, January 2023, July 2023, and January 2024, ultimately reaching a total of 50%.

 250.
Tale of 50% DA Journey in the 7th CPC: The 7th Central Pay Commission introduced a fresh formula to compute the Dearness Allowance for the Central Government employees, effective from 1.1.2016. The DA kicks off at 2% in the initial installment starting from 1.7.2016! Witness the rollercoaster ride of DA with increments ranging from a modest one percent to a whopping five percent! Picture this: in July 2019, the rate skyrocketed by 5%, leaping from the existing 12%, and in July 2017, there was a cheeky 1% hike from the prevailing 4%! It is noteworthy that it took 96 months for DA to achieve the significant milestone of 50%. Please refer to the chart below to observe the progression that DA has undergone throughout the 7th Pay Commission.

 619.
Fixation of Pay on Promotion Calculator as per FR 22(I)(a)(1): The Promotion Pay Fixation Calculator FR 22(1)a(1) and 7th Pay Commission MACP Calculator are tools that assist in the implementation of Rule Fundamental Rule 22(I)(a)(1), a crucial regulation for Central Government employees. This rule governs the increment process when employees receive a promotion or MACP in the Central Government Services. In such cases, employees may opt to fix their pay on either the date of promotion or the date of their next increment.

 620.
Following an important order issued by the Department of Personnel and Training (DoPT) on July 27, 2017, we created a new calculator in accordance with the provisions outlined in FR 22(I)(a)(1). As per these provisions, eligible employees have the option to choose pay fixation on promotion from the date of their next increment. The aforementioned DoPT order also includes an illustration of pay fixed on the next increment date option

 1128.
CGHS Hospital Holiday List 2024 PDF Download: The CGHS is an all-inclusive healthcare program that operates on a cashless basis. It was established for the purpose of providing medical assistance to current and former Central Government staff as well as their dependents. Initially, the program was only intended to reimburse those employees for out-patient department (OPD) medicines, but it has since been expanded to include dispensaries that provide the same services. The scheme was originally restricted to Delhi due to the lack of private hospitals in that area. However, it has now grown to cover 25 cities across India, which has placed a great deal of strain on the program’s limited resources.

 1129.
Facilities available under CGHS

 1130.
The beneficiaries of CGHS are able to enjoy a variety of facilities that are aimed at providing them with comprehensive healthcare. Among these facilities are outpatient care and medication, access to specialist consultations in government hospitals, and the ability to receive treatment in both government and empanelled hospitals. Additionally, diagnostic tests can be conducted at both government and empanelled diagnostic centres, with pensioners and other identified beneficiaries being able to receive cashless treatment at empanelled hospitals and diagnostic centres. In the event of an emergency or for the purchase of hearing aids, artificial limbs, and other similar items, beneficiaries can also seek reimbursement for any expenses incurred. The CGHS is also committed to providing family welfare services as well as maternal and child health services to its beneficiaries.

 1166.
In 2024, CGHS offices, hospitals, and wellness centers will be closed on all central government holidays. The Government of India’s Department of Personnel and Training recently declared 17 gazetted holidays for its offices in 2024. The Holiday Order ensures that all central government holidays in 2024 will be celebrated with enthusiasm and vigor, resulting in the closure of CGHS facilities on public holidays.

 1167.
 1168.
CGHS Dispensary Holiday List 2024

 1169.
The Indian government has recently unveiled a comprehensive list of holidays for the upcoming year of 2024. This inclusive list features both gazetted and restricted holidays, catering to the needs of central government employees. The Department of Personnel and Training was responsible for issuing this order on the 16th of June. In conjunction with these holidays, there is a corresponding chart available for Central Government Health Scheme (CGHS) hospitals in 2024, as well as circulars from the Department of Personnel and Training. Veterans will also be pleased to know that the year’s list of hospitals and nursing homes empanelled under the Ex-Servicemen Contributory Health Scheme (ECHS) is now available. Lastly, it should be noted that both Dearness Allowance and Dearness Relief have been temporarily frozen.

A comprehensive list of these days has been compiled for the convenience of all CGHS beneficiaries. It is highly recommended that beneficiaries take note of these holidays. However, it is essential to bear in mind that in case of emergencies, a specialized team of medical professionals will be on standby to cater to CGHS beneficiaries in need.

 1997.
CGHS Health Center Timings

 1998.
The CGHS wellness center is under the leadership of the highly regarded CMO or Chief Medical Officer. This person holds a critical role in ensuring that all aspects of the center are functioning efficiently. To help you plan your visit, we have included the operational hours of the center below.

 1999.
Timing of CGHS Emergency Services

 2000.
Discover tranquility at the Wellness Centre! You can access it six days a week, from early morning until mid-afternoon, except on Central Government holidays. In the rare event of three consecutive holidays, the centres will only be closed for a maximum of two days. If you ever need emergency assistance, four of our centers in Delhi offer limited services during specific hours. These locations include Kingsway Camp, Telegraph Lane, North Avenue, and South Avenue.

 2001.
Please note that limited emergency services are offered from 1:30 PM to 7:30 AM. Additionally, First Aid Posts are available at various locations throughout Delhi for your convenience. These FAPs operate during daytime hours and can be found at Nirman Bhawan, Central Secretariat, Vitthal Bhai Patel House, Shastri Bhawan, Supreme Court, Narmada House opposite RML Hospital, and Moti Bagh. Please be aware that PHA is only accessible to Hon’ble MPs and Ex. MPs.

 2002.
Timing of CGHS Wellness Centre

 2003.
Operating from 7:30 in the morning until 2:00 in the afternoon on weekdays, the CGHS Wellness Centre is available for your medical needs. Please note that the facility is closed on Sundays and holidays. {Click to view more}

 2004.
Is CGHS Dispensary open on the second Saturday

 2005.
Regrettably, the CGHS Dispensary will not be accessible on the second Saturday of each month.

 2006.
Documents required to apply CGHS Scheme

 2007.
To be eligible for the CGHS Scheme, certain documents are required. These include a completed application in the correct format, proof of residency, evidence of dependent stay, verification of sons’ ages, disability certificates (if applicable), and passport-sized photos of all qualifying family members. If you were previously issued a CGHS Card while in service, it must be surrendered. Copies of your PPO and Last Pay Certificate must also be attested. Finally, a draft for the required contribution amount must be provided, payable to either “P.A.O., CGHS New Delhi” or “Additional Director, CGHS” for the applicable city.

 2008.
If employees want to apply for a health card for their eligible family members, they must complete the necessary forms and provide photos as per the prescribed format. These forms are then submitted to the Ministry, Department or Office where the employee is currently employed. Once received, the application form will be forwarded to the office of the Additional Director CGHS in the respective city. The office will then prepare the card and distribute it through Wellness Centres. The same process is done for pensioners. Serving employees will also receive an SMS notification once the process is complete.

 2275.
Legend and Significance of Bhai Dooj

 2276.
Bhai Dooj holds a special place in Hindu mythology. According to popular belief, Lord Krishna visited his sister Subhadra after slaying the demon Narakasura. Subhadra welcomed her brother with an aarti (a traditional Hindu ritual of offering light) and applied a tilak (a mark on the forehead) as a symbol of protection. This act is considered the origin of the Bhai Dooj tradition. The festival signifies the eternal bond between siblings and the duty of brothers to protect their sisters.

 2277.
Preparations and Rituals of Bhai Dooj

 2278.
The preparations for Bhai Dooj begin days in advance. Sisters eagerly await this day to perform the rituals and celebrate with their brothers. On the day of Bhai Dooj, sisters wake up early and prepare a thali (a plate) containing vermillion powder, rice grains, sweets, and a lit diya (lamp). They decorate the thali beautifully and wait for their brothers to arrive.

 2279.
When the brothers arrive, sisters perform an aarti and apply a tilak on their foreheads. This tilak is made using vermillion powder mixed with rice grains, symbolizing prosperity and well-being. Sisters then offer sweets to their brothers and pray for their long and prosperous lives. In return, brothers shower their sisters with blessings and gifts as a token of their love and appreciation.

 2280.
Regional Variations of of Bhai Dooj

 2281.
Bhai Dooj is celebrated with slight variations in different regions of India. In some parts of the country, sisters perform a special arti called “Aarti of the Moon.” They offer prayers to the moon, seeking blessings for their brothers’ well-being. In other regions, sisters prepare a special meal for their brothers, including their favorite dishes.

 2282.
In Maharashtra, Bhai Dooj is known as “Bhau Beej.” On this day, sisters invite their brothers to their homes and perform aarti. They also exchange gifts and sweets as a symbol of love and affection. Similarly, in Bengal, Bhai Dooj is called “Bhai Phonta.” Sisters draw intricate designs on their brothers’ foreheads using sandalwood paste and apply a tilak made of kohl. This ritual is believed to ward off evil spirits and protect the brothers.

 2283.
Essence of Bhai Dooj Festival

 2284.
Bhai Dooj is not just a festival; it is an expression of love, care, and respect between siblings. It strengthens the bond between brothers and sisters, reminding them of their lifelong commitment to each other. The festival promotes harmony and unity within families, fostering a sense of togetherness.

 2285.
The essence of Bhai Dooj lies in the unconditional love shared between siblings. It is a time when families come together, exchange gifts, and create lasting memories. The festival teaches us the values of compassion, forgiveness, and gratitude.

 2286.
Happy Bhai Dooj 2024 Wishes

 2524.
On the auspicious day of Thiruvonam, which falls on 15th September in the year 2024, the vibrant and joyous festival of Onam reaches its pinnacle. Thiruvonam is considered to be the most important day of the entire celebration, as it marks the grand finale of this ten-day extravaganza. It is a day filled with immense enthusiasm, traditional rituals, and heartfelt celebrations.

 2525.
On Thiruvonam, people wake up early in the morning and begin their day by taking a bath and adorning themselves in new clothes. The highlight of this day is the elaborate feast known as ‘Onasadya,’ which is prepared with great love and care. This sumptuous meal consists of various mouth-watering vegetarian dishes served on a banana leaf. From crispy papadums to tangy pickles, from aromatic curries to sweet desserts, every delicacy adds to the festive spirit.

 2526.
Apart from relishing delicious food, people also engage in various cultural activities and games on Thiruvonam. One such popular activity is Vallamkali or snake boat race, where beautifully decorated boats rowed by enthusiastic participants glide through serene backwaters. The air resonates with cheers and applause as spectators cheer for their favorite team.

 2527.
As evening approaches, homes are adorned with beautiful floral decorations called ‘Pookalam.’ These intricate designs made from colorful flowers create a mesmerizing ambiance that symbolizes prosperity and happiness.
